On May 28, 2025, some flotsam reached the western coastline of Kanniyakumari district. Panic spread as the residents of the coastal hamlets noticed bags of chemicals, plastic pellets (nurdles), and loose nurdles washing ashore amid the flotsam. As they were aware of the Liberian cargo vessel having sunk off the Kochi coast on May 25, roughly 300 km away, the villagers wondered with trepidation whether pollution had reached their coast too. The initial investigation traced the contents to the vessel, MSC Elsa 3, which found their way to the Arabian Sea after the shipwreck.
The ship had carried 644 containers, some of which had hazardous materials including calcium carbide, 367.1 metric tonnes of heavy furnace oil, and over 60 tonnes of diesel. As 28 huge containers from the ship which sank 38 nautical miles off Kochi washed ashore in the coastal areas near Kollam, plastic pellets were found in Thiruvananthapuram in a day's time.
Redirected southward
Ocean currents redirected some of the floating materials southward, causing them to wash ashore along the Kanniyakumari coast. The debris trail spread up to even Dhanushkodi and Arichalmunai in the Rameshwaram coast in the following days.
The debris, including a container, wooden materials, cashew nuts and bags of plastic pellets, began drifting with the currents and landing along the coast of Kanniyakumari. Dickson, a resident of Vallavilai, says, 'Most of us knew this would happen, once we got to know that the debris had started washing ashore along the coast of Kollam and Thiruvananthapuram.' He adds that apart from nurdles, a log, possibly of teak wood or sandalwood, also washed ashore at Vallavilai.
Villages, such as Neerody, Eraviputhenthurai, Enayam, Chinnathurai, Midalam, Kadiyapattinam, Simon Colony, Melamanakudy, Erayumanthurai, and Chothavilai, reported a significant amount of loose nurdles and bags of plastic pellets. Residents of Vallavilai, Kodimunai, and Midalam noticed iron rods and cashew nuts which were later traced to the shipwreck. On May 29, a container itself washed up on the coast of Vaniyakudi.
The district administration started its response in coordination with the Revenue and Fisheries Departments and the Tamil Nadu Pollution Control Board, with advice from experts.
On the 12-km stretch from Dhanushkodi to Arichalmunai in Rameswaram, about 80 bags of plastic pellets and more than 500 kg of loose nurdles have been removed so far.
As the clean-up and salvaging of the container were done in line with the Standard Operating Procedure (SOP) laid down by the Kerala State Disaster Management Authority, conservancy workers and volunteers were roped in to collect the nurdles with protective gear, according to officials.
However, A. Biju Kumar, senior professor, Marine Monitoring Lab, Department of Aquatic Biology and Fisheries, University of Kerala, says, 'India does not have an SOP for handling plastic pellets in the sea.' Though the International Maritime Organization (IMO) has laid down norms for safe handling of such materials, India itself does not have any rules, he adds. While the plastic pellets would cause no harm to the handlers, a study should be initiated to find out its long-term impact on the marine ecosystem, he stresses.
Prompt alert
Kanniyakumari Collector R. Alagumeena chaired a meeting with representatives of 15 coastal villages. Speaking to The Hindu, she said fishermen promptly alerted the authorities to the situation on May 28 and thereafter, thus helping in immediate remediation. She added that the debris was packed into 25-kg bags and transported to the fishing harbours at Thengapattinam, Colachel, and Chinna Muttom. From there, they would be transported to the Customs Office at Thoothukudi.
According to the Kanniyakumari district administration, as of June 11, 58,375 kg of nurdles have been stored at the harbours in the district. The administration has formed a team to monitor accumulation of debris.
While the official measures offered some relief, the fishing community feels that the incident has not received adequate attention from the government, given its impact on marine life and livelihood. Sagar of Erayumanthurai is unhappy with the lack of legal action against the ship company and the harbour management. 'Fishermen are the ones who bear the brunt of this disaster,' he says. He points to the growing evidence of turtles and other marine species ingesting plastics. 'Who really knows how marine life or the ocean itself has been affected? Eventually, the livelihood of fishermen will be affected,' Mr. Sagar says.
Experts and fishermen from Dhanushkodi say that unlike the affected areas in Kerala and Kanniyakumari, the Gulf of Mannar region, which encompasses a wide area of corals, should be monitored.
'Plastics may stymie the corals'
Mr. Biju Kumar says that as the area hosts coral reefs, along with vital seagrass meadows and endangered species such as dugongs and sea turtles, a long-term study is indispensable for gauging the harm done to the ecosystem by the plastic pellets. The plastics depositing gradually on the polyps may destroy their growth, he says.
