FCC seeks to stop robocalls passing through caller ID authentication in older technology

April 28 (UPI) -- The FCC wants to block robocalls from bypassing ID authentication tools in older non-Internet Protocol network technology.
Mass recordings promoting or selling something are illegal unless the person gives permission to be contacted.
But fraudsters have been able to pass through older non-IP technology and avoid digital fingerprints. These include cellphones and wired phones often transmitting small amounts of data infrequently.
On Monday, Federal Communications Commission panelists by a 4-0 vote moved forward to make sure the digital IDs are not washed off of any part of the call path.
They approved a Notice of Proposed Rulemaking to establish criteria for evaluating whether frameworks meet the TRACED Act standards. Commissioners want providers to regularly certify their implementation and would give them two years to comply after adoption of the new rule.
The agency is seeking comment on implementation of caller ID authentication solutions and is trying to determine if this "opens the door for further improvements down the road," the agency said in a news release.
For the last four years, the FCC has delayed the TRACED Act's deadline for carriers to implement an authentication framework for non-IP calls.
"The STIR/SHAKEN caller ID authentication framework is a critical element -- long championed by the Commission -- for tracking, blocking, and warning customers about malicious robocalls," a news release said.
The technology uses a caller ID system to verify whether calls on a provider's network are truly coming from the number on display.
In 2021, major U.S. phone providers -- including AT&T, Verizon, T-Mobile and Comcast -- were ordered to implement STIR/SHAKEN technology to prevent rampant spam calls.
STIR/SHAKEN are acronyms for the Secure Telephone Identity Revisited and Signature-based Handling of Asserted Information Using Tokens standards, with STIR representing the protocol and SHAKEN the framework for tracking robocalls.
The FAA has been trying to crack down on robocallers.
Unwanted calls dropped for the third straight year, according to data released by the Federal Trade Commission in November 2024.
The 2024 edition of the Federal Trade Commission's Do Not Call Registry Data Book, first created in 2003, shows complaints down by more than half since 2021. They were 1.1 million illegal robocalls last year, down from 1.2 million the year before and 3.4 million in 2021.
The registry allows Americans to add their information to a list, prohibiting them from being contacted by telemarketers.
"In the years to come, it will be critical we continue this progress by confronting not only telemarketers but those firms who knowingly profit from scam calls," FTC Bureau of Consumer Protection Director Sam Levine said in 2024.
In December, the FCC proposed a $299.9 million fine for Roy Cox Jr. and Michael Aaron Jones, who robocalled more than 550 million people offering misleading vehicle warranty services. TheFCC directed companies to book the calls.

June 23 (UPI) -- United Launch Alliance on Monday launched an Atlas V rocket carrying satellites for Amazon's Internet constellation. The Atlas V rocket launched from the Florida Cape Canaveral Space Force Station on Monday, at 6:54 a.m. EDT, carrying 27 satellites to become part of its Project Kuiper constellation, which aims to provide Internet service to customers worldwide. "We are proud to continue our strong partnership with Amazon and empower their mission to bridge the digital divide through reliable satellite technology," said Gary Wentz, ULA vice president of Government and Commercial Programs. "ULA, working as a catalyst to global connectivity in collaboration with Amazon, enables delivery of these critical satellites designed to drive innovation and connect the world." ULA is set to conduct six more launches carrying Project Kuiper satellites before ramping up to its "next-generation" Vulcan Rocket as it aims to build out a constellation of 3,200 satellites. The process is set to be completed through about 80 more total launches over the next several years. Project Kuiper aims to compete with SpaceX's Starlink, which is currently the largest Internet satellite constellation with more than 7,600 operational satellites in low Earth orbit. China is also working on two different mega constellations, Guowang and Qianfan which are both planning on featuring 10,000 satellites. ULA's next launch is for the U.S. Space Force, USSF-106 the first Vulcan Mission.

New Stellantis CEO Antonio Filosia officially takes lead of company

June 23 (UPI) -- New Stellantis CEO Antonio Filosa officially took the helm of the Dutch automaker's Monday as he laid out a vision for the company and announced a new leadership team. Filosa said in a statement that it was his "great privilege" to take the lead of the automaker, which he hailed as a "global company with deep regional roots." "We have unique strengths in our great people, our iconic brands and our millions of customers, whose loyalty to our company, it's fantastic products and its unique stories can only inspire us to new achievements," he said. Filosa, who previously served as chief operating officer of Stellantis Americas, will maintain his role as head of North America and North American brands, and announced his leadership team, including several other veterans of the company. Ralph Gilles will serve as head of design, Olivier Francois will act as ehad of marketing, Alison Jones will lead parts and services and circular economy and Giorgio Fossati will serve as general counsel, all reporting directly to Filosa. "The team I'm announcing today draws on all that is best in Stellantis, leaders from within who bring a people-first mindset, a profound understanding of our brands, our products and our customers, best-in-class expertise and an entrepreneurial spirit that will be vital to our success," Filosa said. The former CEO, Carlos Tavares resigned in December and left the company with a 70% drop in net profit. Industry experts said Filosa will need to fix relationships with dealers, politicians, and employees in order to fix the damage left by the former CEO. Industry experts also added that he will have to handle the company's plan on deciding to invest in traditional or 'electrified" automobile models. "We need to manage the transition, right? It's not a secret that electric vehicles will be a strong part of the future, right? Not only for Stellantis, but for the automotive industry itself," said Filosa. The company's franchised retailers were upset about the sales and market share losses under Tavarers. A letter by the Stellantis National Dealer Council was sent out in September disapproving of his actions. "Your own distribution network, your dealer body, has been left in an anemic and diminished state," Kevin Farrish, a dealer in Virginia who led the council, wrote in the letter. A dealer in Illinois Michael Bettenhaursen, who came after Farrish's leadership, spoke highly of Filosa. "We need to mutually work together and dive into all the issues here in the North American operations, and we look forward to Antonio still being a part of those discussions," he said. Former CEO Tavares said that FIlosa was a "logical choice". Since then, other current and former Stellantis executives have described Filosa as a "engaging leader" and "listener". "I've worked side by side with him. ... We grew up under Sergio," Stellantis' global head of design, Ralph Gilles, said "He's a people person. He's a visionary, he's energized, he's young ... and he's curious. He's a great listener. I love his problem-solving abilities, and for me, he loves design." The global sales of the company fell 12.3% under Tavares in 2021. The automaker also dropped from fourth in U.S. sales. "We need to do that. It's not a belief; it's a need," Filosa said in January, stating his top priority for the U.S automobile industry. "The U.S. retail market share really measures your ability to organically grow sales". "As we move into this next chapter of our Stellantis history, I would like to take this opportunity to express my sincere thanks to Maxime Picat and to Béatrice Foucher for their notable contributions to Stellantis during their many years of dedicated service.
