Military notes; Indo-Pak conflict: deterrence, pre-battle manoeuvres

We continue to discuss various aspects of the recent Indo-Pakistan military standoff.
Third, deterrence per se. More than a billion lives escaped Modi's madness in a closer than ever nuclear Armageddon. Besides the conventional side of warfare, the more dangerous 'nuclear parity' still overhangs South Asia perilously. With deterrence in 'conventional terms re-established', one hopes India under Modi would avoid another wasteful adventure of humiliation, and resume talks over the table, rather than in the skies and through brinkmanship.
The future India-Pakistan conflict scene will no longer be unilateral. It will be dictated and decided by Sino-Pak military alliance especially in collaboration with China's Western Theater Command. And this would augment deterrence for rational players on the Indian side, if any. Pakistan's Military, in South Asia's modern history, showcased the most integrated defensive strategy and real-time coordination.
And just to reiterate, in military literature, a weaker side is supposed to have won an asymmetrical contest, if it denies outright victory or the attainment of war's aims and objectives to the stronger side, which Pakistan did to a larger India.
So perceptually speaking, deterrence in the Indo-Pakistan context would, henceforth, be defined by the conventional military capabilities plus nuclear arms, and the fragility of psychological threshold on both sides, as discussed in my piece, 'India, Pakistan — redefining deterrence', printed in this space on May 22, 2025. And in Pakistan's context, deterrence would remain to be fortified by the Sino-Pakistani alliance, and the resolve of Pakistan's civil and military leadership, through Islamabad's 'quid-pro-quo Plus' strategy, to never let India prevail.
So, peace, the perusal of which now squarely lies with a mellowed but bellicose India that still pursues its intended water wars, would remain elusive if we do not recognise each other's capabilities, and do not engage each other with dignity, mutual respect and patience, and not with ignorance or arrogance.
Fourth. The Exterior Manoeuvre. Without going into the nuts and bolts of the diplomatic war, the Indian efforts to paint Pakistan into endemically bad light and as a state sponsor of terrorism, had very few takers, regionally and internationally. Indian diplomatic overtures focused on painting itself taller by telling the world its military response was calculated and non-escalatory and that this 'new India' would respond muscularly to the so-called terrorist attacks, without wanting a wider war with Pakistan and its people. Essentially contradictory iterations.
No country condemned Pakistan for the 'alleged' terrorism; none appreciated India's 'carefully calibrated' military response. The world, contrarily, was preoccupied with the IAF's French Rafael jets being shot down by PAF's Chinese J-10C fighters using PL-15 E air-to-air missiles.
Even the US after some initial ambivalence from VP Vance had to forcefully intervene to affect a ceasefire, without giving India the blank cheque of unilateralism and brinkmanship. Russia, India's traditional friend, withheld the 'expected' diplomatic support for India. And Türkiye, Azerbaijan, Iran, Saudi Arabia, the UAE, Qatar and the entire OIC, the UN all called for restraint and then ceasefire.
Major capitals responded with studied neutrality despite India sending seven diplomatic delegations to 32 countries. Beijing's signalling and posturing in support of Pakistan were overtly clear. Washington's ceasefire appeal re-hyphenated the two nuclear neighbours, to India's great chagrin. New Delhi even refused to acknowledge any US role, for which Trump had publicly taken credit.
The paradox of Indian 'Exterior Manoeuvre' was laid bare, as to why was it accepting a ceasefire, irrespective of whether it was reached bilaterally (as India claimed) or under US interlocution (as Trump tweeted), if it had an upper hand militarily.
During the conduct of operations, fiasco after fiasco derided New Delhi's aspirations and outsized ego. From denial to acknowledging downing of planes including Rafaeles, to persistent lies on the state and social media, greatly diminished India's shine, sheen and diplomatic weight. New Delhi's comical effort to influence the World Bank under its Indian-origin president, Mr Ajay Banga, from sanctioning loan to Islamabad failed spectacularly.
The extent of India's hostility towards Pakistan permeated not only its body politics, but also its cultural elite (read Bollywood), its state behaviour; and resulted in a compulsive obsession with Pakistan, whom India's intellectual wizards proudly claim to have pushed into irrelevant ignominy. This paradox - Pakistan's irrelevance and Islamabad being an uncomfortable reality - remains unresolved and has been damaging India's 'perceived' important power aspiration and status, without pundits realising it.
Fifth, The Inner Front. India whipped up its jingoist anti-Pakistan narrative in order to jell its inner front, silencing opposition, muzzling rationality and suppressing truth in the process. And it failed. The Modi Government had to launch Operation "Tiranga Yatra (tricolour journey)" for intense domestic messaging, to manipulate outcomes during Operation Sindoor. From annihilating Pakistan to dominating South Asia as the new hegemon, its efforts, however, could not convince most of its 200 million Muslims, who constitute 10.9 per cent of its population, is the world's 3rd largest Muslim population, and the largest Muslim-minority globally.
