The Centre must use the caste census wisely

Now, for the first time in nearly 94 years, the idea of including caste-based data in the census has resurfaced.
The last time caste-based data was included in the census was in 1931. A decade later, while data was collected on caste for the next census, it couldn't be published due to World War II. When the 1951 census was conducted, Prime Minister Jawaharlal Nehru's government ended the collection of caste-based data, although columns for religion, Scheduled Castes (SCs), and Scheduled Tribes (STs) remained.
India's next population census was scheduled for 2020, with the data expected in 2021. However, it couldn't be conducted due to the Covid crisis. Meanwhile, opposition parties demanded that the central government include caste data in the upcoming census. It appeared that after the 2024 Lok Sabha elections, the Narendra Modi government could initiate the census process at any time. Now, about a year after the general elections, the Centre has announced that the next population survey will include a caste census.

The consequences
When Bihar Chief Minister Nitish Kumar was part of the INDIA bloc, he conducted a caste survey in his state, with the report released in 2023. He was a vocal proponent of caste-based enumeration and made significant contributions to social justice politics. Later, he joined hands with the BJP. After him, Rahul Gandhi continued to raise the issue of caste census, but his calls did not gain much traction, largely because, barring a few instances, the Congress party has not consistently supported the cause of social justice. After Nitish Kumar departed from the Opposition alliance, Karnataka CM Siddaramaiah tabled the state's caste census report in the Assembly, while the Telangana government also conducted a caste survey. But both efforts faced resistance within the Congress for various reasons. It's worth noting that the subject of Census is listed at number 69 in the Union List of the Seventh Schedule.
Interestingly, the Rashtriya Swayamsevak Sangh (RSS) also supported the caste census, describing it as a sensitive issue. It advised against politicising the data and emphasised its use for empowering society.
Now that the caste census is set to take place, we must understand its potential consequences.
In a democracy where electoral power depends on numbers, many political parties may use the caste data to demand increased reservations and thereby expand their electoral base. The slogan of Kanshi Ram, 'Jiski jitni sankhya bhari, uski utni hissedari (greater the numbers, greater the share)', will echo in the streets.
On the other hand, the data will help accurately assess the conditions of marginalised communities. The central government can use this information to improve existing welfare schemes and introduce new ones. Although over the past few years, the Centre has implemented several innovative schemes for the backward classes, SCs, and STs.
The data will also assist in implementing the recommendations of the Rohini Commission, which advocated for sub-categorisation of other backward classes (OBC) to ensure that reservation benefits reach the most disadvantaged and marginalised within the backward classes. Currently, in every category, one or two dominant castes tend to receive the majority of the benefits of reservations. This data will also reveal the status of disadvantaged groups within Muslims and Christians, sparking a new debate.
Any social justice measures implemented using this data that don't compromise national unity and the social fabric of the country should be welcomed. It remains to be seen, however, in which direction the debate on social justice moves in the wake of this caste census.

NIA chargesheets key aide of BKI terrorist Landa in Punjab terror conspiracy case

New Delhi: The National Investigation Agency (NIA) has filed a charge sheet against a key aide of designated terrorist Lakhbir Singh alias Landa of the banned Babbar Khalsa International (BKI) organisation and dreaded gangster Pavittar Batala in a Punjab terror conspiracy case. The aide identified as Jatinder Singh alias Joti is a resident of the Gurdaspur district of Punjab. He was arrested by the NIA from Mumbai on December 23, 2024, in the case RC-21/2023/NIA/DLI. The NIA had found during the investigation that Jatinder was involved in the illegal procurement and supply of firearms from Madhya Pradesh to Punjab-based gangsters. According to a press release issued by the agency on Sunday, "Jatinder Singh was facilitating the supply of weapons to ground operatives of Batala, a close associate of Designated Individual Terrorist Lakhbir Singh @ Landa. Batala's foreign-based associates were coordinating Jatinder's operations in India. The weapons were being used by Batala's operatives in Punjab to promote BKI's criminal-terror activities." It was further found during NIA investigations that Jatinder used to procure illegal weapons from a known arms supplier, Baljeet Singh alias Rana Bhai, in Madhya Pradesh. Baljeet had already been arrested and charge-sheeted by the NIA. The accused were using virtual numbers and encrypted applications to avoid detection. At the time of Jatinder's arrest in 2024, the NIA had said that this marked a major step forward in its efforts to dismantle the terror-gangster nexus by preventing the smuggling of arms, ammunition, explosives, etc., and raising funds for carrying out terrorist acts on Indian soil. The NIA is investigating the role of Landa as well as designated terrorist Harwinder Singh, alias Rinda and their foreign-based accomplices in the conspiracy. The Union Home Ministry has designated Lakhbir Singh Landa, a 34-year-old Canada-based gangster, as a terrorist under the stringent anti-terror law, Unlawful Activities (Prevention) Act (UAPA). Landa was involved in a rocket attack on the Punjab Police Intelligence Headquarters in Mohali in 2021, among other terrorist activities, according to the Union Ministry of Home Affairs (MHA). He fled to Canada in 2017.