In the absence of a mechanism to remove the plastic pellets from the coastal areas, the clean-up would be an arduous task and the only option left is to study the future impact on the marine ecosystem. 'Though immediate consumption of fish from the region would not be a cause for concern, plastic pellets, already in the form of microplastics, can be traced in organisms living in the sea,' he says.
However, the Fisheries Department in Rameswaram has asked the fishermen not to use purse seine nets so as to avoid fish that could have swallowed the pellets. To assess the situation and ascertain the damage to the aquatic ecosystem in and around the Gulf of Mannar and Kanniyakumari, the Tamil Nadu government, along with the Suganthi Devadason Marine Research Institute (SDMRI) in Thoothukudi, has begun an environmental assessment of the coastal areas.
No disturbance in water
Early findings reveal no significant geochemical disturbance in water or sediment across the Kanniyakumari coast, with most physicochemical parameters and heavy metal concentrations falling within the acceptable limits. The samples collected included water, sediments, fish, and nurdles, according to sources.
SEM-EDAX, a technique that combines scanning electron microscopy with energy-dispersive X-ray spectroscopy analysis to study the morphology and elemental composition, and Fourier Transform Infrared Spectroscopy (FTIR), a technique to identify and analyse the chemical composition of materials, have revealed that the nurdles are composed of polyethylene (PE) and polypropylene (PP) plastics. 'The assessment has also revealed the presence of nurdles in six fish samples from four sites, mainly in the gills, but some in gut, and all were PP plastics,' says the report. This indicates early exposure through respiration and ingestion.
The study has also revealed elevated Total Petroleum Hydrocarbon (TPH) levels at select sites in the district, indicating the preliminary stage of hydrocarbon pollution linked to the oil spill.
Although no immediate toxicological impact was noticed, the presence of nurdles in fish and TPH in the environment underscores the need for continued bio-monitoring, suggests the assessment done by SDMRI.
A similar initial assessment was carried out by SDMRI, along with the Forest Department, on the Mandapam group of islands — Hare, Manoli, Manoliputti, Krusadai, and Shingle Islands.
SDMRI director J.K. Patterson Edward says that although nurdles were found scattered along the seaward side of Hare Island on a shoreline stretch of about 2 km, no nurdle spill was found on the other four islands. Three unopened bags of nurdles were also found on Hare Island. He adds that no nurdle deposit was noted in the coral reefs and seagrass beds on any of the islands. However, when a few fish samples were examined, no traces of nurdles were found, he says.
Supriya Sahu, Additional Chief Secretary, Environment, Climate Change and Forests, says the Collectors had been tasked with steering and monitoring the clean-up in Kanniyakumari and Ramanathapuram. 'We are in touch with the Indian National Centre for Ocean Information Services (INCOIS) monitoring the direction of ocean currents. We are also in touch with our counterparts in Kerala involved in clearing up the nurdles,' she adds. A long-term environmental assessment will be done.
The Principal Bench of the National Green Tribunal (NGT) has taken suo motu cognisance of the shipwreck and directed the Kerala and Central Pollution Control Boards to submit detailed reports by July 23. The Principal Bench, comprising Justice Prakash Srivastava and expert member A. Senthil Vel, said the incident appeared to violate three key environmental laws: the Biological Diversity Act, 2002; the Water (Prevention and Control of Pollution) Act, 1974; and the Environment (Protection) Act, 1986.
Though the case is yet to be formally transferred to the NGT's Southern Bench, it came up for discussion there on June 10. At the hearing, Justice Pushpa Sathyanarayana questioned counsel for Tamil Nadu about the action taken so far.
Lack of guidelines
M. Geo Damin, of Poovulagin Nanbargal, an environmental NGO, says, 'As of now, no proper SOP or guidelines have been formulated by governments across the globe. While shipwreck or other coastal accidents are mostly unavoidable, the rescue and clean-up can be more spontaneous and effective.' As technological advances can provide the direction of water currents based on wind speed and other factors, the measures to contain the spill can be done more effectively, he says.
Though the government should provide compensation to members of the fishing community and the public affected by the spill, international mechanisms should be formulated to make polluters pay, he argues. He suggests simple measures — safe packaging of hazardous materials and stacking of hazardous materials at the bottom of ships — to limit the impact of accidents.

