Children thrive in their mother tongue — but only if no one is left out

It is universally acknowledged that young children learn best through their mother tongue. There can be no two opinions on the research findings cited in the NEP, 2020, which states that 'children pick up languages extremely quickly between the ages of two and eight', and promises that 'all languages will be taught in an enjoyable and interactive style, with plenty of interactive conversation'. Given my long association with the education sector, I am, however, uncomfortable with some of the ideas being put forward.
The NEP lists 'promoting multilingualism and the power of language in teaching and learning' as a fundamental principle. The CBSE is emphasising this in the schools affiliated with it. But why limit it to schools affiliated with one board? This may also be the right time to think of children whose mother tongue finds no place in schools, with no books or teachers. There are also children whose mother tongue has no script yet. One cannot ignore such realities or neglect the situation in a majority of government or municipal schools while advocating for multilingualism. Children studying there need to acquire linguistic skills. They are keen to learn multiple languages and certainly have the aptitude. But they need teachers — regular, properly trained ones — at the right teacher-student ratio, who understand their socio-cultural environment and aren't constantly anxious about whether they'll be retained the next year.
If circulars alone had the power to change things, millions of children — mostly first-generation learners — would not have suffered humiliation, failure, and exclusion in the early years after Independence when they were brought to government schools by earnest teachers. The imposition of compulsory English learning, without aligning it to children's spoken languages, contributed to higher dropout rates and poor performance. A transplanted education system — created by colonisers for a select few — was extended to achieve universal access, as envisioned in Article 45 of the Constitution, which directed the state to provide free and compulsory education to all children up to the age of 14. The system cracked under its own weight.
With the fading out of the earlier generation of Gandhian teachers and idealist politicians, we became unable even to recruit teachers on time. Today, for most Indians, the 'power of language' is synonymous with learning English. Private, high-fee-charging schools are seen as the only hope of securing a 'bright' future. Multilingualism will certainly help nurture talent and skills, but only in schools that have teachers who believe in lifelong learning and a management system that ensures the regular presence of trained teachers with the necessary language skills.
At times, our rhetoric becomes too grand and we end up ignoring core issues. Nearly 9 lakh regular teaching posts in government schools are vacant. This problem has persisted, with fluctuating numbers, for decades. What does 'multilingualism' mean for children studying in such under-resourced schools?
The late CJI, Justice J S Verma, highlighted this in 2012. He unequivocally stated that over 10,000 BEd colleges were essentially selling degrees. So, what should our real priority be — promoting multilingualism or recruiting teachers who have earned their degrees? Or perhaps, just ensuring schools are functional?
In striving to match international benchmarks and meet the aspirations of a select group, let us not forget our constitutional obligation to provide equitable education to all. I must emphasise that instead of focusing disproportionately on a privileged section (like CBSE-affiliated schools), the more underserved should not be ignored. Let children learn in the language they are most comfortable with. Let them decide the rest as they grow. Unburden them — instead of overwhelming them with yet another circular.

