Zimbabwe Government Delivers on Commitment: Compensation of Former Farm Owners Under the Global Compensation Deed Commences

US$20 million towards compensation of investors protected by Bilateral Investment Promotion and Protection Agreement whose farms were affected by the 2000 Land Reform programme
HARARE, ZIMBABWE – EQS Newswire – 10 April 2025 – Zimbabwe Government has started fulfilling its commitment to compensate Former Farm Owners (FFOs) claims under the Global Compensation Deed (GCD) signed in 2020. To date, 740 farms have been approved for compensation. In this regard, Government disbursed US$3.1 million for the first batch of 378 processed farms. This amount is 1 per cent of the total compensation claim value of US$311 million. Government has also issued Treasury bonds amounting to US$ 308 million for the first batch of farmers.
FFOs receive 1 per cent of their claim in cash, with the balance being paid through US$ denominated Treasury bonds with a 2 per cent coupon and maturities of 2 to 10 years. Government allocated US$10 million in the 2025 National Budget for the compensation of FFOs under the GCD.
Zimbabwe's Minister of Finance, Economic Development, and Investment Promotion, Hon. Prof. Mthuli Ncube, reaffirmed the Government's commitment to reforms aimed at clearing the country's arrears and resolving its debt burden, emphasizing that 'payments to FFOs will continue.'

Mr. Pascoe thanked His Excellency, President Dr. E.D Mnangagwa for upholding the commitment to compensate FFOs for improvements on farms acquired under the Fast Track Land Reform Programme more than 20 years ago. He believes this move '
will attract and strengthen the local, regional and international goodwill that will be vital for the success of the country's current Arrears Clearance and Debt Resolution Process.'
UNDP Resident Representative Dr. Ayodele Odusola welcomed the progress made under the GCD framework and expressed commitment 'to
supporting a transparent, inclusive, and sustainable process that contributes to economic recovery and re-engagement
.'
Ambassador of Switzerland to Zimbabwe, H.E. Stéphane Rey said; 'These initial payments are a step in the right direction and hopefully more farmers will come forward to seek compensation based on this development.'
This compensation marks another historic milestone. In February 2025, Government disbursed US$20 million towards compensation of investors protected by Bilateral Investment Promotion and Protection Agreement whose farms were affected by the 2000 Land Reform programme. Both milestones are key as Zimbabwe seeks to clear its arrears, restore debt sustainability, and unlock new concessional external financing to achieve its development goals. Zimbabwe further calls for support from partners to complement its efforts.

US-Based Monitor Assesses Rising Iranian Deaths From Israeli Strikes
Human Rights Activists in Iran (HRAI), a US-based organization that's critical of Iran's Islamic government, said on Thursday that since Israel began its attacks on June 13, at least 639 Iranians have been killed and 1,329 have been wounded. The Iranian government hasn't released official numbers since Sunday, when it said 224 people had been killed and claimed 90% were civilians. According to the HRAI's new agency, HRANA , at least 263 civilians and 154 military personnel have been killed, and 222 deaths remain unclassified. The HRANA said that Israeli attacks have struck targets across 21 out of 31 of Iran's provinces. It said that it recorded a series of Israeli attacks on civilian areas and infrastructure on Wednesday, including scientific research centers, nuclear facilities, airports, and fuel storage facilities. Other civilian targets Israel has hit in recent days include Iran's national TV broadcaster and a hospital, and at least three Red Crescent workers were killed during rescue operations. Israeli missiles have also struck residential buildings, attacks that have killed many women and children. The HRANA also recorded attacks on multiple military targets, including a missile ammunition depot, an Islamic Revolutionary Guard Corps (IRGC) barracks, a university affiliated with the IRGC, a police station, and other military installations. When Israel launched its first wave of airstrikes, it took out multiple senior military officials, including the commander of the IRGC and the chief of staff of the Iranian Armed Forces. According to the latest reports, Iranian retaliatory attacks on Israel have killed at least 24 people and have wounded hundreds. An Iranian missile struck a hospital in southern Israel on Thursday, wounding dozens.