Sri Lanka is once again facing a significant marine environmental crisis, as tiny plastic pellets, commonly known as nurdles, have begun washing ashore along the island's northern coastline. This time, the pollution is linked to the sinking of the Liberia-flagged container ship MSC ELSA 3 off of Kerala, India. The unfolding incident has triggered fears of a repeat of the X-Press Pearl disaster in 2021, the worst maritime disaster to have occurred in Sri Lanka, significantly impacting marine ecosystems and coastal communities. According to the Indian Coast Guard, the MSC ELSA 3, carrying 640 containers including hazardous cargo, sank on May 25, roughly 38 nautical miles off the Kerala coast. The cause was reportedly a failure of its ballast system. Indian authorities confirmed the vessel was loaded with an estimated 85 metric tonnes of diesel and 367 metric tonnes of furnace oil, in addition to at least 13 containers of dangerous substances such as calcium carbide. All 24 crew members were safely rescued by Indian Coast Guard and Navy teams. While Indian authorities were able to initially contain an oil spill, the environmental fallout soon escalated. Plastic nurdles released from sunken containers began appearing on beaches in southern India, and by June 11, ocean currents driven by strong gusts of southwest monsoon winds carried them toward Sri Lanka's northern shores, raising serious concerns among marine biologists and local communities. Fresh environmental fallout 'We've begun cleaning efforts and are evaluating coordinated response actions,' said Padma Abeykoon, additional secretary at the Ministry of Environment. With strong monsoon winds forecast for the coming days, she noted that ocean currents may bring even more pollutants ashore. According to Abeykoon, Indian authorities had alerted Sri Lanka about the possibility of debris from the sunken vessel drifting toward its shores, depending on ocean current patterns. The plastic pellets first arrived on the northern islands and reached the Mannar coast within a day, continuously washing up along Sri Lanka's southern-facing beaches. One of the earliest reports from Sri Lanka came from Lahiru Walpita, a birdwatcher in Mannar, who observed the nurdles during his routine early morning seabird monitoring. 'On June 12, I noticed strange white pebbles scattered across the Mannar beach. A closer look revealed they were plastic nurdles, something I sadly recognise from the X-Press Pearl spill,' Walpita said. Walpita initially assumed the rough seas had opened up a remnant of X-Press Pearl, but as he discovered 20 25-kg bags of nurdles strewn across a 2-km stretch of the beach in Mannar, he realised something was wrong. Out of these, only two bags were damaged, and others were in perfect shape, Walpita told Mongabay. Walpita also observed crows and an egret investigating the pellets but hadn't consumed them. 'However, seabirds, like little terns and bridled terns, feed off the ocean surface while in flight and I fear they could mistake these pellets for food as they have little time to observe,' he warned. The breeding season for these species, especially on tiny islands nearby in Adam's Bridge Marine National Park, runs from May to September, and Walpita fears the nurdle invasion could disrupt their reproductive cycles. Temporary ban Meanwhile, Indian authorities imposed a temporary fishing ban within 20 nautical miles of the MSC ELSA 3 wreck to mitigate risks from hazardous cargo. One of the most concerning chemicals on board was calcium carbide, which reacts violently with water to release acetylene – a highly flammable and potentially explosive gas – and produces caustic substances harmful to marine life. 'The ship sank about 300 nautical miles from Sri Lanka, so we don't anticipate immediate chemical contamination threat for Sri Lankan waters,' said Jagath Gunasekara, general manager of Sri Lanka's Marine Environment Protection Authority. 'However, we are conducting continuous water quality tests and have activated the National Oil and Hazardous Noxious Substances Spill Contingency Plan to remain prepared,' he added. Adding to the urgency, Indian authorities are battling another maritime emergency just two weeks after the ELSA 3 incident. On June 7, the Singapore-flagged container ship MV Wan Hai 503 caught fire following multiple explosions, approximately 88 nautical miles off the coast of Kerala. The vessel, carrying more than 2,128 metric tonnes of fuel and numerous containers with hazardous materials, poses a potentially greater environmental risk than ELSA 3. As of June 18, Indian Coast Guard reports indicated that the fire was under control. The drifting vessel has since been secured and successfully towed away. Nurdle spill The nurdles are highly persistent in the marine environment, as they can absorb toxic chemicals and enter the food chain, posing a risk to marine life and potentially humans as research on the aftermath of X-Press Pearl disaster proves. The parallels of these disasters with the X-Press Pearl disaster are striking. The 2021 incident released billions of nurdles into the Indian Ocean, contaminating beaches for months, killing marine organisms and disrupting fishing livelihoods. One silver lining is that a lot of research was conducted following the X-Press Pearl disaster, and this can be informative in tackling the ongoing episode of the nurdle pollution, Gunasekara said. Even today, Sri Lanka is fighting for adequate compensation, with legal proceedings dragging on in international courts. The echoes of that catastrophe now serve as a grim warning: unless stronger regional protocols and maritime safety measures are enforced, the region could be doomed to repeat history.

