Justice Battu Devanand made it clear that any future violation of this directive would necessarily invite the initiation of proceedings against the officers concerned under the Contempt of Courts Act, 1971, read with Article 215 of the Constitution.
The court was hearing a petition filed by M Senthil Kumar, a head constable at Austinpatti police station in Madurai district. He stated that GOs were passed in 2021 and 2022, sanctioning one-day weekly off for police personnel, but they were not implemented.
Hence, he moved court.
The state submitted that the petitioner is raising the grievances of other police personnel for their benefit and, as such, the present petition should be treated as a petition filed as public interest litigation.
However, justice Battu Devanand noted that the petitioner was denied a weekly off on several occasions contrary to the GOs. The petitioner attempted to demonstrate the difficulties faced by all police personnel.
Therefore, it cannot be construed that the petitioner filed this petition as public interest litigation.
"There is no association for police personnel working in the state of Tamil Nadu to enable them to represent their grievances to the state govt or the concerned authorities. It is also an admitted fact that in neighbouring states, police personnel have their associations. In such a factual situation, the authorities cannot expect that every police personnel has to approach the court by filing separate petitions seeking to extend the benefit of a weekly off provided by the state govt by amending the police standing orders.

Under such circumstances, filing this petition to bring the difficulties of the petitioner himself before the court and at the same time his attempt to bring the difficulties of all the police personnel working in the state cannot be faulted," the judge observed.
The judge observed that the aim and objective behind the announcement made by the Tamil Nadu chief minister (CM) to grant a weekly off to police personnel is to take care of their health condition and it would be helpful for them to spend some time with their family members to come out from work tension and stress.
The decision of the CM is very much laudable.
"But the GOs issued based on the announcement of the CM are not being implemented effectively and properly. Due to the inaction of the authorities, the aim and object for amending police standing orders for a weekly off is being defeated and police personnel are not able to enjoy the fruits of the policy decision of the state govt," the judge observed.
The petitioner only seeks the effective and proper implementation of the orders issued by the govt to extend the benefit of a weekly off to the police personnel.
The request made by the petitioner is reasonable, and he is entitled to relief, the judge observed.

Two Dalit men forced to eat grass on cattle smuggling charge, Rahul Gandhi demands action
BERHAMPUR: Leader of Opposition in Lok Sabha and senior Congress leader Rahul Gandhi on Monday demanded strong action against those who forced two dalit youths to walk on knees, eat grass and drink dirty water in a village of Ganjam district on Sunday. The two were brutally tortured, half tonsured, forced to eat grass and drink drain water after being falsely accused of cattle smuggling. The shocking incident took place in broad daylight at Kharigumma village under Dharakote block on Sunday. Stating that the incident is not only inhuman, the Congress leader said that it is a mirror for those who say caste is no longer an issue. 'Every incident that trample the dignity of dalits is an attack on Baba Saheb's constitution and a conspiracy against equality, justice and humanity,' he added. Such incidents are becoming common in BJP-ruled states. Atrocities against SC, ST and women have increased worrisome manner especially in Odisha. 'The culprits should be arrested and severely punished. The country will run by the Constitution, not by Manusmriti,' he added. Sources said the victims, Bulu Nayak (52) and Babul Nayak (43) of Singipur, purchased a cow and two calves from Haripur as part of dowry arrangement of a family's marriage ceremony and were bringing the cattle to their village on a cargo auto-rickshaw.

SC to frame guidelines on OBC certificates for children of single mothers
New Delhi, June 23 (UNI) The Supreme Court on Monday expressed its intent to lay down guidelines for issuing OBC (Other Backwards Classes) certificates to children of single mothers, allowing the use of the mother's caste certificate without requiring documents from the paternal side. A bench comprising Justices KV Viswanathan and N Kotiswar Singh heard the matter and scheduled it for final hearing on July 22. 'The present petition raises an important issue about the issuance of OBC certificate to children of a single mother where the mother belongs to the OBC category,' the bench noted in its order. The petitioner contends that existing guidelines unjustly require an OBC certificate from a paternal blood relative, father, grandfather, or uncle thereby excluding single mothers such as widows, divorcees, or adoptive mothers from securing rightful benefits for their children. Justice Viswanathan remarked during the hearing, 'Say there's a divorced mother, why should she be going after the father?', indicating the need to address systemic barriers faced by single mothers. The Supreme Court had earlier issued notice on the petition in February 2025, seeking responses from the Delhi government, Union of India, and Union Territories. On Monday, Additional Solicitor General Sanjay Jain cited the Rameshbhai Dabhai Naika v. State of Gujarat (2012) judgment, where the Court ruled that caste identity in inter-caste marriages should be assessed based on upbringing and social environment rather than mere paternal lineage. Justice Viswanathan emphasised that similar principles must be extended to OBC cases. 'They have resolved it for SC/ST if the child is brought up in the mother's surroundings, benefits cannot be denied. That logic should apply here, too,' he said, while also affirming that the concept of creamy layer based on income would continue to apply. The petitioner, a retired MCD teacher, argued that the current rules violate Articles 14 and 21 of the Constitution by discriminating against single mothers from OBC communities. In contrast, she pointed out that children of single mothers from Scheduled Castes and Scheduled Tribes already benefit from more inclusive criteria. The Court allowed states that wish to submit their stance to do so before the next hearing. Justice Viswanathan reiterated that the final guidelines would address complexities arising out of inter-caste marriages and social realities faced by single mothers.

BJP organises event to observe 50 years of Emergency
Pic: The BJP organised a special programme in Belagavi on Monday on the completion of 50 years since the imposition of the Emergency in the country Belagavi: BJP organised a special programme on Monday to observe 50 years since the imposition of Emergency. Tired of too many ads? go ad free now MP Jagadish Shettar, MLC CT Ravi, and MLA Abhay Patil spoke at the programme. Ravi said that 50 years ago, there were attempts to move away from democratic values by imposing a state of Emergency, which was declared for selfish reasons, to weaken the rights of the people, to control the judiciary, to take away the freedom of the Press, and for the suppression of human rights. "The Constitution reached a comatose state under the Congress dictatorship," he said, adding: "Those who massacred the Constitution shouldn't speak about it. Congress leader Mallikarjun Kharge did not raise his voice then. It was Jan Sangh, RSS, and BJP who did it." Shettar said the imposition of Emergency in India was an act of insulting the Constitution. More than 10 dignitaries who were imprisoned during the Emergency were honoured on the occasion. The programme was conducted to create awareness among the people by reviving the 'dark history' of Congress.
