Calcutta HC directs Centre to implement MGNREGA scheme in West Bengal from August 1
The Calcutta High Court on Wednesday (June 18) directed the Centre to implement the MGNREGA scheme prospectively in West Bengal from August 1.
The HC said the Centre is empowered to impose special conditions, restrictions and regulations, which have not been imposed in other States of the country, so as to ensure that no illegality or irregularity occurs when the scheme is being implemented in the State.
Allowing the Centre to continue its enquiry into the allegations of irregularities in some districts of the State, a Division Bench presided by Chief Justice T.S. Sivagnanam directed that the scheme be implemented prospectively with effect from August 1.
The Court directed that the authorities in charge of the implementation of the scheme are entitled to impose special conditions to ensure that whatever had occurred three years prior should not recur.
The Court said that it is not in dispute that certain irregularities have been pointed out by the Centre in the disbursement of wages under the MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) scheme.
The Bench, also comprising Justice Chaitali Chatterjee (Das), noted that with regard to allegations of irregularities, action has been initiated, recoveries made and that such amount is being maintained in a bank account of the state nodal agency of MGNREGS, West Bengal.
The Division Bench said that at this juncture, the endeavour of the Court is to ensure implementation of the scheme, which has been kept in abeyance for the past close to three years in the state.
The Court said that no one can allow a person who illegally took advantage of the scheme to go scot free.
'At this juncture, the court is concerned about the implementation of the scheme in West Bengal prospectively,' the Bench observed.
'The scheme of the Act does not envisage a situation where the scheme would be put to cold storage for eternity,' it said.
The Bench said that the Centre has sufficient powers to inquire into irregularities or illegalities in the manner of disbursement of the wages.
The Court said that there can, however, be a line drawn between past actions and future steps to be taken to implement the scheme.
It said that this would be 'in public interest' and subserve the object and purpose for which the central law was enacted.

Information Commission orders SCOLE Kerala and Nirmithi Kendras to adhere to RTI Act
The Kerala State Information Commission has brought the State Council for Open and Lifelong Education (SCOLE) Kerala and the Nirmithi Kendras functioning across the State under the ambit of the Right to Information (RTI) Act, 2005. In the first case, the applicant, Krishnan Kutty K. from Palakkad, had requested information from SCOLE Kerala, which operates under the General Education department. Denying information sought under the RTI Act, the institution claimed that it was not bound by the law. Considering the applicant's appeal, State Information Commissioner Sreekumar M. stated that SCOLE Kerala qualifies as a public institution under Section 2(h)(c) of the RTI Act. The commission also pointed out that the administration of SCOLE Kerala is governed by an Executive Council, which includes the Minister of General Education, an Additional Secretary, the Director of General Education and Finance Officer, as well as nominees from the public sector. Therefore, it was concluded that SCOLE Kerala falls under the full ownership and control of the government, as per Section 2(h)(i) of the RTI Act. Similarly, in another case, C. Pradeep Kumar from Adoor filed a petition regarding a denial of information from the Nirmithi Kendra in Thrissur. The Commission ruled that Nirmithi Kendras, which operate under government control, also fall under the RTI Act's jurisdiction. The governing body of these centres includes District Collectors, Sub-collectors, Project Officers, and other senior government officials, all of whom are responsible for overseeing the centres' administration. The Commission has instructed the authorities concerned in both cases to immediately appoint RTI officers in these institutions, and to provide the requested information to the petitioners within 15 days.

Vijay Deverakonda in trouble AGAIN: Complaint filed under SC/ST Act for actor's comments during 'Retro' promo event
Vijay Deverakonda is in the legal hotseat and has been booked under the SC/ST (Prevention of Atrocities) Act, a month after he allegedly made offensive remarks that hurt the sentiments of the tribal community. The complaint was lodged by Nenavath Ashok Kumar Naik, the State President of the Joint Action Committee of Tribal Communities. He accused Deverakonda of making insulting comments during a pre-release event for his upcoming film Retro. Last month another person had also filed a case against the actor for the same comments. A petitioner had alleged that Vijay Deverakonda in his speech about the Pahalgam terror attack remarked that the attacks were akin to clashes between tribal communities hundreds of years ago. During the 'Retro' event last month, Vijay Deverakonda had said:"The solution to what is happening in Kashmir is also to educate them (terrorists) and ensure they don't get brainwashed. What will they achieve? Kashmir belongs to India, and Kashmiris are ours. Two years ago, I shot for Kushi in Kashmir. I have such good memories with them (the locals)." He also said that the neighbouring country struggles to provide its citizens with basic necessities. "Pakistan can't even look after their own, who don't have proper electricity and water. What do they want to do here? India doesn't even need to attack Pakistan because Pakistanis themselves are fed up with their government and will attack them if this continues. They behave like tribals did 500 years ago with the way they fight. We should stand united as people and love each other. We always need to move forward as people and stay united. Education is super key. Let's all be happy and keep our parents happy; only then can we progress," the actor said. Vijay's comments drew massive outrage, prompting the actor to issue a public apology.

Telugu actor Vijay Deverakonda booked under SC/ST Act for derogatory remarks against tribals
Telugu actor Vijay Deverakonda has been booked under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act by the Raidurgam police for allegedly making derogatory remarks against tribal communities during a public event. The case was booked following a complaint filed by Nenavath Ashok Kumar Naik, State President of the Joint Action Committee of Tribal Communities, citing the comments made by the actor on April 26, 2025, during the pre-release event of the film Retro. According to the First Information Report (FIR), seen by The Hindu, the actor allegedly referred to tribal people as lacking intelligence and common sense and likened them to Pakistani terrorists. 'He insulted their tribal community by saying that they had beaten them 500 years ago without any intelligence and minimum common sense. Moreover, he made comments comparing them to Pakistani terrorists,' the complainant said. Attaching the YouTube link in the written complaint, Mr. Naik stated that these comments were not only offensive but deeply insulting to the dignity and self-respect of the tribal community. He said that the content was shared across multiple media channels, including YouTube via Sithara Entertainment's channel, drawing widespread criticism. Investigation is under way.