Its illegally occupied Kashmir, the expected battle zone, simmers with hate, discontent and a resurgent anti-India sentiment, making operations and rear-area security a nightmare for the Indian Military. Assam, Christian Mizoram, Nagaland, the Naxalite insurgency in the 'Red Corridor', Khalistan Movement in Punjab and abroad, and other insurgencies drive wedges in the India Union.
Even the Brahman-dominated decision-making elite had and have reservations on the direction secular India has taken under Hindutva-laced Modi Sarkar. Indian security sector and armed forces saw removals, arrests and demotions during the stand-off; and its population is still experiencing arrests for supporting Pakistan, as per press reports.
By comparison, Pakistan's inner front jelled like it always does in a crisis with India. RAW-financed terrorism in KP and Balochistan, and the expected political uprising by some political forces against the armed forces, in hilarious formulation of Indian intelligence, failed and failed miserably. Pakistan's national will, determination, resolve and motivation across the political spectrum and across the nation was tougher and firm.
Pakistan's 'relative' demographic homogeneity compared to India's heterogeneity is always an asset and a force-multiplier. Such demographic truism also permeates Pakistan's armed forces, making it a formidable fighting machine.

PTI expresses strong solidarity with Iran
ISLAMABAD: The opposition Pakistan Tehreek-e-Insaf (PTI) on Friday expressed strong solidarity with Iran, declaring that the people of Pakistan stand firmly with their Iranian brethren amid ongoing hostilities between Iran and Israel. A PTI delegation, led by the Opposition Leader in National Assembly Omar Ayub, comprising senior party leaders, visited the Iranian Embassy to convey support on behalf of the Pakistani nation. The delegation met with Iran's Ambassador to Pakistan Dr Reza Amiri Moghadam. The visit was undertaken on the instructions of PTI's incarcerated patron-in-chief and ex-prime minister Imran Khan. A message from Khan was formally delivered to the Iranian envoy during the meeting. During his meeting with the Iranian envoy, Ayub condemned the Israeli aggression, calling recent actions by Tel Aviv violations of international law. 'We stand firmly with the Iranian government and its people,' he said. 'From Gaza to Tehran, the cries of the oppressed are shaking the conscience of the world.' He urged the international community to recognise Iran's right to self-defence and called on the Muslim world to move beyond symbolic gestures and adopt practical steps. 'Israel has become a threat to global peace,' he added, reiterating PTI's support for Iran. The acting PTI chairman Barrister Gohar Ali Khan who was also part of the delegation, said that 'we extended condolences over the recent losses in Iran and assured the ambassador that the people, opposition, and government of Pakistan stand united with Iran during this challenging time.' Separately, talking to journalists outside Parliament House, Khan reaffirmed that any efforts regarding Imran Khan's release would be pursued solely through constitutional and legal means. 'There will be no deal,' Khan asserted, dismissing speculation of backdoor negotiations. 'Imran Khan has always maintained that he will not seek or accept any deal.' He also emphasised that PTI had never sought assistance from any foreign government. 'We are not relying on the new US administration or any foreign intervention,' he said. PTI's propaganda cell echoes Indian media's narrative: Azma
LAHORE: Punjab Information Minister Azma Bokhari has said that the narrative propagated by Indian media is being replicated and amplified by a specific propaganda cell affiliated with PTI, which is an extremely dangerous trend against national interest. Speaking to the media at the Punjab Assembly, she said that spreading any news on social media without verification falls under the category of propaganda. 'Such behaviour is not only misleading but also harmful to national security,' she emphasised. Azma Bokhari further remarked that certain individuals spread sensational content on social media but neither apologise nor properly retract their posts, by which time the misinformation has already reached innocent and unsuspecting citizens. She stressed the need for firm legal and administrative action against such elements to ensure that no one in the future can engage in such anti-national campaigns with impunity. She added that the dissemination of false and fabricated information on social media is an attempt to create mistrust between state institutions and the public—something that will not be tolerated under any circumstances. June 21 marks the birth anniversary of Shaheed Mohtarma Benazir Bhutto (Shaheed Bibi). She was born on June 21, 1953, in Karachi. On that day, her father, Shaheed Zulfikar Ali Bhutto, her mother, Begum Nusrat Bhutto, and the entire Bhutto family celebrated the immense joy that her birth brought them. Shaheed Bhutto described this moment in detail in a letter he wrote to Shaheed Bibi on her 25th birthday, June 21, 1978, while on death row in Rawalpindi Jail. This letter was later published in book form under the title My Most Beloved Daughter. In this letter, Shaheed Bhutto wrote that Shaheed Bibi was a deeply compassionate and sensitive child, so much so that she once cried the whole day and refused to eat after a pigeon died. To this same daughter, on her birthday, he gifted her 'the hand of the people,' saying he had nothing else to give from his death cell. This remarkably kind-hearted Shaheed Bibi went on to confront some of the most ruthless and heartless colonial forces in the world to uphold that