State NH wing's role in Centre's projects comes under lens

Thiruvananthapuram: With freshly laid stretches of NH 66 showing signs of structural damage at multiple locations even before the arrival of the monsoon, attention has turned to the state's National Highways wing under the public works department (PWD), which maintains a sizeable administrative setup for highway oversight.

According to budget documents, the state govt has earmarked Rs 39.32cr for 2025-26 towards salaries and expenses of 447 officials working in the state's NH wing. This includes a chief engineer, two superintending engineers, executive engineers, assistant engineers, and other staff, as per details published on the PWD's official website.
While the actual construction of NH 66 is being carried out by the National Highways Authority of India (NHAI) under the Centre's Bharatmala Pariyojana, the PWD's NH wing is described in official sources as responsible for the planning, project preparation, construction, and maintenance of NHs entrusted to it by the ministry of road transport and highways (MoRTH).
Of the 1,781.5km of NHs in Kerala, 1,233.5km, including key NH 66 segments, are under NHAI. The remaining 548km continue to be maintained by the state PWD. However, the role of the state NH wing in overseeing centrally executed works remains unclear.
PWD minister P A Mohamed Riyas stated that the state is actively engaged in NH development, with regular field inspections by the PWD and coordination led by the chief minister himself.
The remarks, made before the NH 66 damage became evident, suggested that the state plays a visible and participatory role in the execution and monitoring of NH projects even those led by central agencies.
Now, in the wake of the NH 66 embankment collapse, those comments have prompted further scrutiny. If the state was indeed monitoring progress, questions are being raised about whether any deficiencies were noticed and flagged.

Conversely, if the state had no formal oversight mandate in such projects, clarity is needed on the scope and limitations of its role.
A former senior official who previously served with the PWD, speaking on condition of anonymity, said, "With all NHs being developed under BOT-annuity and hybrid-annuity models by NHAI, the Kerala PWD's NH wing has effectively become a redundant structure drawing nearly Rs 40cr annually in salaries without any real authority or technical responsibility.
A serious reform would begin by phasing out or repurposing this administrative relic.

No official statement has yet clarified whether the NH wing is completely excluded from supervising centrally executed NH works or whether it shares joint responsibility. The issue is further complicated by recurring public grievances and early signs of deterioration on major NH 66 segments.

Union Home Minister Amit Shah on Sunday reiterated the government's resolve to eradicate Maoism by March 31 next year and announced that the rebels will not get a breather even during monsoon. Speaking at the foundation stone laying ceremony of National Forensic Science University (NFSU) and Central Forensic Science Laboratory's Raipur campus, HM Shah said, 'Unlike pervious years, when the anti-Maoist operations used to get slowed down during monsoon, I want to assure the people that we will not let the rebels sleep even during rains.' The Home Minister also hailed Chief Minister Vishnu Deo Sai and his deputy Vijay Sharma for sharpening the operations against Maoism in the state. 'They have encouraged police forces, and I congratulate the two on behalf of the Central government,' he said. HM Shah also appealed to the Maoists to surrender and join the mainstream by availing the state government's rehabilitation package. 'I assure all those rebels who have surrendered that the Centre and State government will fulfil their commitment to them,' he said. Earlier, he called upon Chhattisgarh youth to become adventurous in setting up enterprises and start-ups for bringing about a new wave of investment in the state. He highlighted the launch of 'Mind-to-Market' i-Hub incubation set-up in the state, claiming that it would hold the hands of startup launchers and nurture youth to become MSME owners. Crediting the creation of Chhattisgarh to former PM Atal Bihari Vajpayee, HM Shah praised Prime Minister Narendra Modi for shaping the modern-day state. Addressing the inauguration event, the Home Minister said that Sunday marked a significant day as three key projects impacting the criminal justice system of the state were being launched. 'The foundation stone of NFSU and CFSL is being laid, along with the launch of the transit campus of the University in which 180 students will start their education in courses like and in cyber and forensic science, among others,' he said. 'I want the youth to trust PM Modi and understand that their degree from NFSU will be a guarantee for their job,' he said. The NFSU campus is proposed to be built at a cost of Rs 145 crore by the Centre, while the CFSL will be built at a cost of Rs 123 crore. HM Shah said PM Modi's vision for Viksit Bharat 2047 cannot be achieved without timely delivery of justice and the three new criminal laws -- Bharatiya Nagarik Suraksha Sanhita, 2023, Bharatiya Nyaya Sanhita, 2023, and Bharatiya Sakshya Adhiniyam, 2023, effective July 1, 2024 -- are a step in that direction. The setting up of a forensic university and lab is a step in the direction of timely justice and establishing an evidence-based criminal justice system in which verdict is delivered within three years, he said.

In contrast, Kalanithi's younger brother, Dayanidhi Maran, has total assets worth Rs 11.67 crore, in addition to a bank balance of Rs 2 crore, and gold worth Rs 50 lakh, according to mandatory declarations he made ahead of the 2023 state polls. Further, Dayanidhi has invested Rs 60 lakh is shares of a few companies, and has Rs 2 lakh in PF account and an L&T policy of Rs 6 lakh. According to details, the DMK leader has movable assets worth Rs 3.65 crore and a 3,000 square feet land in terms of immovable property.

On Monday, the Home Minister is expected to visit Narayanpur district, where he will interact with BSF (Border Security Force) personnel and villagers in the remote Abujhmad region. HM Shah is set to visit Irkbhatti, a remote region in Chhattisgarh's Narayanpur district, on Monday, where he is expected to spend nearly three hours engaging with local communities and security personnel. During his visit, the Home Minister will hold direct interactions with members of the Abujhmariya tribal community to gain first-hand insights into the implementation of the state's flagship welfare initiative, the 'Niyad Nella Narayan Yojana.' He will also distribute educational materials to local children as part of the government's outreach to underserved populations in insurgency-affected areas. In a gesture of appreciation, the Home Minister will meet with the security personnel involved in the operation that led to the neutralisation of Naxal commander Basavaraju. Since the BJP government took office in Chhattisgarh, over 427 Maoists have been killed in joint operations, with authorities stressing that development and modern policing go hand in hand.
