Chhattisgarh cabinet gives nod to amend rules to appoint kin of cops martyred in Naxal violence
Raipur, The Chhattisgarh cabinet on Wednesday gave its approval to amend rules for appointing on compassionate grounds the family members of the police personnel killed in Naxal violence in the state.
This decision was taken during a meeting of the state cabinet chaired by Chief Minister Vishnu Deo Sai here.
"Keeping in view the supreme sacrifice of the martyred police personnel, the cabinet has decided to amend Clause 13 of the Unified Revised Instructions-2013 issued for compassionate appointment, following which in case of police personnel martyred in Naxalite violence, any eligible member of their family can be given compassionate appointment in any other department, other than the police department, in any district or division of the state, on the basis of option," an official release said.
Earlier, there was a system of making compassionate appointments, as far as possible, in the same department or office in which the deceased government servant was working before his death, it said.
This development comes after Akash Rao Girepunje, Additional Superintendent of Police, Konta division in Sukma district, lost his life in a Naxalite-planted IED blast on June 9.
The cabinet also decided to provide scholarships and stipends from the state funds to students belonging to Dihari Korwa, Baghel Kshatriya, Sansari Oraon and Pabiya, Pavia, Paviya communities at par with Scheduled Tribes and students of Domra caste at par with Scheduled Caste, it said.
The students of these communities were deprived of these facilities as they were not included in the list of Scheduled Tribes and Scheduled Castes due to some technical reasons, it said.
The students of these communities will also be provided the facility of admission in hostels-ashrams under the approved seats, it said.
The cabinet also gave a nod to draft notification for setting up "State Mineral Exploration Trust" for systematic exploration, prospecting and development of infrastructure for minor minerals in Chhattisgarh, it said.
In Jashpur district , women self-help groups are engaged in the production of traditional products like herbal and Mahua tea under the brand name 'JashPure'. The cabinet approved a proposal to transfer this brand to the state government or CSIDC to provide a wider market for these products and promote marketing, it said.

Raipur: The dense, rain-soaked forests of Bastar, once a safe haven for Naxal insurgents during the monsoon, are no longer unmarked by the boots of security forces, say officials. Tired of too many ads? go ad free now This year, in a strategic pivot, anti-Naxal operations have gone into Monsoon Mode, with Forward Operating Bases (FOBs), drone surveillance, and night-vision technology powering an unrelenting campaign against Left-Wing Extremism (LWE). Traditionally, the monsoon offered natural cover to Maoist groups, who capitalized on treacherous terrain and flooded streams to avoid detection. But in the past couple of years, things have changed, say officials. CRPF's elite CoBRA units, DRG (District Reserve Guard), and the STF (Special Task Force) are now better equipped, both tactically and technologically and intel-wise, to navigate the jungle even during the harshest spells. "We're not letting up," said Bastar IG P Sundarraj, asserting that rainfall won't hinder operations. "Monsoon is no longer a lull season, it's now a high-opportunity window for us." Govt's broader LWE eradication timeline aims to dismantle the Naxal presence by March 2026. The monsoon, earlier considered an obstacle, is now a deliberate part of the strategy. Security forces have marked success in recent joint operations in Indravati National Park and the Bijapur-Narayanpur axis, where multiple senior Maoist leaders were neutralized in early June. Maoists traditionally rely on low-intensity guerrilla warfare, exploiting the terrain to strike and retreat. But with intelligence-based tracking, surveillance grids, and constant FOB patrols, their movements are increasingly being monitored and disrupted. Officials say night-vision-enabled reconnaissance and drone surveillance have offered real-time intelligence in zero-visibility conditions during an operation of more than a day. And lastly, mini-surgical operations, swift, localized strikes based on precision inputs rather than large battalion movements have allowed forces to make in-roads. Each base is equipped with logistics, medical support, and supply chains, ensuring sustained deployment even in areas cut off by swollen rivers or landslides. "The psychological pressure is now reversed," a senior CRPF officer revealed. "Earlier, we avoided deep jungles in the rains. Now it's the Naxals who must stay on the run." Recently, speaking to the press, CM Sai affirmed full state support for the intensified operations. "This is a fight we must win, and every season is a battlefront. Our forces are empowered, and the state is with them, come rain or storm," he said. What once was an off-season has become an opportunity. With year-round readiness and advanced technology, Operation Monsoon is redefining counterinsurgency in Bastar, an officer said. The message is loud and clear, "The war against Naxalism in Bastar no longer takes a weather break." Speaking to TOI, Bastar range inspector general of police P Sundarraj said, "In the last couple of operational seasons, we have witnessed some very encouraging outcomes in our ongoing operations against Left-Wing Extremist (LWE) elements across the Bastar Range. " "Thanks to the consistent efforts of our security forces, supported by accurate intelligence inputs and the strong cooperation of local communities, we've been able to neutralize several senior hardcore Maoist cadres including CPI Maoist General Secretary Basavaraju, recover weapons and ammunition, and dismantle key Maoist hideouts. These achievements are the result of improved coordination between the State Police, Central Armed Police Forces, and the civil administration," he said. As we enter into the 2025 monsoon season, which often poses operational challenges, we are fully geared up to continue the momentum. Our teams will carry out focused, intelligence-driven, area-specific operations with the same dedication, IG said. Community engagement, stepped-up vigilance, and outreach efforts in vulnerable areas will remain central to our strategy this season, the IG added. Bastar range IG P Sundarraj further said that in the last monsoon, 28 encounters took place between security forces and Maoists, in which 66 Naxal bodies were recovered along with 100 weapons, besides, arrest of 316. About 349 had surrendered and 76 IED recovered.