Pahalgam attack: NIA arrests two men for harbouring LeT terrorists

As per NIA investigation, both Parvaiz and Bashir had knowingly harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack. 'The two men had provided food, shelter and logistical support to the terrorists, who had, on April 22 afternoon, selectively killed the tourists based on their religious identity, making it one of the most gruesome terrorist attacks ever. Both Parvaiz and Bashir have been arrested under Section 19 of the Unlawful Activities (Prevention) Act, 1967. Further investigation in the case is going on," the NIA spokesperson added. On April 22, militants attacked tourists at Pahalgam's Baisaran meadows, which is also known as mini Switzerland. 25 tourists belonging to different states and a local pony wala Syed Adil Shah, who attempted to save tourists by snatching the rifle of one of the attackers, were killed in the terror attack. 16 people were also injured in the attack. The security forces suspect involvement of four militants, including three Pakistanis Hashim Musa alias Suleiman, Ali Bhai alias Talha Bhai, Asif Fauji and a local militant, Abid Hussain Thoker, a resident of Anantnag in the April 22 Pahalgam attack. Police has announced a bounty of Rs 20 lakh on the head of militants. The NIA has taken over the investigation of the case and NIA officials are camping in Pahalgam for investigations. The NIA chief Sadanand Vasant Date has also visited the attack site to review the pace of investigations. On May 7, the Indian military launched Operation Sindoor to target and destroy terror infrastructure in Pakistan and PoK to avenge the Pahalgam attack.

Bengaluru (Karnataka) [India], June 22 (ANI): Karnataka Minister Priyank Kharge questioned the Centre on Sunday for its 'U-turn' on its decision to grant him approval to visit the United States, claiming that the delay in approval has led to loss of investment opportunities for the state. Kharge alleged that the MEA's decision is politics being played by Opposition-ruled states. 'This question should be asked to the MEA. Why did they deny the delegation led by me, and why are they allowing it now? What was wrong then and what is right now?...We were supposed to be there from 13th June, and it is 21st already. Do you think World Expos and World Trade exhibitions will wait for us?' Kharge told ANI. The state minister said that Karnataka is 'one of the biggest economic growth engines' for the country, making it important to seek investments too. He alleged that while certain southern states are driving the GDP of the country, they are also facing problems. 'The politics being played is also to be explained by the MEA not by me. (This is) denying us the right to seek investments and create jobs, we are one of the biggest economic growth engines for the country... if we don't get to go abroad and seek investments, have you seen UP or Bihar CM going to get investment? It is always Karnataka, Telangana, Tamil Nadu - we are the ones who are driving 50% of the GDP of the country and you (central Govt) doing such things is of no use to anybody,' the state minister said. On Saturday, the Congress leader had posted on X demanding an explanation for denying him permission to visit US and represent Karnataka in various global forums and official meetings. He said that he had submitted his request for travelling to US from June 14 since May 15, but was rejected without an explanation. His post read, 'So in a U-turn, the Ministry of External Affairs has now decided to revoke its earlier decision and grant me a clearance for an official visit to the United States. I had sought permission on 15 May to travel between 14-27 June to represent the Government of Karnataka at two major global forums and over 25 official meetings with top companies, universities and institutions for collaborations and pitch for application was denied without any official explanation.' He explained that the application for the minister and his delegation was submitted on May 15, which was later rejected on June 4. Kharge added that an application for the officer delegation without the minister was submitted on June 6, and it got clearance on June 11. (ANI)
