Oman deploys AI to drive Vision 2040 goals

The Ministry of Transport, Communications and Information Technology (MoTCIT), in collaboration with the Ministry of Economy, has launched a portfolio of artificial intelligence (AI) pilot projects across strategic sectors, as part of the 'AI Economics' initiative under Oman's National Programme for Artificial Intelligence and Advanced Digital Technologies.
According to the MTCIT's 2024 annual report, the initiative seeks to embed AI tools within priority sectors including healthcare, energy, investment, public administration, and tourism. The overarching aim is to accelerate economic diversification, build national digital capabilities, and align with the long-term objectives of Oman Vision 2040.
The newly introduced projects are designed to improve decision-making, service delivery, and operational efficiency across both public and private sectors. Each initiative reflects the government's strategic intent to position Oman as a regional leader in the digital economy.
One of the flagship initiatives is the National Center for Virtual Health, which leverages AI to provide remote specialised healthcare services. The project aims to expand access to medical care, particularly in remote areas, while reducing the overall burden on physical health infrastructure.
In the field of energy and natural resources, the Geological Data Analysis project applies AI to enhance the accuracy of identifying oil, gas, and mineral deposits, as well as locating potential sites for renewable energy development.
The government has also launched an Environmental Information Bank, which combines AI and blockchain technologies to create a secure and intelligent system for managing environmental data. This platform is expected to support more informed policymaking in areas such as climate change, conservation, and pollution control.
In the media sector, the Ain Media Platform has been introduced to improve the quality and personalisation of media services offered to users. The platform uses AI algorithms to streamline content delivery and tailor experiences based on user preferences.
Another key initiative is the Investment Data Dashboard, an interactive tool powered by AI that enables real-time analysis of investment flows and economic indicators. This dashboard is designed to support evidence-based policymaking and attract foreign direct investment by improving data transparency.
To support tourism and transport, the Smart Gates in Dhofar project has been rolled out to monitor vehicle movements, congestion levels, and tourist volumes, particularly during high season. The initiative is expected to enhance traffic management and facilitate more efficient planning for tourism services in the southern governorate.
Within the realm of public sector reform, the Smart Administration programme focuses on automating administrative procedures to improve efficiency and responsiveness in government services. The project aligns with national efforts to digitise service delivery and reduce bureaucratic delays.
The Training Workshop Management system is another AI-enabled platform designed to optimise content organisation and evaluate the effectiveness of capacity-building programmes. It will provide real-time feedback and analytics to improve training outcomes across government institutions.
To stimulate innovation and entrepreneurship, the government has introduced a Support Programme for Promising Omani Companies. Implemented in coordination with the Promising Omani Startups Programme, the initiative offers targeted financial and technical assistance to startups developing AI-based solutions.
Together, these projects reflect a coordinated national approach to harnessing the economic potential of AI and advanced digital technologies. By fostering innovation, enhancing institutional efficiency, and enabling smarter public services, the AI Economics initiative is poised to support Oman's transition toward a knowledge-based economy.
As implementation progresses, the integration of AI into economic planning and service delivery is expected to open new pathways for growth, investment, and competitiveness. These developments reinforce the Sultanate's ambition to lead digital transformation efforts across the region.

By OUR CORRESPONDENT Muscat – In an effort to enhance digital sovereignty and support technology localisation, Ministry of Transport, Communications and Information Technology (MTCIT) has invited expressions of interest (EOI) from local companies and investors to develop open-source office software. The ministry's Internal Investment Committee has called on Omani firms with expertise in software development to propose solutions for word processing, presentations and spreadsheets based on open-source platforms. The aim is to deploy these applications across government and institutional settings, meeting standard office software requirements. MTCIT said the government plans to sign a licensing agreement with the selected developer for a fixed term, as part of wider national efforts to build local technological capabilities and reduce reliance on foreign proprietary systems. Interested firms must submit a formal letter expressing their interest, along with a preliminary operational model of the proposed solution, company profile, commercial registration and valid business licence. A preliminary economic feasibility study and documents demonstrating experience and technical capability are also required. All submissions must be in PDF format and emailed to [email protected]. Submission deadline is July 20.