Chhattisgarh CM Vishnu Deo Sai announces bus service scheme for remote areas
Jashpur (Chhattisgarh) [India] June 21 (ANI): Chhattisgarh Chief Minister Vishnu Deo Sai has announced the launch of the Chief Minister Bus Service Scheme on Saturday. The Chief Minister emphasised that the state government has made provisions for the bus service scheme in the budget and has instructed collectors in every district, especially in Bastar and Sarguja divisions, to identify routes that require bus services. The scheme will focus on routes where there is a demand but no existing bus services. Addressing the reporters, CM Vishnu Deo Sai said, 'Chief Minister Bus Service Scheme has been started and its provision has also been made in the budget and in every district, and especially in Bastar and Sarguja divisions, we have instructed the collectors to choose such routes where there is movement of people but there is no bus operation... CM Sai also said that the government will compensate for the losses incurred by operating buses on these routes, similar to how the government supports flights on this route (Raipur to Jagdalpur) with low passenger. 'The government will compensate for this. The Prime Minister said that even a person wearing slippers will travel by air, so just like a flight is running from Raipur to Sarguja, similarly, a flight is also running from Raipur to Jagdalpur. There are not many passengers there, so the government compensates for this. So we will do the same for buses as well.', CM Sai stated. Earlier, in a significant push for development in the Bastar region, the Chhattisgarh government announced the revival of the Bodhghat irrigation project under the leadership of Chief Minister Vishnu Deo Sai. The project, planned on the Indravati River in Dantewada district, aims to provide permanent irrigation and generate electricity for the rural areas of Dantewada, Bijapur, and Sukma districts. The ambitious project, which will come up at an estimated cost of around Rs 49,000 crore, is expected to transform agricultural prospects and boost economic activity across the region. Speaking to ANI, Bhairamgarh Sub-Divisional Officer (SDO) Pradeep Kumar Dongre said, 'Restarting this scheme will be a welcome step because it will irrigate about 3.5 lakh hectares in Sukma, Bijapur, and Dantewada district and produce electricity.' 'If a farmer's land, house, or agricultural area comes in the submergence area, the government will compensate for it... Therefore, the farmers should not oppose this scheme because it will be a big scheme for Chhattisgarh,' he added. Local businessman Narendra Nag highlighted the potential benefits for the regional economy. He told ANI, '... This could be a good initiative if the government implements this project honestly. This will provide electricity to the entire region, employment will increase, there is also a plan for fisheries, and the area under irrigation will increase... Local citizens and businessmen will also benefit from this...' Foremost priority is to ensure forest lease holders receive entitlements: Chhattisgarh CM
Even as joint security forces continue operations across several States to meet Union Home Minister Amit Shah's resolve on a 'Naxal-Mukt Bharat' by March 2026, Chhattisgarh Chief Minister Vishnu Deo Sai said that his government's 'foremost priority is to ensure that every forest land lease holding family received their rightful entitlements'. An official told The Hindu that this flows from the government's thinking that 'there is a clear correlation between FRA (Forest Rights Act) enforcement and reduced Naxal activity'. The Forest Rights Act, 2006, recognises and vests forest rights with Scheduled Tribes and forest-dwelling communities. 'The approach is holistic, combining rights recognition, economic empowerment, and security measures to strengthen tribal self-governance and counter extremism,' the official said, adding, 'Reports from the ground indicate that in districts with robust FRA implementation, Naxal recruitment has dropped. Gram Sabhas now resolve many local disputes without Maoist interference, showcasing the positive impact of tribal self-governance.' In response to questions on FRA implementation in the Bharatiya Janata Party (BJP)-ruled State, the Chief Minister told The Hindu that his government had streamlined the 'fauti naamantaran' — the process of transferring ownership of land after the death of the leaseholder as well, 'so that legal heirs face no hurdles'. 'By simplifying and streamlining the process of 'fauti naamantaran', we have made sure that after the demise of a lease holder, their legal heirs face no hurdles in claiming their rightful ownership,' Mr. Sai said. 'It has boosted the confidence of our rural and tribal communities and strengthened their trust in the government,' the CM said. This thinking is also reflected in the State government's 2025 policy for the surrender and rehabilitation of Naxals and victims of violence, which has provisions to give land titles, financial aid, and livelihood assistance to surrendered Naxals and victims, the State government official further said. 'By recognising land and forest rights, the government has addressed long-standing tribal grievances, which Naxals previously exploited for recruitment. In conflict-prone areas such as Abujhmad, granting habitat rights has strengthened trust between tribal communities and the administration,' the official said. The State government has especially focused on granting community rights titles under the FRA, data showed, with officials adding that Chhattisgarh had been granted over 4,300 Community Forest Resource Rights (CFRR) titles in the past 1.5 years. Public data from FRA implementation further showed that while, as of 2018, individual rights titles under the FRA were more than twice the number of community titles granted, the dataset for the last one year showed community titles outnumbering individual titles. This comes in the backdrop of the Union government trying to give a fresh push to the implementation of the FRA across the country by funding the setting up of over 300 FRA cells to facilitate the law's implementation. This effort is the first time the Union government is setting up mechanisms to help in the implementation of the law, which was hitherto largely in the domain of State governments.
