
Proposed Kolkata-Northeast Link To Pass Via Sea, Giving Bangladesh A Miss

The Shillong-Silchar highway project will extend a key transport route in Myanmar, offering an alternative sea link between North-East states and Kolkata.
In a significant development, the proposed highway project linking Meghalaya's Shillong and Assam's Silchar will become an extension of a key multi-modal transport project in Myanmar. The proposed road project will also lead to an alternative link via sea between the North-East states and Kolkata, reported The Indian Express while quoting an National Highways & Infrastructure Development Corporation Limited (NHIDCL) official.
The project is being described as a response to Bangladesh interim government chief adviser Muhammad Yunus's remark in Beijing this March that North-East India is 'landlocked" and Dhaka is the 'only guardian of the ocean for all this region". Yunus made the remarks while seeking 'extension of the Chinese economy".
A few days later, on April 4, Yunus met Prime Minister Narendra Modi on the sidelines of the BIMSTEC Summit in Bangkok. The Ministry of External Affairs had said that PM Modi told Yunus that 'rhetoric that vitiates the environment is best avoided".
166.8-km Proposed Highway
The proposed four-lane highway will span across 166.8-km along NH-6 from Mawlyngkhung near Shillong to Panchgram near Silchar. It is being implemented by NHIDCL for the Ministry of Road Transport and Highways (MoRTH). It will be first high-speed corridor project in the North-East and is expected to be completed by 2030.
Meanwhile, the Kaladan Multi Modal Transit Transport Project in Myanmar is being funded by the Ministry of External Affairs — and links the Kolkata seaport to the Sittwe port on the Kaladan river in Rakhine state.
Further, the Sittwe port connects to Paletwa in Myanmar through an inland waterway and to Zorinpui in Mizoram through a road section.
However, Bangladesh has restricted access via Bay of Bengal while maintaining its stronghold on movement through water in the region. Hence, the Kaladan project was jointly identified by India and Myanmar as an alternative — the link is expected to be fully operational by the time the Shillong-Silchar highway is completed.
The construction of the Shillong-Sichar highway will involve major engineering work, including slope stabilisation to predict landslides, as the alignment traverses through difficult hilly terrain.
Further, the Centre approved the project at a cost of Rs 22,864 crore on April 30. Of the total 166.8-km project, 144.8 km lies in Meghalaya while Assam will get 22 km in its share. Once operational, the highway will reduce the travel time from 8.30 hours to just 5 hours.

‘New SOPs, higher spending limit set to empower ULBs'
Lucknow: In a significant step to strengthen the financial and administrative autonomy of urban local bodies (ULBs), the urban development department has increased the spending limits. By revising the standard operating procedure after a gap of four years, the department has made provisions to provide additional flexibility and authority to nagar palikas (city councils) and nagar panchayats (town councils). "Increasing their spending limit, the govt has given the authority to nagar panchayats to undertake works up to Rs 1 crore while nagar palikas can take up works up to Rs 2 crore. Their spending limit was capped at Rs 40 lakh so far," an official said. To uphold the integrity of urban development projects, the revised SOP mandates a shared accountability framework. In cases of substandard construction or measurement discrepancies, 50% of the financial recovery will be made from the contractor and the remaining 50% from the engineers and administrative officers concerned. The recovery process will be overseen by the district magistrate and, if required, recovery would be done from the erring contractors and companies by attaching their properties as per the revenue recovery code and laws. The newly introduced SOP also paves way to acclerate the pace of development with the help of latest technology and tools. Sharing an example, a senior officer from the department said that a method that encourages recycling of old debris and bitumen for road construction would be followed. Urban bodies have been instructed to maintain ward-wise road directories, complete documentation, and conduct GIS mapping of infrastructure for long-term monitoring and project execution. Principal secretary, urban development, Amrit Abhijat said that the SOP and reforms notified recently would not only enhance the financial independence of local bodies but also improve the quality, transparency, and effectiveness of urban governance.

Toll collecting firm under scanner for evading stamp duty worth Rs 63 cr
Lucknow: A private company engaged in collecting toll on the national highway in eastern UP is under scrutiny for duping the local administration to the tune of crores. The fraudulent activity was detected more than two years after the private entity was awarded the contract for collecting the toll. Tired of too many ads? go ad free now According to officials, a company engaged to collect money from motor vehicle owners for using the national highway stretch in Bhadohi did not pay the required stamp duty to the local administration. Roped in to manage the toll plaza over national highway 19, which connects eastern UP with Bihar and onwards, the company was supposed to pay a sum of about Rs 63 crore to the stamp and registration department as duty. The charges were incurred for taking the land on a 15-year-long lease to collect the toll from road users. The agreement was signed between the stakeholders in March 2023, said officials. However, it was later detected that only Rs 100 was paid as stamp duty to the state coffers. According to the officials, a complaint case has been filed before the local magistrate to initiate action and prosecute the offenders.

Govt begins construction of 39 CM composite schools
Lucknow: To modernise and make education inclusive, the state govt has begun the establishment of Chief Minister Composite Schools in 39 districts. "In addition to these 39 schools, the govt will soon begin construction in 10 more CM Composite Schools. For the remaining 26 districts, financial approvals and land selection processes are in their final stages," a govt spokesperson said. The govt earlier announced that each district will have a CM Composite School. Currently, all necessary approvals — including financial sanctions and land allocation — are obtained for the 39 districts where construction is either underway or about to begin. "These modern schools are being built on 5-10 acres of land, with each costing around Rs 30 crore. Six major agencies have been roped in to expedite the construction work," said a govt spokesperson. "These schools will focus not only on quality education but also on skill development, sports, facilities, and student safety. Each school will have 30 smart classrooms, a digital library, a computer lab, modern science labs, a mini stadium, and a large playground," he said.
