Sime Darby Property leads nation's first community solar rollout under NETR with TNB

Solar generation via leasing of rooftops from residential homes will be channelled to green consumers of nearby commercial and industrial properties, commencing with the City of Elmina.
PETALING JAYA: Sime Darby Property in collaboration with Tenaga Nasional Bhd (TNB), has become the first company in Malaysia to harness the power of solar energy under the country's National Energy Transition Roadmap (NETR) via Malaysia's inaugural Community Renewable Energy Aggregation Mechanism (CREAM) initiative.
This initiative is part of the government's recently launched CREAM framework, introduced by the Energy Transition and Water Transformation Ministry (PETRA) in March 2025, to empower community-based renewable energy generation and promote wider access to green electricity through Local Energy Generators and Aggregators (LEGA).
Sime Darby Property's group managing director and chief executive officer Datuk Seri Azmir Merican said, 'Our participation in the CREAM initiative with TNB introduces a practical and scalable model to unlock solar generation capacity from within our townships.
'By leasing roof spaces from residential properties, without requiring homeowners to install panels, we enable clean energy generation that supports our nearby commercial and industrial developments.
'This approach complements our broader decarbonisation strategy, aligns with national energy objectives, and directly contributes to our emissions reduction targets.'
Azmir said participation in the CREAM initiative with TNB introduces a practical and scalable model to unlock solar generation capacity from within Sime Darby Property's townships.
By becoming the nation's first LEGA under the CREAM policy, Sime Darby Property underscores its commitment to inclusive, sustainable development in support of Petra's vision and the national renewable energy goals.
The company has committed to reducing Scope 1 and 2 emissions by 40% by 2030 and achieving net zero carbon emissions by 2050.
Working with TNB's solar subsidiary GSPARX Sdn Bhd, Sime Darby Property will enter into lease agreements with residential homeowners interested in participating in this programme, starting with those in the City of Elmina.
Rooftops of participating homes will be utilised to generate electricity, which will be exported via the local distribution line within a 5km radius for use at Sime Darby Property's commercial and industrial developments. This streamlined approach not only reflects the renewable energy efforts by the company but also supports the country's agenda to transition to green energy sustainably and efficiently.
The CREAM mechanism enables Local Green Consumers (LGC) such as businesses and commercial users to source electricity from LEGA participants through TNB's distribution network. It allows homeowners to lease rooftops to third parties who manage and aggregate these spaces into efficient solar photovoltaic power systems. This collaboration represents a tangible model for grassroots participation in clean energy and public-private synergy.
The latest collaboration between the two parties comes on the heels of a joint venture established by Sime Darby Property and TNB's GSPARX in July 2024, focusing on financing, developing and operating rooftop solar generation projects across selected assets and properties in the SDP's portfolio. This followed an MoU between the two parties in 2023 to explore sustainable energy infrastructure, including solar, EV charging and microgrid systems across the group's townships.
Through this pilot rollout, Sime Darby Property and TNB are contributing towards Malaysia's target of achieving 70% renewable energy capacity by 2050, as outlined under NETR and PETRA's strategic direction.