OIA posts RO1.6bn profit, ramps up local investment

Muscat – Oman Investment Authority (OIA) has reported strong financial results for 2024, announcing that its assets now exceed RO20bn, with annual profits reaching RO1.585bn. In line with its commitment to fiscal support, OIA injected RO800mn into the state budget last year. According to SWF Global, the authority is now ranked the world's eighth-best sovereign wealth fund in terms of five-year investment return rates. OIA continues to spread investment risks by diversifying geographically and across sectors. Its three portfolios – the National Development Fund (NDF), Future Generations Fund and Future Fund Oman – have exposure in more than 50 countries. Local investments accounted for the largest share at 61.3%, with North America next at 19.9%. The NDF, aligned with Oman Vision 2040, invested about RO1.9bn in local projects, exceeding its RO1.7bn target. Key projects include Duqm Refinery, Lasil and Al Baydha copper mines, Asyad Container Terminal, and Manah 1 and Manah 2 solar power plants. Internationally, the Future Generations Fund expanded its portfolio by investing in 13 global funds across technology, AI, energy, healthcare and fintech, besides backing Elon Musk's xAI initiative. Future Fund Oman, launched in January 2024, received 294 investment applications and approved 44 projects worth RO333.1mn. Major investments include the Sohar Poly Silicon plant – the largest outside China – and three new funds exceeding RO250mn in sectors like ICT, energy, agriculture, renewables, healthcare and electric vehicles. Efforts to attract foreign direct investment (FDI) brought in RO3.348bn in 2024, mainly in energy, tourism and mining. OIA also repaid RO1.846bn in debt for its companies, including early repayment of RO545mn for OQ Group loans, while government guarantees dropped from RO3.4bn to RO1.8bn. Its divestment programme exceeded set goals, with six asset exits, including the high-profile IPO of 25% of OQ Exploration & Production shares. Proceeds are being redirected to new diversification projects. OIA's local content and SME initiatives continue to expand. In 2024, it spent RO265.5mn with SMEs, including RO139mn for Riyada cardholders, making up nearly 20% of supply chain spend. It also launched a new mandatory list covering 311 local products and services and supported 38 SMEs with RO11mn. The authority created 1,393 new jobs for Omanis last year, raising the Omanisation rate to 77.7%. Abdulsalam bin Mohammed al Murshidi, President of OIA, said 2024 exceeded performance targets in job creation, local content and foreign investment, crediting the authority's achievements to the dedication of its national workforce.

The event was held under the auspices of Sayyid Saud bin Hilal al Busaidy, Governor of Muscat. The final round of the three-day initiative, held at Oman Convention and Exhibition Center, aims to enhance direct communication between Omani governorates and the parties entrusted with implementing Oman Vision 2040. It seeks to enlighten and empower the local community through meetings, visits and workshops to unify efforts for devising an integrated approach. The Governor of Muscat said that 'All Oman' initiative represents a real opportunity to convert the goals of Oman Vision 2040 into tangible reality through open dialogue and joint action aimed to accommodate local initiatives in all governorates of Oman, leveraging the competitive advantages of the governorates in terms of investment, economic potential, social and cultural factors that set them apart. For his part, Dr Khamis bin Saif al Jabri, Head of Oman Vision 2040 Implementation Follow-up Unit, underscored the efforts made to ensure the success of 'All Oman' initiative, which toured all governorates of the Sultanate of Oman. He also lauded the advanced level of cooperation shown by the local community and official institutions. Al Jabri pointed out that the initiative embodies the spirit of community partnership, focusing on empowering local communities and enhancing the role of governorates in development. The 'All Oman' Initiative was held under the auspices of Sayyid Saud bin Hilal al Busaidy, Governor of Muscat The initiative's activities included specialised, knowledge-transfer-oriented workshops aimed to build the capacity of the governorate's employees and target audience from various sectors, like planning, project management and the Vision's follow-up offices. In Muscat Governorate, 'All Oman' initiative included a youth meeting that showcased inspiring experiences and success stories of how young people overcame challenges and how they made tangible impacts in their respective fields through innovation. The youth meeting served as a platform for dialogue among young people and contributed to their role as active partners in implementing the objectives of Oman Vision 2040 by introducing development initiatives and projects and by engaging various segments of society. — ONA