Kochi: The shipwrecks off the Kerala coast pose a serious threat to the marine ecosystem and coastal environment, according to an affidavit filed in the Kerala high court on behalf of the director general of shipping. The affidavit, submitted by Shitesh Ranjan, ship surveyor-cum-deputy director general (technical) in the office of the mercantile marine department, Kochi, was in response to the PIL filed by former MP T N Prathapan. The petition seeks a comprehensive compensation package for fishermen and other stakeholders affected by the recent shipwrecks off Kerala. The affidavit highlighted that adrift containers from the cargo vessel MSC ELSA 3 not only pose a navigational hazard but also constitute a grave environmental risk, especially considering the hazardous nature of some of the cargo. As per the cargo manifest, the vessel was carrying 13 containers of Class 4.3 dangerous goods under the IMDG Code, specifically, calcium carbide, which is classified as hazardous and environmentally sensitive. The affidavit also stated that shoreline clean-up operations are currently being undertaken by the Marine Emergency Response Services (MERC). Regarding the fire onboard the Singapore-flagged container vessel Wan Hai 503, the affidavit noted that the ship was carrying approximately 143 IMDG-classified containers, including hazardous materials such as flammable liquids, flammable solids, toxic substances, corrosives, and other dangerous goods. After multiple incidents of vessel sinking and fires off Indian coasts, India has asked the United Nations' International Maritime Organization (IMO) to tighten container safety and cargo disclosure norms on a 'war footing'. The development comes at the heels of IMO's ongoing session of the Maritime Safety Committee, where India brought up the recent sinking of the Liberian-flagged vessel MSC ELSA 3 and a fire aboard the MV Wan Hai 503, which, according to officials aware of the matter, has still not been completely extinguished. 'These incidents highlight urgent safety concerns regarding cargo carriage on container ships. India urges a global review of packaging, stowage, and monitoring protocols of containerised cargoes, especially lithium-ion (Li-ion) batteries and plastic nurdles. The four incidents in quick succession within three weeks demand immediate action from stakeholders to protect seafarers' lives and the livelihoods of Indian fishermen and coastal communities,' the Indian delegation said at the maritime watchdog's safety meeting. India's stand at the meeting is that reliance solely on shipper declarations is not adequate — a call made repeatedly in the past by sector watchers around the globe. Shipowners/managers, especially container shipping lines, must adopt technology and take responsibility to prevent such incidents in a transparent manner. 'What is in a box can't be a mystery anymore. India calls on the IMO to develop stronger regulatory mechanisms for the safety of container ships, cargo management, and crew protection on a war footing,' the Indian delegation said. According to reports, MV Wan Hai 503 was carrying flammable solids (IMO Class 4.1) in 20 containers — including extremely flammable nitrocellulose with alcohol in two containers, naphthalene (crude or refined) in 12 containers, and flammable liquids in multiple containers. The vessel is also carrying over 4,900 kilograms of a spontaneously combustible (IMO Class 4.2) organometallic substance, which can combust when in contact with air and reacts with water. On May 25, MSC ELSA 3 sank 30 nautical miles southwest of Kochi. It carried 13 containers with International Maritime Dangerous Goods cargoes. Local reports, however, show a continued flow of plastic nurdles on the coast of Kerala, which are being cleaned up by local authorities. The Singapore-flagged Wan Hai 503 suffered an underdeck explosion and fire. The vessel carried 147 dangerous containers. Firefighting and towing operations, coordinated by the Directorate General of Shipping, are ongoing to prevent ecological harm. Both these incidents have caused major environmental damage to coastal fishing communities in Kerala — 65 containers have fallen overboard, many yet to be traced. Two more incidents involving vessels with flammable substances have also taken place in recent weeks off the coasts of Mumbai and Kerala. Safety investigations are ongoing, and India will share the findings of these probes at the next meeting of the Maritime Safety Committee. While the next committee meeting is scheduled for May 2026, a meeting of the Marine Environment Protection Committee is scheduled for October. 'Though these incidents involved foreign vessels and crew from other nationalities, we activated rapid search and rescue and emergency response,' India said.