THE ENERGY Commission (EC) has introduced a revised electricity tariff structure for Peninsular Malaysia under Regulatory Period 4 (RP4), effective from 1 July 2025 to 31 December 2027, within the Incentive-Based Regulation (IBR) framework. The reform includes three key elements: i) A slightly lower base tariff of 45.40 sen/kWh, representing a 13.6% increase over RP3 (vs the 14.2% hike announced in December 2024). ii) A newly restructured electricity schedule. iii) A shift from the semi-annual Imbalance Cost Pass-Through (ICPT) to a monthly Automatic Fuel Adjustment (AFA), enabling more timely cost recovery. The impact on Tenaga Nasional (TNB) is neutral, as the regulatory rate of return on its Regulated Asset Base (RAB) remains at 7.3%, while the AFA mechanism is expected to ease TNB's working capital requirement amid volatile fuel prices. 'We maintain our Overweight rating on the sector, driven by rising electricity demand, renewed investments in Independent Power Producers (IPPs) and renewable energy, and TNB's planned RM42.9bn in capital expenditure,' said Public Investment Bank (PIB). New tariff schedule categorises users into domestic and non-domestic groups, based on voltage levels, replacing the previous multi-tier kWh usage (for domestic) and business-type-based classification. It also introduces five distinct charge components , that is Energy, Capacity, Network, Retail, and AFA, enhancing billing transparency. Notably, the Time of Use (ToU) scheme has been expanded to domestic users, offering extended off-peak hours from 10:00 p.m. to 2:00 p.m. on weekdays and all day on weekends, encouraging more efficient energy consumption during these periods. Overall, more than 23m domestic users are expected to remain unaffected by the changes, with those consuming between 0–900 kWh per month likely to enjoy slight savings. Non-domestic users in the Medium and High Voltage categories will face a higher effective Maximum Demand (MD) charge. This will incentivise large-scale commercial and industrial consumers to optimise their energy usage, particularly by reducing load during peak demand periods. This will also support broader grid stability and sustainable electricity supply-demand market. 'We maintain Overweight call with TNB (Outperform, TP:RM16) as our top pick. TNB's earnings outlook remains favourable, as the regulatory rate of return remains unchanged at 7.3%,' said PIB. The marginal reduction in base tariff is likely attributable to lower generation cost components, reflecting the decline in fuel prices observed in 1H2025. KUALA LUMPUR, June 23 — Tenaga Nasional Bhd shares trended lower in early trade today after the Regulatory Period 4 (RP4) tariff schedule revision announcement under the incentive-based regulation (IBR) framework effective July 1, 2025. At 10.10 am, TNB's share fell six sen to RM14.16 per share with 177,300 shares traded. The trading of the national utilities company's shares was halted for one hour at opening today and resumed at 10 am, said the company in a Bursa Malaysia filing today. The Energy Commission had previously announced a new average base electricity tariff of 45.4 sen/kWh, effective July 1, 2025 to Dec 31, 2027 under the RP4. TNB had said implementing the revised electricity tariff in Peninsular Malaysia is positive for the company vis-a-vis the National Energy Transition Roadmap; that the company is committed to ensuring a reliable and continuous electricity supply throughout Peninsular Malaysia. Meanwhile, Hong Leong Investment Bank Bhd (HLIB) in a note said TNB would benefit from the higher regulated asset base starting from 2025 under the new RP4-5 (2025-2030), given the urgent requirement to upgrade the grid for energy transition and to support data centre growth and renewable energy developments. It has a 'Buy' call with an unchanged target price of RM16.20. Meanwhile, CIMB Securities said the impact is likely to be neutral for TNB. 'Regardless of tariff changes, the incentive-based regulation framework provides regulatory adjustments such that TNB ultimately earns the regulatory rate of return on the regulated asset base,' it said. The investment bank maintains its 'Buy' call for TNB with key downside risks including higher-than-expected operating costs, unscheduled power station outages, and lower-than-expected spending on RP4 contingent capital expenditure. 'Under RP4, the RAB is expected to grow healthily, led by a 12 per cent higher base capex of RM26.6 billion and contingent capex of RM16.3 billion,' it added. — Bernama

RHB sees long-term growth potential in Carey Island development

KUALA LUMPUR: RHB Investment Bank Bhd has maintained its "Buy" recommendation on Sime Darby Property Bhd, citing strong prospects from the group's upcoming industrial development at Carey Island in Selangor. The research house sees Carey Island as a promising economic growth corridor, driven by its close proximity to port infrastructure and the final ECRL terminal at Port Klang, positioning the area as a key logistics and industrial hub. "The government also has plans for a new port at Carey Island in the future. The joint venture will further strengthen Sime Darby Property's presence on the west side of the Klang Valley, as it has already established a strong foothold in Bandar Bukit Raja, Subang Jaya, and Elmina," RHB said in a note. Last Friday, Sime Darby Property and SD Guthrie Bhd signed a joint venture agreement to develop up to 809 hectares of land in Carey Island. The project is still at the planning stage, and no details were provided on land price, gross development value or effective stake. "However, although SD Guthrie may hold a majority stake in the joint venture as it is the landowner, we think Sime Darby Property may play a major role in the development, given the latter's experience and track record in industrial development," RHB said. RHB believes Carey Island holds strong long-term growth prospects, supported by Sime Darby Group's proven track record in developing key economic corridors such as the Guthrie Corridor, Subang Jaya, and Malaysia Vision Valley 2.0. "Carey Island may be a new growth corridor in the next 10 to 15 years. It has been identified by the government as the new site for a world-class port due to its strategic location near Port Klang and proximity to Pulau Indah," it said. The research firm also noted that the East Coast Rail Link (ECRL), currently under construction, will terminate at Port Klang, with planned extensions to Westport and Northport, further enhancing the area's connectivity. Additionally, Sime Darby Property currently operates two estates and palm oil mills on Carey Island, which RHB said could serve as a foundation for its upcoming industrial development. In the future, the joint industrial development should mainly cater to supporting the import/export industries that are highly dependent on the port facilities, it said. "We make no changes to our forecasts and valuations for now, as the development may only start in four to five years, since infrastructure and land-clearing works will need to be completed first. "Overall, we are positive on this strategic tie-up, as it marks a new milestone in collaborating with SD Guthrie. Sime Darby Property may be able to tap into more development opportunities with SD Guthrie over the longer term, given the latter's huge land resources," RHB said.
