
Viability in Doubt as Govt Weighs Relief

), is confronted with concerns about the
telecom operator
's financial viability in the absence of a waiver of its arrears on spectrum usage charges. The government has said it has no plan to convert more arrears into equity that would increase its stake in the company beyond the existing 49%.
Other options being considered, such as allowing Vi to pay the adjusted gross revenue-based arrears over 20 years, instead of the current six, may still not provide enough cash flows for sustaining company operations beyond 2028-29, said government officials. They added that various options were being explored.
These include 'extending the tenure of AGR payments from the scheduled six annual instalments of Rs 18,064 crore to over 20. But despite that, the long-term sustainability of the company remains in doubt,' one official said on condition of anonymity.
The Department of Telecommunications, based on the current and potential future financial situation of Vi, believes that if the company is required to pay the full Rs 18,064 crore instalment due by end-FY26, it would not have funds to meet the liability in FY27. Even if annual instalments are reduced to Rs 6,000-8,500 crore each by extending the payment period, it still would not bring any tangible benefits. In fact, given the telco's cash flows, it may not meet the liabilities beyond 2028-29.
In a worst case scenario, the payment tenure could be as long as 50-100 years, said a second official.
At the end of March, the carrier's cash and bank balance totalled Rs 9,930 crore.
Following a request from Vi, the government converted Rs 36,950 crore of spectrum arrears into equity in March, becoming the largest shareholder, with a 48.99% stake. These arrears were related to pre-2021 spectrum auctions.
Prior to the equity conversion, Vi shared its projections till 2030-31, which is the deadline mandated by the Supreme Court to pay the
AGR dues
. Since the government had given a four-year moratorium on payment of AGR and spectrum dues from FY22, Vi now needs to clear the entire arrears in six instalments, starting with the current fiscal year. Every year, the instalment has to be made by March 31.
'The company had shown its inability to meet the post-moratorium payment schedule of spectrum and AGR payments during various meetings with DoT,' said a third official. Vi's projected payment for FY26 was more than Rs 30,500 crore before the government converted part of the dues into equity.
'While the company can meet the liabilities in the current fiscal year, it won't be possible starting FY27 unless it manages over Rs 25,000 crore loans from banks and financial institutions,' said an analyst tracking the telecom sector.
Brokerage firm Motilal Oswal has cautioned that absence of a relief on the AGR dues and absence of a breakthrough on the company's efforts to raise funds through debt, could result in Vi facing an estimated annual cash shortfall of Rs 20,000 crore.
In Vi's January-March earnings report, auditor SR Batliboi & Associates cautioned that the operator's financial performance was hurt by its inability to generate cash flows that it needed to settle/refinance its liabilities as they fall due.
Vi reported a net loss of Rs 7,166 crore in January-March, wider than Rs 6,609 crore in October-December 2024. Its board has approved raising a further Rs 20,000 crore through equity or debt, for which the telco is in discussions with lenders.
The Rs 72,300-crore market cap company has seen its share price slide from nearly Rs 10 apiece in January to Rs 6.7 as of Friday.
'The group's ability to continue as a going concern is dependent on support from the DoT on the AGR matter, successfully arranging funding and generation of cash flow from its operations that it needs to settle its liabilities as they fall due,' the auditor said.

