The Karnataka government is mulling a major amendment to its labor laws that could increase the typical workday in companies and organisations to 10 hours, and in some cases to 12 hours, including overtime. Under the new framework, workers could be allowed to work 10 hours a day and 48 hours a week with a maximum of 12 hours of work, including overtime every day.The state Labour Department conducted a consultative meeting on Wednesday with members from both the industry and labour unions to discuss the amendments. Though the government contends that the reforms will ease processes for small businesses, such as record-keeping and certification, the action has been sharply criticised by workers' groups, especially in the technology sector.
Trade unions, spearheaded by the Karnataka State IT/ITeS Employees Union (KITU), have denounced the draft amendment, cautioning that it will have disastrous implications for employee well-being. "The government is trying to make inhuman conditions the norm. This amendment is not for productivity—it's to appease corporate honchos by reducing human beings to machines," stated Suhas Adiga, KITU leader, reported The Hindu. advertisementThe union has termed the move a move towards "modern-day slavery" and has appealed to workers in all sectors to organize against the move. KITU has threatened that the extension of the legal workday to 12 hours would open the way for a two-shift system, which could result in huge layoffs. "The change would legalise 12-hour shifts and enable a two-shift structure, potentially wiping out one-third of the workforce," the union claimed.The government's push comes amidst wider national labour reforms. Between 2019 and 2020, the Union government enacted four Labour Codes with a view to consolidating and updating India's labour laws. These codes provided states with an opportunity to decide on the thresholds for work hours, leading to various states such as Gujarat, Maharashtra, Chhattisgarh, Uttar Pradesh, and Uttarakhand enacting identical legislation increasing work-hour limits.Industry watchers opine that Karnataka's vibrant information technology industry has much to gain if the amendment materialises. Longer hours might provide IT companies with greater flexibility in their operations and easier synchronisation with international time zones, they say.But labour activists caution that business gains perceived here have a cost to workers' psychological and physical health. KITU and other trade unions are calling on the government to revisit the proposal and open a wider, more open discussion that includes employees from across all industries. "It's not only a labour issue; it's a human issue. The priority should be to maintain dignity and ensure work-life balance," Adiga said.The Labour Department has made no official comment after Wednesday's meeting, and the draft amendment has not been brought to the legislature. But signs of unrest imply that any move to implement such far-reaching changes without broader consultation would be likely to spark mass protests and industrial action in the state.

All arrangements appear to be in place to host the International Yoga Day, which will be attended by Prime Minister Narendra Modi and Chief Minister Nara Chandrababu Naidu, on the Beach Road. The event is being held over a road stretch of about 28 km, from the Kali Matha temple at RK Beach to Bheemunipatnam. The entire coastal stretch, abutting the golden sands and the blue waters has been beautified to make the event a memorable one. The entire road stretch is covered with green carpet, where over 3.5 lakh people are expected to participate, with the PM and the CM leading the yoga asanas from a stage erected at the starting point — the Kali Matha temple. Interacting with The Hindu District Collector Harendhira Prasad said arrangements are in place to see the event is conducted without any hassles. According to him, ever since the registration platforms were announced about a month ago, some 9 lakh people from Visakhapatnam have registered to participate in the event. 'Finally we have got confirmation from about 2.5 lakh people from the city. This apart we have over a lakh of people from the neighbouring districts of Anakapalli, Srikakulam, Vizianagaram and Alluri Sitharama Raju,' he said. Giving details about the spacing and slots, Mr. Harendhira Prasad said: 'We are allocating slots to each individual and finally we have created about 3.19 lakh slots. The slots are divided into 326 compartments, which are numbered, and each compartment will cater to about 675 individuals, who will perform the Yoga asanas on the mats on the carpeted green area. Apart from the Beach Road, the event will be held simultaneously at 30 adjoining locations such as in GITAM University and Andhra University.' To make the compartments accessible