', Nishikant Dubey told ANI. On Friday, Rahul Gandhi shared an 'X' post favouring the English language, stating that it is not 'shame' but 'power' and helps provide employment and boosts confidence. He alleged that the BJP and RSS do not want the poor children to learn English as they do not want the empowerment of these children. He said that every language of India has soul, culture, knowledge, which shall be cherished but at the same time, English language should be learnt by every child. 'It is not an English dam, it is a bridge. English is not shame, it is power. English is not a chain - it is a tool to break the chains. BJP-RSS don't want poor kids of India to learn English - because they don't want you to ask questions, move ahead, and become equal. In today's world, English is as important as your mother tongue - because it will provide employment and boost your confidence. Every language of India has soul, culture, knowledge. We have to cherish them - and at the same time teach English to every child. When Ellie, a British-Iranian living in the UK, tried to call her mother in Tehran, a robotic female voice answered instead. 'Alo? Alo?' the voice said, then asked in English: 'Who is calling?' A few seconds passed. 'I can't heard you,' the voice continued, its English imperfect. 'Who you want to speak with? I'm Alyssia. Do you remember me? I think I don't know who are you.' Ellie, 44, is one of nine Iranians living abroad — including in the UK and US — who said they have gotten strange, robotic voices when they attempted to call their loved ones in Iran since Israel launched airstrikes on the country a week ago. They told their stories to The Associated Press on the condition they remain anonymous or that only their first names or initials be used out of fear of endangering their families. Five experts with whom the AP shared recordings said it could be low-tech artificial intelligence, a chatbot or a pre-recorded message to which calls from abroad were diverted. It remains unclear who is behind the operation, though four of the experts believed it was likely to be the Iranian government while the fifth saw Israel as more likely. The messages are deeply eerie and disconcerting for Iranians in the diaspora struggling to contact their families as Israel's offensive targeting Iranian nuclear and military sites pounds Tehran and other cities. Iran has retaliated with hundreds of missiles and drones, and the government has imposed a widespread internet blackout it says is to protect the country. That has blocked average Iranians from getting information from the outside world, and their relatives from being able to reach them. 'I don't know why they're doing this,' said Ellie, whose mother is diabetic, low on insulin and trapped on the outskirts of Tehran. She wants her mother to evacuate the city but cannot communicate that to her. A request for comment sent to the Iranian mission to the UN was not immediately answered. Some of the messages are bizarre. Most of the voices speak in English, though at least one spoke Farsi. If the caller tries to talk to it, the voice just continues with its message. A 30-year-old woman living in New York, who heard the same message Ellie did, called it 'psychological warfare'. 'Calling your mom and expecting to hear her voice and hearing an AI voice is one of the most scary things I've ever experienced,' she said. 'I can feel it in my body.' One woman living in the UK desperately called her mom and instead got a voice offering platitudes. 'Thank you for taking the time to listen,' it said, in a recording that she shared with the AP. 'Today, I'd like to share some thoughts with you and share a few things that might resonate in our daily lives. Life is full of unexpected surprises, and these surprises can sometimes bring joy while at other times they challenge us.' Not all Iranians abroad encounter the robotic voice. Some said when they try to call family, the phone just rings and rings. It's not clear who is behind this — or what the goal is. Colin Crowell, a former vice president for Twitter's global policy, said it appeared that Iranian phone companies were diverting the calls to a default message system that does not allow calls to be completed. Amir Rashidi, an Iranian cybersecurity expert based in the U.S., agreed and said the recordings appeared to be a government measure to thwart hackers, though there was no hard evidence. He said that in the first two days of Israel's campaign, mass voice and text messages were sent to Iranian phones urging the public to gear up for 'emergency conditions'. They aimed to spread panic — similar to mass calls that government opponents made into Iran during the war with Iraq in the 1980s. The voice messages trying to calm people 'fit the pattern of the Iranian government and how in the past it handled emergency situations,' said Rashidi, the director of Texas-based Miaan, a group that reports on digital rights in the Middle East. Mobile phones and landlines ultimately are overseen by Iran's Ministry of Information and Communications Technology. But the country's intelligence services have long been believed to be monitoring conversations. 'It would be hard for anybody else to hack. Of course, it is possible it is Israeli. But I don't think they have an incentive to do this,' said Mehdi Yahyanejad, a tech entrepreneur and internet freedom activist. Marwa Fatafta, Berlin-based policy and advocacy director for digital rights group Access Now, suggested it could be 'a form of psychological warfare by the Israelis'. She said it fits a past pattern by Israel of using extensive direct messaging to Lebanese and Palestinians during campaigns in Gaza and against Hezbollah. The messages, she said, appear aimed at 'tormenting' already anxious Iranians abroad. When contacted with requests for comment, the Israeli military declined and the prime minister's office did not respond. Ellie is one of a lucky few who found a way to reach relatives since the blackout. She knows someone who lives on the Iran-Turkey border and has two phones — one with a Turkish SIM card and one with an Iranian SIM. He calls Ellie's mother with the Iranian phone — since people inside the country are still able to call one another — and presses it to the Turkish phone, where Ellie's on the line. The two are able to speak. 'The last time we spoke to her, we told her about the AI voice that is answering all her calls,' said Ellie. 'She was shocked. She said her phone hasn't rung at all.' Elon Musk said he has activated his satellite internet provider Starlink in Iran, where a small number of people are believed to have the system, even though it is illegal. Authorities are urging the public to turn in neighbours with the devices as part of an ongoing spy hunt. Others have illegal satellite dishes, granting them access to international news. The messages are making relatives feel helpless. M, a woman in the UK, has been trying to reach her mother-in-law, who is immobile and lives in Tehran's northeast, which has been pummelled by Israeli bombardment throughout the week. When she last spoke to her family in Iran, they were mulling whether she should evacuate from the city. Then the blackout was imposed, and they lost contact. Since then she has heard through a relative that the woman was in the ICU with respiratory problems. When she calls, she gets the same bizarre message as the woman in the UK, a lengthy mantra. 'Close your eyes and picture yourself in a place that brings you peace and happiness,' it says. 'Maybe you are walking through a serene forest, listening to the rustle of leaves and birds chirping. Or you're by the seashore, hearing the calming sound of waves crashing on the sand.' The only feeling the message does instill in her, she said, is 'helplessness'.

Hyderabad: The Telangana high court on Friday came down heavily on the state govt for the 18-month delay in operationalising a 100-bed govt hospital in Alampur, Jogulamba Gadwal district , despite the facility being fully constructed and equipped. A division bench comprising acting Chief Justice Sujoy Paul and Justice Renuka Yara was hearing a PIL filed by Ramchandra Reddy, a social activist and politician from the district. The court expressed concern over the prolonged inaction and directed the govt and relevant departments to file a detailed counter-affidavit within two weeks, explaining the reasons for the delay. The petitioner informed the court that the hospital was built with ₹21 crore sanctioned in 2021, and construction was completed by Oct 2023. However, despite being fully equipped, the hospital has not been made operational. He added that the unused building is now lying vacant and vulnerable to misuse by anti-social elements. Highlighting the demographic and social context, the petitioner noted that Alampur is an SC reserved constituency, home to a large population from Dalit and Backward Classes communities. The absence of a functioning public hospital, he argued, violates residents' fundamental right to health , as guaranteed under Article 21 of the Constitution. Due to the non-functional hospital, locals are reportedly forced to travel long distances-to Kurnool, Gadwal, or even Hyderabad-for basic medical care. Taking note of these submissions, Justice Sujoy Paul observed that despite constructing a 100-bed hospital, the state had neither appointed staff nor operationalised services, leaving costly equipment idle and unutilised. The case will be taken up for further hearing after the state submits its explanation.