1% stamp duty hike likely to overcome Q1 property revenue shortfall
Bengaluru: Revenue shortfall from property registration in the first quarter of this fiscal has prompted the Karnataka govt to actively consider increasing stamp duty by 1%. The stamp duty was last revised in 2013. At present, the govt levies 5% stamp duty on the guidance value (minimum selling price of property fixed by the govt), 1% registration fee, 0.5% cess, and 0.1% surcharge. In all, property buyers pay 6.6% in cess and duty. They might end up 7.6% if the govt clears the hike proposal. Chief minister Siddaramaiah, who holds the finance portfolio, convened a meeting on June 18 to review the performance of the department of stamps & registration. Taking a serious note of the shortfall, he reportedly directed both finance and stamps & registration departments to take measures to improve revenues. Finance officials suggested upward revision in stamp duty. Sources said the CM will take a final call once there is consensus between revenue and S&R departments. Karnataka has the lowest stamp duty among its neighbours, barring Andhra Pradesh. Tamil Nadu levies 11% that includes stamp duty and registration fee, and Maharashtra imposes 7%. Underwhelming revenues from property registration have been a cause of concern, as it potentially implies a sluggish real estate sector. While Siddaramaiah fixed a target of Rs 26,000 crore for 2024-25, he was forced to downscale it to Rs 24,000 crore. But the department could collect only Rs 22,500 crore by the end of the year. This fiscal, the CM fixed a target of Rs 28,000 crore. Going by this, the department was to have collected Rs 7,000 crore on average in the first quarter that ends on June 30. It collected Rs 5,556 crore, logging a 35% shortfall. "The govt is obviously worried about the revenue shortfall, but a stamp-duty hike is not the solution. It should realise that the shortfall is mainly due to the ill-implementation of the policy mandating e-khata for registration and tech glitches in the Kaveri portal. The govt does well to rectify this instead of hiking stamp duty," said T Bhaskar Nagendrappa, state president of Credai (Real Estate Developers' Associations of India). He said the govt increased its guidance value by 39% in 2023, and any hike in stamp duty would make property purchase costlier and negatively impact the sector. "The irony is the govt decided to keep sub-registrar offices open on weekends. But what's the use if the portal is glitch-ridden and e-khatas are not issued," said one sub-registrar. A man in Abu Dhabi has been awarded AED 110,400 (approximately Rs 26 lakh) in unpaid wages, despite never having started work at the company that hired him. The decision came after a court ruled in the employee's favour, highlighting that the delay in his joining was entirely the employer's fault. Employee Signed Contract But Never Got to Work As per a report by Khaleej Times, the employee, whose identity has not been disclosed, signed a fixed-term employment contract with an Abu Dhabi-based company. The agreement promised a basic monthly salary of AED 7,200, with a total compensation package of AED 24,000. The contract covered the period from November 11, 2024, to April 7, 2025. However, despite this agreement, the individual was never actually permitted to begin work. Frustrated by repeated delays and the absence of any opportunity to start his job, the man eventually filed a lawsuit seeking his withheld salary for the contract period. Citing Federal Decree-Law No. (33) of 2021, the court underlined that employers are legally required to pay wages on time, following standards set by the Ministry of Human Resources and Emiratisation. It also referred to Article 912 of the Civil Transactions Law, which states that a worker's right to wages cannot be denied unless the employee has formally waived that right or acknowledged non-entitlement. CBI arrests government bank manager in Rs 183 crore fake bank guarantee scam
In a major financial fraud case involving forged bank guarantees worth Rs 183.21 crore, the Central Bureau of Investigation (CBI) has arrested two individuals, including a Senior Manager of Punjab National Bank (PNB), in connection with a scam involving an Indore-based company and the Madhya Pradesh Jal Nigam Limited (MPJNL).According to CBI, the Indore-based firm had secured three large irrigation projects worth Rs 974 crore in 2023 from MPJNL by submitting eight fake bank guarantees, purportedly issued by PNB. The MPJNL initially received forged confirmation emails that appeared to be from the official domain of PNB. These fraudulent communications falsely confirmed the authenticity of the bank guarantees, which subsequently led to MPJNL approving the a crackdown on June 19 and 20, the CBI conducted searches at 23 locations across five states, including New Delhi, West Bengal, Gujarat, Jharkhand, and Madhya Pradesh, following directives of the Madhya Pradesh High Court. The operation resulted in the arrest of two individuals from Kolkata, including a serving senior manager of Punjab National Bank. Both the accused were presented before a local court in Kolkata and have been granted transit remand. Preliminary findings suggest that a well-organised Kolkata-based syndicate has been actively engaged in fabricating and distributing fake bank guarantees to win lucrative government contracts across multiple sources confirmed that the investigation is still ongoing in the case.
