Land and Survey Dept reviews outdated policies to improve service delivery, says Bintulu superintendent

BINTULU (May 15): The Land and Survey Department remains proactive in reviewing its outdated policies and work procedures to ensure optimal service delivery, said its Bintulu superintendent Haslinda Hamdan.
She said this ongoing process also opens opportunities for creativity and innovation, leading to more efficient work processes and better outcomes for the people.
'We are committed to fostering strong relationships with all stakeholders and maintaining a high level of cooperation and mutual respect,' she said during the handover of land titles under Section 18 of the Sarawak Land Code here today.
The ceremony was officiated by Deputy Premier Datuk Amar Awang Tengah Ali Hasan.
Adding on, Haslinda highlighted the need for public servants to evolve with the times.
'Public service can no longer operate based on outdated routines. Delays, bureaucratic hurdles, and waiting for instructions must be eliminated,' she said.
Echoing the call by State Secretary Datuk Amar Mohamad Abu Bakar Marzuki, she stressed the adoption of the 3R approach – Revisit, Rethink, and Recharge – within the Sarawak civil service to raise service standards across all agencies.
Furthermore, Haslinda pointed out that the Sarawak government continues to recognise and uphold native customary rights over land proven to be valid under existing laws.
She said since the Native Customary Rights (NCR) perimeter survey initiative was introduced in 2010, the measurement of individual land lots under Section 18 of the Sarawak Land Code has been conducted in areas gazetted under Section 6 of the same Code.
'The process of issuing land titles involves multiple stages and requires close cooperation between claimants and the government. Today's ceremony is a testament to the strategic collaboration and dedicated efforts of all involved public servants and agencies.'
She said to date, a total of 1,200,766 hectares of NCR land have been surveyed statewide and 935,760 hectares have been gazetted.
For Bintulu Division, 85,615 hectares have been surveyed and 45,398 hectares have been gazetted.
The ceremony saw a total of 345 land titles covering 1,186 hectares presented to owners from six areas, including communities under the Kakus, Murum, Jepak, and Kemena constituencies. Bintulu Haslinda Hamdan Land and Survey Department outdated policies

500 Ranau folks finally receive their land titles

RANAU: More than 500 residents in the three villages here finally received their land titles applied for through the Land and Survey Department's (JTU) Pantas programme. The land titles were distributed by the Assistant Minister to the Chief Minister Datuk Abidin Madingkir during the Kg Narawang, Kg Waluhu and Kg Lutut Pantas Programme Land Title handover ceremony at Mini Dewan Kg Narawang on Monday. Advertisement Abidin said 396 land titles were submitted at the event, while another 148 would be submitted next month after all the process is complete. 'We gather here because we have a significant event for the three villages. We know that this land has long been occupied by the villagers but legal ownership has not been obtained due to the difficulty of obtaining land titles. 'Finally, today the dream of the people to get a land title can be realised. We want to express our gratitude to Chief Minister Datuk Seri Hajiji Noor as his initiative for holding this Pantas programme throughout the state,' he said. Abidin, who is also Paginatan Assemblyman, also thanked JTU for its commitment to implement a significant government programme for the people. He said the next Pantas programme would be in Suminimpod Mukim as well as in the Tinanom, Kodop and Kigiwit. For Kg Bongkud and Namaus, he said, the approval of the Pantas programme was already obtained, and is only waiting for the allocation to be issued. 'Congratulations to all the recipients of the land titles. Hopefully, they can be passed down to our grandchildren as this is the most precious treasure. 'As Paginatan wakil rakyat, I urge all residents of the three villages to continue supporting Gabungan Rakyat Sabah (GRS) on the basis of the commitment and continued efforts of the government to prosper the people's lives. 'The government should be supported for the sake of development programmes through the Sabah Maju Jaya Development Plan (SMJ),' he said. Meanwhile, JTU representative, Saat Durasit said the department's initial target was to issue only 500 land titles through Pantas but after entering the field, it has successfully completed the land marking of about 600 land titles. 'Pantas measurement is very popular. In the Ranau parliamentary constituency, all state constituencies have their own Pantas programme but the most active is in Paginatan. 'We congratulate Datuk Abidin because he really worked hard to support this Pantas programme. JTU will always implement this programme as long as the government's allocation is still available,' he said. Village Head Nahur Masipah, representing the three villages, thanked Abidin because for his hard work, the villagers could now confirm land ownership after receiving the land titles. 'Thanks also to JTU for realising our dream of having a land title to the land we have long been working on. 'This is a history for us in Kg Narawang, Kg Lutut and Kg Waluhu for receiving a large number of land titles. This historic day has changed our lives for the better,' he said. Longhouse chief thanks govt for undertaking NCR land survey over Ng Ensilai in Kapit
TR Jambon Andas KAPIT (June 10): The chieftain of a 45-unit longhouse at Nanga Ensilai, on the west bank of Rajang River opposite this town, is thankful for surveying works undertaken by the state government to ensure ownership of individual Native Customary Rights (NCR) land lots. According to Tuai Rumah Jambon Andas, the Land and Survey Department is set to kick off Phase II perimeter survey under Section 18 of the Sarawak Land Code, meant for the individual landowners. 'Phase I survey under Section 6 of the Code was completed in 2020, meant for the communal land titles. 'On behalf of my longhouse folks, we are very happy that Land and Survey Department has commenced the Phase II surveying. 'The surveyors have been on the ground since April. 'On our part, we make sure that the NCR land claimants from Nanga Ensilai are fully cooperating with the surveyors and working closely with them in identifying the land boundaries. 'This is meant to help smoothen and expedite the surveying works. For this, I also wish to thank the individual landowners for such a solid cooperation,' said Jambon when met here recently. Or, rather, it dramatically accelerated an undercurrent that was already underway. • The birth of the global Laudato Si'Movement, with its nearly 20,000 grassroots leaders trained as Laudato Si' animators, and of ecclesial networks regionally. • Countless projects in parishes and local communities to install renewable energy, divest from fossil fuels, and other tangible steps, supported by the Vatican's Laudato Si' Action Platform. • Beautiful artistic interpretations of the encyclical, such as the film 'The Letter: A Message for Our Earth' by an Oscarwinning company. • Academic ventures such as the joint diploma in integral ecology by pontifical universities in Rome or the Laudato Si' Research Institute at Oxford University in England. • The ASSISI Terra Laudato Si' initiative in the Franciscan sanctuaries of Assisi, Italy. The list goes on and on. Moreover, Francis coupled the Laudato Si' release with an equally important sister. Just a few weeks after publishing the encyclical, he instituted the World Day of Prayer for Creation on Sept 1 — also known as Creation Day or the Feast of Creation — in response to an invitation of the Eastern Orthodox Church. Through annual statements marking that special day, Francis continued to motivate the church to bring Laudato Si' to life in collaboration with fellow Christian churches, also as part of the larger Season of Creation celebrations throughout September. Thousands of parishes and local communities celebrate it every year. The most important legacy of Laudato Si' will be the decisive attention it brought to the spiritual and moral roots of these interconnected crises. Given the sheer scale of this mess, it is imperative to address those root causes. The theology and spirituality of Laudato Si' are beginning to permeate the ethos of the Catholic Church. That is the powerful undercurrent in the ocean. Slowly but steadily, creation is gaining more attention in Christian spirituality, theology, liturgy and catechesis, with countless books and initiatives underway. Creation Day on Sept. 1, in particular, stands out for its potential to become a liturgical feast in many Christian churches, grounded in ancient and rich symbolism in the Eastern Church.
