Former RC manager embezzled more than S$8,000 in payments made to Residents' Network, gets jail
SINGAPORE: A former Residents' Committee (RC) manager who took more than S$8,300 (US$6,500) in cash payments belonging to a Residents' Network was handed two months' jail on Tuesday (Jun 17).
Maslina Mohd Yusof would collect payments from participants of courses or events organised by the Residents' Network, or a balloon sculpting interest group, and pocketed a portion of the money. These events included a durian party, a flea market and a Children's Day carnival.
The 30-year-old Singaporean pleaded guilty to a charge of criminal breach of trust.
One charge of providing an unlicensed payment service in an unrelated incident was taken into consideration for sentencing.
Maslina was employed by the People's Association (PA) as an RC manager for Marine Terrace Haven RC on Aug 29, 2021.
In 2022 and 2023, her contract was renewed on a yearly basis and on Nov 21, 2022, she was transferred to Tampines Changkat Zone 2 Residents' Network in the same capacity. Residents' Networks were set up by PA in 2018 to promote greater social mixing among residents across all housing estates.
As RC manager, Maslina's responsibilities included managing the Residents' Network centre, ensuring that courses and events as well as an interest group were properly conducted and that payments to the Residents' Network she was minding were properly collected.
She was tasked with ensuring that cash payments were deposited into the bank account of the Residents' Network within seven days.
She also needed to put up statements of accounts for every project under the Residents' Network to which she was attached.
From March 2023, Maslina began misappropriating the money, using them for personal expenses when she faced financial challenges.
She would take a portion of the cash for her own needs. For example, for the Residents' Network's sole interest group, which was a balloon sculpting interest group, she would keep a portion of the money meant to buy balloons.
To avoid detection, she delayed depositing the money so that she could replenish it. She would then deposit the replenished amount after the seven-day deadline had lapsed. This would be treated as a late payment.
Between March 2023 and February 2024, she embezzled money on at least 11 occasions.
These were related to events such as a Chinese New Year Johor Bahru shopping tour, a Valentine's Day celebration, a block party, a durian party, flea markets and a visit to the Asian Civilisations Museum.
She also pocketed money collected from a course for phonics and reading, and from the balloon sculpting interest group.
In total, she misappropriated S$8,375 in cash.
Her offences were uncovered when a group constituency director's governance team, which had oversight of the Residents' Network, was notified about multiple late payments in 2023.
When the governance team asked Maslina about the late payments towards the end of 2023, she would give excuses that aroused the team's suspicions.
Further checks then revealed that around S$9,000 was unaccounted for in the records.
On Mar 14 last year, Maslina admitted to the misappropriated money when confronted. She made a restitution of S$391 on the same day.
PA later conducted an internal audit, which established that she embezzled S$8,375.
Maslina ceased her employment with PA on Aug 28, 2024.
She made a further restitution of S$7,984 last month.
Her lawyer Jared Lee from Regent Law said that his client was truly remorseful and cooperated with the authorities for investigations.
He added that Maslina, a first-time offender, is now a retail assistant.
She had been going through a stressful period in her life during the time of the offences, Mr Lee said, asking for two months' jail for his client.
The prosecution proposed a sentence of two to three months, considering how Maslina had been a public servant who had offended over 11 months.

