Timelines for swath of Victorian construction projects blow out
On the road network, the duplication of the Western Highway between Ballarat and Stawell still has no firm completion date despite being slated for 2021. The government's Big Build website says planning for the final section is still under way.
Another project renewing sections of the Great Ocean Road, forecast to be completed this year, is expected to be four to six months behind schedule after already being pushed back from as far back as 2020.
The Big Housing Build, a 2020 state government commitment to build 12,000 social and affordable homes over four years, is now forecast to be completed in 2028.
The government says the $6.3 billion project will now deliver 13,300 social and affordable homes, with work on 10,100 complete or under way.
A government spokesperson said the auditor-general's report was a 'snapshot in time' and information was provided 12 months ago. Other delays outlined in the report are no longer accurate and have not been included in this article.

'Since then, works have progressed, with Victorians reaping the benefits from these vital major projects across the state,' the spokesperson said.
Opposition major projects spokesman Evan Mulholland said the government's management of projects had become a 'slow-motion disaster'.
'Victorians pay the price with added costs and delayed projects because we have a government that rewards union thuggery instead of demanding accountability,' Mulholland said.
Improvements to Victoria's male prison system capacity, first forecast for 2023, are also delayed and unlikely to stay within budget because of black mould infestations affecting hundreds of new beds at Barwon Prison in Lara and the Metropolitan Remand Centre in Ravenhall.
The Department of Justice and Community safety is currently negotiating with the contractors of the prison project and argues the works were not completed to standard.
Infrastructure Australia's market capacity report, published in December 2024, said investment in transport projects was falling as billions of dollars more in funding flowed to energy and housing projects.
Chief executive Adam Copp said at the time that the nation's infrastructure ambitions were being challenged by skills shortages, stagnant productivity growth and the rising costs of materials.
'Construction materials on average cost around 30 per cent more than they did three years ago, and with ongoing skills shortages we simply don't have the people power we need to get the job done on time – our analysis shows 7 per cent of the pipeline, or $15 billion of planned construction work, has been hampered by project delays,' Copp said in the report.

Copp said projects would also shift into regional areas and northern Australia, which would bring other challenges in attracting workers and supplying materials.
Roads Australia chief executive Ehssan Veiszadeh has previously warned of the impact of delays, particularly those linked to union action.
The peak body's members reported that repeated construction delays and poorer working environments added 30 per cent to the total costs of projects.
'On major public infrastructure worksites, workplace safety has not only been undermined – it has been weaponised,' Veiszadeh said.
'Worksites have been shut down for spurious reasons, sometimes costing up to $5 million a day. Often industrial action has targeted critical works such as concrete pours, which can have a cost impact of tens of millions of dollars.'

Don't miss out on the headlines from News. Followed categories will be added to My News. It's been a tumultuous first six months for Opposition Leader Brad Battin. Once asked what knocks a government off course former UK Prime Minister Harold Macmillan famously said: 'Events, dear boy, events'. From his controversial cruise holiday, to his deputy being embroiled in a parliamentary allowances scandal, internal turmoil inside his party room, factional warfare and the never-ending saga that is the ongoing feud between John Pesutto and Moira Deeming, events have made the first six months of Battin's leadership a rough ride. Despite best efforts and intentions the party has slipped backwards in the polls, only narrowly, for the first time in more than 12 months and in recent weeks serious questions about whether he will lead the party to next year's November election have been raised among MPs and party members. There's no plan to topple him, numbers aren't being counted, and talk of change right now is only hypothetical. But Battin accepts the talk is happening and says while frustrating, it makes no difference to how he tackles his job. Battin has the will, the belief, and the want to succeed in spades, and believes his Opposition has become increasingly effective, even if admitting his focus couldn't have been wholly on the task of forming government over the past six months. Most of that was because of inherited, rather than created, problems. Less than 24 hours after he helped orchestrate a deal to save the political career of John Pesutto – via a $1.55m Liberal Party loan that will allow him to pay the $2.3m he owes Moira Deeming and avoid bankruptcy – Battin told the Sunday Herald Sun he can finally focus on winning government. 'It's now time to start talking about our vision and what we want to see for Victoria,' he said. 'We know that Victoria has struggled for far too long under this Labor government. 'We want to return Victoria to what it should be, which is to have fairness, opportunity and safety for everyone. 'And I think it's really important that we start to get back to the things that are important to people at home.' Battin knows his party has for too long failed to resonate with Victorians as its MPs waged war on each other instead of on the Labor government. But he feels there's been a shift under his watch, and points to a series of policy backflips by Jacinta Allan to prove his point. 'A good opposition obviously makes a more accountable government and we can already see we're having an impact,' he said. 'They're reversing some of their bail laws because they know we're holding them to account. 'We are being more effective, and I think the team knows that. 'So now we just got to get it so the only thing we're talking about is going to the next election.' The Coalition need to win 16 seats, and lose none, to form government at the 2026 election which will take massive swings against Labor across the state. A perceived policy vacuum remains a major stumbling block in achieving that plan. For years the Liberals have defined themselves by what they oppose rather than what they stand for. Battin talks in broad statements about his vision for Victoria, but little by way of detailed policy has been put forward, to the frustration of some of his party room. Battin is also facing a generational problem. Young voters have all but turned away from the Liberals because they see a party fixated on culture wars and nostalgia, not cost of living or climate. Battin knows the Liberals won't win again until they reconnect with voters under 40, and his challenge his dragging some of his party room with him. He sees housing and cost of living as election winning issues, followed by crime. 'We want to unlock the opportunity for home ownership. We know we're going to grow the economy, whether that's via cutting taxes or in creating opportunities for investment,' he said. 'We want to reduce the cost of living … and make sure we can get gas back into the market. 'Education is a big issue, and the health system, we're seeing it daily, people are genuinely dying now because of the state of the health system.' To keep on message and sell his Opposition as a viable alternative government Battin knows he needs to unite his team – a problem which has plagued many of his predecessors. He plans to do it by meeting with each and every MP in his stable and talking to them about their goals for government. 'I will speak to every single member and as when you first came into parliament, what did you say in your maiden speech, what were you going to deliver and can you do it from opposition? 'If the answer is no, then it's time to focus on getting into government. 'I believe that once we've had the conversations with people and they can get the realignment, I think people want to win. 'People in our party are sick of not just being in opposition, but sick of the worst government in Australia's history. 'You've got to find the common goal. It's like any football club, any sports team, any business.' That goal, forming government, has been seemingly too lofty an ambition to unite the team for much of the past decade, but Battin has faith he can turn that around. Even if he is facing accusations of picking sides in the feud between Pesutto and Deeming – a claim he vehemently rejects. The perception has put him off-side with a number of colleagues who he will need to placate if he stands any chance of party unity moving forward. Asked if he wants to see Mrs Deeming preselected to run in 2026 – a move which would all but secure her a second term in parliament – Battin says only that he wants to take his current team to the next election. It is a tacit endorsement. 'I know the reasons I got into politics, I know the things I want to deliver, and I can't do them from opposition,' he says. 'Sometimes it just takes that reminder again to say, we've only got 16 months. It is time now to start focusing on those outcomes, and to get those outcomes you need to win an election.'

