Railway ministry wants train crew to avoid running-room gossips for safe operations

The Railway Ministry wants train crew to be counselled for taking adequate rest and avoiding unnecessary debates in running rooms, among other measures, to prevent cases of red-signal jump.
The Ministry, in a letter dated May 30 and addressed to the general managers of all the zones, expressed serious concern over the persistent cases of red-signal jump by the train crew, urging the respective department heads to counsel them on various issues regarding safety and learning.
"Take adequate rest at headquarters and running rooms; avoid unnecessary debates in running rooms. Ensure proper road learning as per instructions for the booked route. Keep mobile phones in the bag in switched off condition during run" are some of the reference instructions that the ministry wants the train crew to be counselled about.
In its letter, the Ministry has said during the previous year (2024-25), 33 SPAD (Signal Passing At Danger or red signal jump) incidents were reported on the Safety Information Management System (SIMS).
"Despite ongoing preventive efforts, six SPAD cases have been reported this year, indicating the need for rigorous counselling of crew and necessary monitoring and corrective actions by officers and supervisors," it has said.
Sources from various rail divisions said the number of SPAD cases is much higher than what is being reported in the system. "If six cases have so far been reported in the SIMS, the actual number could be much higher as many officers do not report all SPAD cases," a source said.
The letter has summarised about 23 instructions for the counselling of the running staff and 20 for officers and supervisors for reference.
Some of the instructions, besides those mentioned above, said the crew should be counselled about not obtaining operational instructions from the station staff through walkie-talkie and reducing speed gradually when approaching restrictive signal aspects.
Regarding the instructions for officers and supervisors, the letter said they should educate all the running staff on the safety rules, regularly issue updated signal location booklets to all crew members, counsel the loco pilots (LPs) and assistant loco pilots (ALPs) on working in automatic-signalling systems, ensure adequate facilities in running rooms to promote quality rest for the running staff and conduct surprise inspections to verify the conditions.
"Organise safety seminars for family members to promote awareness about the importance of proper rest. Analyse CUG call logs regularly through CMS and take disciplinary action in case of violations. Officers/LIs (loco inspectors) on footplate duty (travelling inside a locomotive) should observe silently and minimise interaction. Counselling must be done in lobbies," it added.

DEHRADUN: The Uttarakhand government has received crucial investigation report revealing widespread irregularities in a centrally sponsored scholarship scheme for students from minority communities. The reported submitted by the district administration, has flagged serious discrepancies in 17 out of 92 educational institutions under scrutiny. Following the findings, the state government is preparing to file First Information Reports (FIRs) against those involved. Officials confirmed that action would be taken to ensure accountability and recover misappropriated funds. The probe was initiated by the Union Ministry of Minority Affairs after receiving multiple complaints and conducting an analysis of the National Scholarship Portal, which flagged several institutions and schools as suspicious. Subsequently, the Uttarakhand government ordered a comprehensive investigation across 92 institutions and schools within the state. District Magistrates were directed to form inquiry committees led by Sub-Divisional Magistrates (SDMs). The government had recently issued reminders to ensure timely submission of reports. 'The report reveals prima facie irregularities in scholarship disbursement across 17 institutions of the 92 that were examined,' a government spokesperson said. These include instances where scholarships were awarded to students who were not enrolled in the listed institutions. The irregularities involve 1,058 students and an estimated financial fraud of around Rs 91 lakh. Departmental sources said Haridwar district accounted for the highest number of implicated institutions (7), followed by Udham Singh Nagar (6), and Nainital and Rudraprayag with two each. Dhiraj Garbyal, Secretary of the Minority Welfare Department, confirmed that the report had been received and has been forwarded to the Ministry. 'FIRs and other necessary steps will be taken to ensure accountability,' he said.

NIA team arrives in Mangaluru to probe into Suhas Shetty murder

A team of the National Investigation Agency (NIA) has arrived in Mangaluru to probe into the murder of Suhas Shetty, a Hindutva activist and an accused in two murder cases. Suhas Shetty was murdered at Bajpe, on the outskirts of Mangaluru, on May 1. Police have so far arrested a total of 12 persons in connection with the murder. Police Commissioner C.H. Sudheer Kumar Reddy said that the Investigating Officer will hand over the case to NIA. 'The process of handing over the case has begun,' Mr. Reddy said. The Union Home Ministry handed over the investigation into the murder to the NIA on June 7 considering the 'the gravity of the offence, its national ramifications as well as the need to unearth the larger conspiracy'. It said: 'The Central government has received information regarding registration of FIR no. 0080/2025 dated 01.05.2025 by the Karnataka police at Bajpe police station in, District - North Sub-Division, Mangaluru city, Karnataka, under sections 189(4), 191(2), 191(3), 126(2), 109, 118(1), 103(1), 61(1), 62, 351(2), 351(3), 190 of the BNS, 2023, and sections 3(1), 25 of the Arms Act, 1959, pertaining to attack on one Suhas Shetty on 01.05.2025 while he was travelling in a car along with a few others, by one Safwan with eight other persons, and the attack resulted in critical injuries to Suhas Shetty and others, and he subsequently succumbed to them in a hospital.' In this case, the Ministry said, sections 10 read with 41, 13, 15, 17, 18, and 20 of the Unlawful Activities (Prevention) Act, 1967, dealing with unlawful associations and terrorist activities, were attracted. The case relates to the targeted killing of an individual in public view with the intention to create terror in the minds of people, and the accused persons involved in the case were allegedly members of the Popular Front of India (PFI), an unlawful association. In view of the circumstances mentioned, the Central government was of the opinion that a scheduled offence under the National Investigation Agency Act, 2008, had been committed in the instant case and having regard to the gravity of the offence, its national ramifications as well as the need to unearth the larger conspiracy, it was required to be investigated by the NIA. The Ministry directed the NIA to take up the investigation into the case in exercise of the powers conferred under sub-section (5) of section 6 read with section 8 of the NIA Act.

Newark airport videos: Delhi formally takes up matter with US Embassy

The Ministry of External Affairs has formally raised the matter with the US Embassy in New Delhi in the wake of social media videos purportedly showing an Indian national being handcuffed and pinned to the ground at the Newark airport. The Indian Consulate in New York has also been in touch with the US authorities to ascertain the details of the incident, as per sources. Posted on X by Indian-American entrepreneur Kunal Jain, the videos and photographs showed an unidentified young man being restrained by officers from the Port Authority Police Department (PAPD), the agency responsible for law enforcement across major transport hubs in New York and New Jersey Sunday night. Jain had tagged the Indian Embassy in Washington DC and External Affairs Minister S Jaishankar in his series of posts. During a call from The Indian Express to Port Authority Police Department at Newark International Airport, an officer said that 'the PAPD doesn't get involved in deportations'. 'The Ministry has formally raised the matter with the US Embassy in New Delhi. Our Embassy in Washington DC and the Indian Consulate in New York have also been in touch with the US authorities to ascertain the details,' sources in the Ministry said. 'We have so far have not received any details about the incident or the circumstances under which he was restrained, the flight he had to board or boarded and his final destination,' sources said, adding that the ministry will continue to follow up on the matter. There is still no information if the person has left Newark or has arrived in India, as per those aware of the matter.
