Fazlur Rehman announces nationwide protests against child marriage bill

Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman announced nationwide protest against proposed legislation restricting underage marriages, calling the bill contrary to Islamic teachings and an attack on Pakistan's religious identity.
Speaking at a press conference in Peshawar on Saturday, Fazl claimed the law is being shaped under foreign influence. 'Pakistan's identity is Islam, and that identity is under threat,' he said.
He accused the government of drafting legislation based on recommendations from the International Monetary Fund (IMF) and United Nations resolutions, rather than Islamic principles. 'The UN's stance is being used to pass laws against early-age marriages. The President is also refusing to sign the religious seminaries bill,' he added.
Fazl criticised what he described as legislation in violation of the Quran and Sunnah. 'Democracy is losing its case, and such actions are empowering the narratives of armed groups,' he warned.
The JUI-F leader alleged that past legal reforms, including those under former military ruler Pervez Musharraf, had targeted religious values. 'The bottom line is that hurdles are being placed in the way of legitimate marriage while ease is being created for fornication,' he said, adding that the Council of Islamic Ideology had already rejected the proposed child marriage law.

Declaring a nationwide protest against the bill, Fazl said, 'We will present our viewpoint to the world.'
Commenting on geopolitical matters, he claimed the world had entered a new Cold War era. 'Asia, under China's leadership, is emerging as a new economic power. After 9/11, we spoke of a global revolution. Now we are in a new phase,' he said.
Fazl also took aim at India, stating that 'Modi's foolishness has pushed the region towards war' and that initial hopes for peaceful conflict resolution between Pakistan and India had diminished.
In a lighter moment, he took a swipe at the Pakistan Peoples Party (PPP), saying, 'I'm reminded of a joke—PPP is protesting against PTI because they've broken even the corruption records of the People's Party.'
On regional cooperation, he noted the importance of ties with Afghanistan and suggested that extending the China-Pakistan Economic Corridor (CPEC) to Afghanistan and other countries would be a positive development.
What is Child Marriage Bill?
President Asif Ali Zardari on Friday signed the Islamabad Capital Territory Child Marriage Restraint Bill 2025 into law, setting the minimum age for marriage at 18 years in the federal capital. The new legislation criminalises the solemnisation of marriages where either the boy or girl is underage.
Under the law, no Nikah khuwan (marriage officiant) may conduct a marriage involving minors, with violations punishable by up to one year in prison and a fine of Rs100,000.
Additionally, a man over 18 who marries an underage girl may face up to three years of rigorous imprisonment. The bill also empowers courts to intervene if informed of an underage marriage, including protecting the identity of those reporting such cases.
The bill was initially introduced in the National Assembly by PPP MNA Sharmila Faruqui and later presented in the Senate by Senator Sherry Rehman. However, the legislation faced opposition from the CII, which declared the bill contrary to Islamic principles.
The CII, in its advisory response, objected to the bill by arguing that Islamic jurisprudence permits the marriage of girls once they attain puberty, regardless of age. The council maintains that setting a fixed minimum age of 18 for marriage contradicts certain religious interpretations and therefore should not be made legally binding.

K-P budget to be approved only after Imran's nod, says CM's aide
Khyber-Pakhtunkhwa Chief Minister's Advisor on Information Barrister Dr Saif has said that the provincial budget will not be approved without consultation with Patron-in-Chief Imran Khan. He noted that people voted for the vision of the Patron-in-Chief therefore all key decisions, including the budget, should reflect the public mandate. Speaking to the media, Dr Saif warned that people would not tolerate any disrespect to their democratic mandate. He further cautioned that any attempt to impose an emergency in the province would be short-lived, adding, "A fake government will not survive even a day." The advisor clarified that the authority to dissolve the provincial assembly rested with the Chief Minister, who could exercise it at his discretion. K-P is the only province where a genuine government has been formed based on Form 45. In contrast, the federal and other provincial governments rely on Form 47 - which is based on a "false foundation" and can be toppled with the slightest push, said the K-P CM aide. He reiterated that the people of K-P voted for the ideology of Imran Khan thus all significant decisions must be made in consultation with him. He urged the federal government to refrain from "petty tactics". He accused the federal government of relentlessly trying to undermine the K-P government, adding that the people of the province were being punished for supporting the Patron-in-Chief. "Khyber-Pakhtunkhwa is a vital unit of the federation, and weakening it is tantamount to weakening Pakistan itself," said Saif. He warned that any conspiracy against the province would have serious repercussions. Under the vision of the Patron-in-Chief and the leadership of Chief Minister Ali Amin Gandapur, the province is witnessing rapid development, which is hard to digest by the federal government. He termed K-P a stronghold of Pakistan Tehreek-e-Insaf (PTI), adding the movement for the release of the Patron-in-Chief will gain full momentum from the province. He alleged that false cases had been registered to confine the Patron-in-Chief, but assured that all such fabricated cases would soon be dismissed.

JI demands fair share for Karachi in provincial budget
KARACHI: Jamaat-e-Islami (JI) Karachi staged a large protest march on Saturday, demanding a fair share for Karachi in the provincial budget, early completion of the K-4 water supply project, and an end to what it called chronic injustices against the city. The rally, which began from Khizra Masjid and ended at the Sindh Assembly building, saw participation from people across the city. Protesters carried banners and chanted slogans criticizing the Sindh government and its allies for ignoring Karachi's basic needs. Addressing the crowd, JI Karachi Chief Munem Zafar Khan accused the ruling PPP and MQM of presenting an 'anti-Karachi' budget and sidelining the city in development planning. He said Karachi suffers from a worsening water crisis, crumbling infrastructure, lack of public transport, and power outages. 'Karachi contributes the most to the national and provincial economy but gets nothing in return,' Munem Zafar said, demanding at least Rs500 billion to address the city's pressing issues. He stressed the need for 10,000 buses and the revival of the Karachi Circular Railway to ease public transport problems. He criticized the under funding of the K-4 water project, saying only Rs3.2 billion was allocated against a Wapda requirement of Rs40 billion. 'Karachi paid Rs3,000 billion in taxes, but the government can't spare Rs40 billion for water?' he questioned. Munem Zafar also condemned what he called 'rigged' elections and political manipulation in the mayoral race, blaming both PPP and MQM as 'products of Form 47' — a reference to election results he claimed was tampered with. Highlighting stalled infrastructure projects, he pointed to delays and rising costs in the Red Line BRT and KDA underpass schemes, saying they had caused both human and financial losses. He also slammed recent traffic and transport policies, including the ban on four-seater rickshaws and higher penalties for motorbike riders, calling them 'illogical and unfair.'
