KUWAIT CITY, June 10: Assistant Director of the Traffic Awareness Unit at the General Traffic Department in the Interior Ministry Lieutenant Colonel Abdullah Bu Hassan confirmed a 75 percent decrease in mobile phone use and seatbelt use violations in May 2025 compared to May 2024; while the number of fatalities during the same period decreased by 55 percent and the number of speeding and red light violations decreased by 83 percent. In a televised interview, Bu Hassan stressed that the goal of the amended Traffic Law is to protect the lives of road users, indicating that a decrease in traffic violations means a decrease in accidents. He pointed out that adhering to the Traffic Law and not being distracted by using a mobile phone while driving contributes significantly to a decrease in traffic accidents, as the causes of accidents include mobile phone use while driving, running a red light, and speeding.
On drinking water or smoking while driving, Bu Hassan clarified, 'There is no traffic violation for drinking water or smoking while driving unless it distracts the driver from the road.' He pointed out that drinking water, for example, does not result in a traffic violation as long as the driver is attentive while driving.
However, if the driver is distracted from the road, fails to pay attention, and puts his life and the lives of others in danger, this falls under the scope of the traffic violation, he added. 'For example, if a cigarette falls inside the vehicle while driving, this will cause confusion for the driver and lead to distraction from the road, which will impact his driving and lead to inattention; thereby, putting his life and the lives of others in danger,' he elaborated. On driving at a higher or lower speed than the specified limit, he said 'drivers must adhere to the specified speed limit -- whether the maximum or minimum.
If traffic is flowing smoothly and the driver is traveling below the specified speed limit, a ticket will be issued to him for failure to adhere to the speed limit, which results in obstructing traffic.
For instance, if the speed limit is between 80 and 120 kilometers per hour and the driver is driving at 60 kilometers per hour, a ticket will be issued to him. Nevertheless, if the road is congested, a ticket will not be issued, because he is compelled to do so.' He urged drivers to ensure the safety of their vehicles, especially during summer, to avoid sudden breakdowns that could lead to traffic accidents. He stated that in the event of a vehicle breakdown, drivers should stop on the emergency lane, turn on the flasher, and take the necessary steps to remove the vehicle as quickly as possible.

Stolen Vehicle Found in Hawally; KD 1,200 Spent on Drugs

KUWAIT CITY, June 14: The General Traffic Department in Hawally successfully closed a vehicle theft case after arresting the suspect and recovering the stolen car. The incident began on May 2, when a Kuwaiti citizen, born in 1970, reported that his 2018 bronze color saloon vehicle had been stolen from the Maidan Hawally area. He also mentioned the car contained KD 1,200 but did not initially accuse anyone. The case was handed over to the Investigations Department, which circulated details of the vehicle. A traffic patrol later located the stolen car with the suspect inside. Upon arrest, the individual confessed to stealing the vehicle and admitted that he had spent the KD 1,200 on drug use. Further investigation revealed that the accused had a criminal history related to both theft and drug-related offenses. The case file, along with the suspect's confession and background, has been referred to the Public Prosecution for further legal proceedings.

Austria falls silent for minute as questions remain about motive for deadly school shooting

GRAZ, Austria, June 11, (AP): Austria fell silent for a minute on Wednesday in memory of the 10 people killed in a school shooting in Graz, which ended with the gunman taking his own life. The man's motive remained unclear. Austria has declared three days of national mourning following what appears to be the deadliest attack in its post-World War II history. At 10 am on Wednesday, marking the moment a day earlier when police were alerted to shots at the school, the country stopped for a minute of silence. Hundreds of people lined the central square in Graz, Austria's second-biggest city. Some laid more candles and flowers in front of the city hall, adding to a growing memorial to the victims. The first candles were laid on Tuesday evening as a crowd gathered on the square, some people hugging each other as they tried to come to terms with the tragedy. In the capital, Vienna, the local transport authority had trams, subway trains and buses stop for a minute. Police said they found a farewell letter and a non-functional pipe bomb when they searched the home of the assailant. The 21-year-old Austrian man lived near Graz and was a former student at the BORG Dreierschützengasse high school who hadn't completed his studies. Police have said that he used two weapons, a shotgun and a handgun, which he appeared to have owned legally. Police didn't elaborate on investigators' findings in a brief post on social network X. But a senior official who acknowledged that the letter had been found on Tuesday night said it hadn't allowed them to draw conclusions. "A farewell letter in analog and digital form was found,' Franz Ruf, the public security director at Austria's Interior Ministry, told ORF public television. "He says goodbye to his parents. But no motive can be inferred from the farewell letter, and that is a matter for further investigations.' Asked whether the assailant had attacked victims randomly or targeted them specifically, Ruf said that is also under investigation and he didn't want to speculate.