and easier to locate for the participants we are positioning four to seven buses at each Sachivalayam. They will pick the participants and bring them to the allotted compartments. To make sure that the bus in-charges bring them to the allotted compartment, we are doing a dry run on Friday and a proper map has been handed over to them. Similarly on return the participants will reach the buses, which will be parked nearby and they will be ferried back. Our earnest request to each participant, is take the buses and avoid coming by their own vehicles, said Mr. Harendhira Prasad. The district administration has sanctioned about 7000 buses for Visakhapatnam and over 1,200 for the other four districts. These apart, each industry, including the PSUs will be transporting their employees in their own buses. 'The only hassle that one may face is the timing. The buses will be ready by midnight at the Sachivalayams and the participants will board them by 3 a.m. They will be brought to the venue by 5.30 a.m.' he said. The district administration has also mobilised about 3,000 makeshift toilets, which will function apart from the public toilets. Huge manpower Ever since Mr. Naidu had announced the event, the entire administration in the State has been on the job. The CM wants the event documented in the Guinness Book of World Record, the administration is leaving no stone unturned to make it a success. It learnt that about 80 IPS officers, 20 IAS officers, a police force of about 12,000 and from the administration side about 10,000 personnel have been deputed to see that event is conducted without any hassles. 'This apart we have deputed about 6,000 volunteers from NCC, NSS and others to assist the administration,' the District Collector said. Both the PM and the CM will arrive by Friday evening and the yoga event will be held from 6.30 a.m. to 7.50 a.m. on Saturday. Eastern Naval Command will also conduct a fanfare flypast to herald the beginning of the event and a few warships be anchored at anchorage, off the coast, where the naval personnel will perform Yoga at the same time.

A major revamp of public utilities across low-income settlements is under way in the town and suburbs as the Oulgaret and Puducherry Municipalities have stepped up investments in various civil works under the Union Government's Cities Investments to Innovate Integrate and Sustain (CITIIS) Challenge programme. Around ₹ 34 crore was being spent by both the municipalities to improve internal road infrastructure, construct LPG crematoriums, renovate dhobikhanas, construct drains, strengthen storm water drains, upgrade cremation and burial grounds, construct community toilets and parks under their limits. While the Pondicherry Municipality has taken up works to the tune of around ₹ 17 crore for various projects including construction of LPG crematoriums at Mudaliarpet, Sanniyasithope and Dhobikhanas, almost same amount had been incurred by Oulgaret in improving roads at Jeevananthapuram, Pavanar Nagar, Nesavalar Nagar, Lambart Saravana Nagar and parks at Reddiyarpalayam areas. The Oulgaret municipality had also constructed LPG crematoriums at Pavazhakaranchavady, Shanmugapuram and upgrade burial ground at Mettupalyam. 'Many of these projects have been completed and others are nearing completion. In a few days, some of these projects will be thrown open to public. Some of the projects like construction of LPG crematorium and renovation of Dhobikhanas have been pending for a long time. Completion of these projects, especially the road infrastructure and construction of park at Pavanar Nagar, will certainly have an impact on the living condition of people in low-income settlements in the town,' a senior official told The Hindu. Many of the new roads are concrete and provided with drains. Storm water drains are also being strengthened which will contribute to preventing floods during rains. The crematoriums and burial grounds are provided with pollution control equipment, compound wall, solar LED lights, water supply facility, pathway and a green cover in the premises, the official said. 'As far the new LPG crematoriums are concerned, they are provided with two chambers. Incineration is through LPG burners placed in primary and secondary chambers. The gases and suspended matters coming from the primary chamber will be re-incinerated in secondary chamber to reduce the suspended matter in the smoke. A self-supporting 30 m high chimney has been provided taking into account the norms prescribed by Pollution Control Board,' he said. CITIIS Challenge was launched by the Ministry of Housing and Urban Affairs as a component of Smart City project in 2018. Puducherry was one among the few regions selected by the Ministry to implement sustainable urban infrastructure projects in low income settlements in the country. ends