Government to consider changes to gas appliance ban
'Victorian gas is the cheapest in the nation. The longer we can rely on Victorian gas rather than imported gas, the better for Victoria's industrial sector.' The government has received submissions from industry, environmental advocates and other groups. Victorian Automotive Chamber of Commerce chief executive Peter Jones told The Age that the building electrification proposal 'threatens the foundation' of the industry. 'With approximately 4800 automotive businesses across the state relying on gas for their daily operations, this policy could force many of our members to either relocate interstate or shut down entirely,' he said. 'We're looking at the real possibility of vehicle parts, trailer manufacturing and other industry moving offshore permanently – taking Victorian jobs with them.' Victorian Trades Hall Council, Environment Victoria and the Victorian Council of Social Services have all made submissions supporting the plan. In March, VCOSS chief executive Juanita Pope said electric homes were better for people's health and that renters and low-income earners would need help to make the transition. 'Prioritising support for these households will mean that all Victorians can enjoy the health benefits and bill savings of electrification,' she said at the time. Loading Laundry Association of Australia chief executive Luke Simpkins said if the electrification program was implemented as proposed, it would eventually lead to higher costs. 'Everything will get passed through where possible,' he said. The debate comes as information provided by ExxonMobil to the Australian Energy Market Operator in April, as part of regular communication on the state of its assets, shows its Turrum Phase 3 project has revised its estimated capacity upwards. The project, which features a series of new Bass Strait wells, was announced in March, and the data shows it could now deliver 229 petajoules of gas over its lifetime starting from 2027, up from 137 petajoules originally expected. The numbers are preliminary and will require more work to determine precisely how much gas will be delivered from the project. But the upgrade raises the prospect that forecast shortages of gas in Victoria and New South Wales could be further delayed. When the project was announced, it factored into AEMO's calculations that pushed looming gas shortfalls back from 2025 to 2028. Energy and climate ministers have been meeting for months to map out a way to shore up supply in Australia, with discussions including giving AEMO the power to be a long-time buyer of gas through import terminals. AEMO's executive general manager of system design, Merryn York, said AEMO was waiting for further information on the Turrum project to see if it should update its advice for the national gas system. 'Additional information has been provided to AEMO's Gas Bulletin Board on gas reserves at the Turrum gas field, part of the Gippsland Basin Joint Venture (GBJV) between Esso Australia and Woodside Energy,' she said. 'We're awaiting on further analysis from both parties to determine when the additional reserves could be produced and the impact this may have on other GBJV fields and projects.' An Esso spokesperson said their anticipated production remained consistent with AEMO's road map. Loading 'Esso Australia regularly reviews remaining gas reserves and periodically updates the Australian Energy Market Operator of any material changes,' they said. 'While depletion of the Gippsland Basin is inevitable, projects like Turrum Phase 3 will ensure Bass Strait continues to produce gas for the domestic market past 2030.'