Thrill factor, limited alternatives push some cyclists to enter trails in restricted areas
SINGAPORE: The sun was blazing down on Sunday (Jun 22) morning but Singapore's largest nature park was buzzing with life. The car park was close to full, with mountain bikes being lifted off vehicles and rapidly assembled, before their owners mounted them and whizzed off into the forest at Chestnut Nature Park. There are more than 10 official biking routes, and they appeared far more popular and more heavily utilised than the hiking routes, during the two hours that CNA visited. Along an 8.2km stretch, divided into two sections, are also entrances to other less official routes. One of these is Woodcutter's Trail, in a restricted area where the public is forbidden from entering. Media reports have suggested that this could be where a man suffered a gunshot wound last week, while cycling near Nee Soon Range where the Singapore Armed Forces (SAF) was conducting a live-firing activity. The 42-year-old cyclist was taken to hospital by his friends. He was in a stable condition after surgery to remove a bullet slug lodged in his left lower back. Police said the man had been cycling with friends in a forested area of the Central Catchment Nature Reserve between Upper Seletar Reservoir and Upper Peirce Reservoir. "The public is not allowed to access that particular area, which has signage warning against unauthorised entry into a live-firing area," the police said. Authorities later said on Wednesday that the cyclist was now under investigation for wilful trespass. "ALL ABOUT PERSONAL RESPONSIBILITY" Those who spoke to CNA on Sunday said it was not uncommon for cyclist to enter restricted areas within the Central Catchment Nature Reserve. "I'm not surprised because there are some illegal trails that people would go on," said Mr Mike Jayona. "The (trail on the) inside is more challenging ... for more thrill-seekers, and (those) looking for that rush." CNA understands Woodcutter's Trail is in particular is known for its mix of undulating, rough and undisturbed terrain which appeals to some bikers. Another cyclist, who requested to remain anonymous, said: "At the end of the day, it's all about personal responsibility, and also a bit of common sense. If you hear that live firing is going on, and they still decide to venture in, then they have to pay for the consequence." While official trails were teeming with cyclists on Sunday, CNA did not observe any bikers or hikers ignoring the prominent red and yellow signs warning of live firing areas along the Chestnut North Loop. Chestnut is one of four parks offering mountain bike trails in land-scarce Singapore. The others are Kent Ridge Park, Dairy Farm Nature Park and Bukit Timah Nature Reserve. Offshore Pulau Ubin also has a mountain bike park. The anonymous cyclist told CNA it would help for the National Parks Board (NParks) to design some of its more challenging trails - such as the Bukit Timah Mountain Bike Trail - to be more "user-friendly". "If BT (Bukit Timah) is safer, then I guess more people won't be tempted to go on other illegal trails because in terms of thrill factor, BT is also quite challenging," he said, citing the limited number of trails for beginners. On the mainland, Chestnut Nature Park appears to be the only venue offering a beginner-level trail. "It doesn't make sense for you to take a drop or a jump and land into a pile of rocks," the cyclist added. "At the end of the day, we are not idiots and we are not people who want to break the law ... But it's getting very limited in terms of the available trails and it's also very crowded." Another cyclist who only wanted to be known as Barry also added that he now avoids Bukit Timah Mountain Bike trail because it gets "very, very" congested on weekends. But he said that opening up more trails would not completely stop people from venturing off the beaten path, he added. "If you ask me, I'd say yes it would help. But will it deter people from going into unmarked trails? No.

Certis auxiliary police officer, 47, dies after collapsing during NDP rehearsal at Padang
SINGAPORE: A 47-year-old Certis auxiliary police officer has died after collapsing during a National Day Parade (NDP) rehearsal at the Padang on Saturday (Jun 21). The man, was part of the OneChangi contingent for the Parade and Ceremony segment. He collapsed at 11.23am at the end of a component rehearsal, the Ministry of Defence (MINDEF) and Changi Airport Group (CAG) said in a joint media release. "He was immediately evacuated to the on-site medical post and arrived at 11.26am, where he was attended by the duty medical officer. Cardiopulmonary resuscitation was administered immediately," they added. The man remained unresponsive and was transferred to a standby Singapore Armed Forces ambulance at 11.42am. "Resuscitation efforts continued en route to hospital", said MINDEF and CAG. He arrived at Singapore General Hospital at 11.57am and was pronounced dead at 12.19pm. Certis confirmed in a statement that the man was one of its employees. CNA understands that he worked at Changi Airport. "We are currently working closely with MINDEF and Changi Airport Group to further provide the officer's family with the necessary support and assistance," Certis spokesperson Robin Goh said in response to CNA's queries. "Our thoughts and heartfelt condolences are with the officer's family and loved ones during this difficult time." The OneChangi contingent is made up of nine companies, including Certis and CAG. It is among the 18 civilian contingents participating in the NDP, which will be held on Aug 9 to mark Singapore's 60th birthday.