US steps up sanctions as Mideast attacks flare
AFP | Washington The United States issued new Iran-related sanctions yesterday, taking aim at the procurement of machinery for the country's defense industry at a time when war is flaring in the Middle East. The US Treasury Department said it was targeting an individual and eight entities over their roles in the sourcing and transshipment of 'sensitive machinery for Iran's defence industry.' 'The United States remains resolved to disrupt any effort by Iran to procure the sensitive, dual-use technology, components, and machinery that underpin the regime's ballistic missile, unmanned aerial vehicle, and asymmetric weapons programs,' said Treasury Secretary Scott Bessent in a statement. He added that Treasury would continue to target Iran's ability to make and proliferate such weapons, 'which threaten regional stability and global security.' The action comes as conflict is heating up in the Middle East. Iran has been firing daily missile salvos at Israel for the past week, since a wide-ranging Israeli attack on the Islamic Republic's nuclear installations and military bases triggered war. The Treasury's latest targets included Iranian firm Towse Sanaye Nim Resanaye Tarashe and Hong Kong-based Unico Shipping Co, whose vessel was carrying machinery for a designated company. In a separate statement, the Treasury Department said it imposed sanctions directed at Yemen's Iran-backed Huthi rebels as well -- on four individuals, 12 entities and two vessels that imported oil and other illicit goods in support of the group. 'The Houthis rely on a series of front companies and trusted facilitators to clandestinely generate revenue, procure weapons components, and advance their reign of terror in partnership with the Iranian regime,' said US Deputy Treasury Secretary Michael Faulkender. He said the latest move was the department's 'most significant to date against the group.' US Intel: Iran Likely To Pursue Nukes If US Joins Israel's War
Reiterating a long-running US intelligence community consensus that Iran has not been building a nuclear bomb, US intelligence officials are warning that an American entry into Israel's war would likely incentivize Iran to pursue becoming a nuclear-weapon state after all. Meanwhile, insiders say President Trump is wary of turning Iran into 'another Libya' if Israel's regime-change ambitions are somehow realized. In other major developments: President Trump on Thursday issued a statement seemingly granting more time for a diplomatic solution: 'Considering there's a significant likelihood of negotiations that may or may not happen with Iran soon, I will determine whether or not to engage in the next two weeks.' The Pentagon's Defense Threat Reduction Agency has advised top officials that America's formidable 30,000-pound bunker-buster bombs may be insufficient to destroy Iran's nuclear enrichment facility buried in a mountain at Fordo — and that doing so may require a nuclear bomb. The analysts say that, contrary to Israeli claims, it would take between several months and a year to have a missile-ready warhead after a hypothetical decision to pursue one. In 2015, Iran signed the Joint Comprehensive Plan of Action (JCPOA), by which it agreed to physical modifications, additional monitoring and other provisions that would assure outsiders that the country would be incapable of enriching uranium to a weapons-grade level. Though Iran was in full compliance, President Trump withdrew the United States from the JCPOA in 2018 and reimposed harsh economic sanctions on the country — having promised to do so in a 2016 presidential campaign fueled by $45 million from Israel-focused billionaires Sheldon and Miriam Adelson. His JCPOA withdrawal came just a month after Trump appointed archetypal Iran hawk and neocon John Bolton as National Security Advisor. After several days of the feeling that US engagement in Israel's war could be imminent, Trump's setting of a two-week timeframe for making that enormously consequential decision partially reflects his wariness that Iran could turn into a failed state if the Ayatollah's regime is toppled, according to administration officials who talked to the New York Post . One of the insiders said '[He] doesn't want it to turn into Libya…There are two reasons Trump talks about Libya: the first is the chaos after what we did to Gaddafi. The second is the Libya intervention made it more difficult to negotiate deals with countries like North Korea and Iran.'