gift. She ultimately sacrificed her life for Pakistan and its people at the age of just 54. Shaheed Bibi once wrote that during her final meeting with her father, a day before his execution, she promised him that she would carry forward his mission. After making this solemn vow to Shaheed Baba, she dedicated the next 30 years of her life to fulfilling it, enduring immense hardships and suffering until her martyrdom. What was Shaheed Bhutto's mission? Shaheed Bibi carried it forward as a well-defined programme. His mission was to empower the people by giving them the right to make all decisions through democracy and to make the defence of the state of Pakistan impregnable. Shaheed Bhutto firmly believed that no democratic or political system can thrive in a militarily weak state. This was the essence of Shaheed Bhutto's philosophy. In light of recent Indian aggression against Pakistan and Israeli aggression against Iran, the importance of this philosophy is becoming increasingly clear. Democracy and the struggle for a strong, stable state must go hand in hand. The way Shaheed Mohtarma Benazir Bhutto advanced this mission is truly unparalleled. The era of Shaheed Mohtarma Benazir Bhutto was marked by immense challenges, not only for the democratic forces of Pakistan but also for the security and sovereignty of the nation. Shaheed Bibi not only revived democracy by leading a peaceful yet determined struggle against two military dictators, but she also took extraordinary steps to strengthen Pakistan's defence. Today, on her birth anniversary, it is the most fitting moment to acknowledge and honour the exceptional contributions Shaheed Bibi made toward making Pakistan's defence impregnable. It is widely recognised that Shaheed Zulfikar Ali Bhutto was the political architect of Pakistan's nuclear programme, while Shaheed Mohtarma Benazir Bhutto played the key role as the political architect of Pakistan's modern missile programme. She not only safeguarded her father's nuclear legacy but actively advanced it. In 1974, when India conducted its first nuclear test, Shaheed Zulfikar Ali Bhutto finalised Pakistan's nuclear programme. Similarly, in 1988, after India tested its Prithvi missile, Shaheed Mohtarma Benazir Bhutto took decisive steps to make Pakistan's nuclear deterrent operational and viable. Just as Shaheed Bhutto used his diplomatic channels to acquire nuclear technology from France and other countries, Shaheed Bibi skilfully engaged with North Korea and China to obtain missile technology. In 1989, as Prime Minister, she established the Missile Technology Board, obtained blueprints from North Korea, and signed multiple defence agreements. It was during her tenure that Pakistan's Hatf missile programme was launched and tested successfully. Moreover, the defence agreements that she signed with China gave Pakistan a strategic edge over India in military technology, an advantage that endures to this day. When India exhibited aggression, Pakistan, under her guidance and legacy, responded in kind, leaving a mark India would not forget. The most meaningful way to pay tribute to Shaheed Mohtarma Benazir Bhutto on her birth anniversary is to recognise and salute her unparalleled efforts in fortifying the defence of Pakistan. The Pakistan People's Party is the only political party in the country whose leadership has sacrificed their lives not only for the cause of democracy but also for the security and sovereignty of the state of Pakistan. During her exile, in a conversation with journalists in Washington in March 2005, Shaheed Mohtarma Benazir Bhutto said: 'My father laid the foundation of Pakistan's nuclear programme. I brought missile technology from North Korea. I signed defence agreements with China. I am told that I am the only one who can secure modern weapons for Pakistan from other countries, I am the one who can bring F-16s from the United States and Mirage jets from France. But what have they done to us? The whole world knows. Still, despite all the hardships, we will not give up our struggle to restore democracy in Pakistan, nor will we abandon our mission to strengthen its security and defence. We live and die for Pakistan and its people. Even in exile, I am doing more for Pakistan through diplomacy than those in power.' These words reflect not only her unwavering dedication to democratic ideals but also her tireless efforts to ensure Pakistan's strategic strength, even when far from home, under pressure, and in exile. Shaheed Bibi clearly advanced the mission of her Shaheed Baba through her actions. This mission encompassed both the democratic rights of the people of Pakistan and the security of the state. Today, that same mission is being carried forward by Shaheed Bibi's son and Pakistan People's Party Chairman, Bilawal Bhutto Zardari. Just as he continues to raise the flags of Pakistan's victories on the diplomatic front, he is upholding the core agenda of the mission begun by Shaheed Bhutto and Shaheed Bibi. Today, on the 72nd anniversary of Shaheed Bibi, we deeply miss her presence. As Ghalib beautifully expressed, 'Aisa kahan se laaun ke tujhsa kahin jise' (Where could I find someone like you, whom I could call like you?) Shaheed Bibi used to say that a person can be imprisoned or exiled, but an ideology cannot be. We continue to uphold this belief — that a person may be imprisoned, exiled, or even killed, but an ideology will always survive. The ideology of reconciliation that Shaheed Bibi championed for Pakistan and its people, as an alternative to revenge, will forever endure. As the poet says… (Tere baad bhi guzray hain kuch log Magar teri khushboo nagayi rehguzar se) Even after you, some people did pass by, But your fragrance never left the path.
