Ramasamy: Mandor system should not be blamed but those behind the system of subservience
THE Malaysian Indian People's Party (MIPP) deputy president S. Subramaniam has suggested that the Prime Minister Datuk Seri Anwar Ibrahim heads the Indian Community Action Committee (ICAC) rather than appointing Indian mandor from PKR or the Pakatan Harapan (PH)-led coalition.
Editor's Note: On Monday (June 16), a source told Malaysiakini that Deputy Entrepreneur Development and Cooperatives Minister Datuk Seri R. Ramanan would be appointed chair of a newly formed committee to look into the interest of Malaysian Indians.
The mandor system was used by British planters during the colonial period in which Indians mandor or supervisor were appointed to manage the labour affairs.
The mandor might be a South Indian Tamil but he took instructions from the white managers in managing labour affairs in the plantations.
Unlike the Chinese kepala who had the material interest of Chinese labour, the Indian mandor functioned on behalf of the plantation bosses.
My book on plantation labour describes in detail that Chinese contract labourers earned higher wages than Indian labourers because the former who operated under the kepala system provided better material incentives than the mandor system.
'Blame non-Indians elites'
The political relevance of the analogy of mandor system was first used by the HINDRAF (Hindu Rights Action Force) leaders to describe and belittle Indian leaders who functioned on behalf of the Chinese and Malay leaders in DAP and PKR.
The use of the mandor analogy is to show that Indian leaders in the PH-led coalition have no real power but are subservient to the non-Indian leaders.
Subramaniam might be making a valid point by saying that Indian leaders in the government have no real power as it is being wielded by the Chinese and Malay leaders.
However, I differ from Subramaniam on the point of Anwar himself heading the ICAC to channel financial benefits to the Indian community.
While Subramaniam blames the Indian mandor, he has discounted the notion that the mandor phenomenon in the government is the consequence of the government adhering to the racist majoritarian policies.
In other words, the Indian mandor is not the real problem but those non-Indian elite who manipulate the subservience of these leaders for their particular interests.
Even if Indian leaders or mandor are not appointed, the result will be no different. It must be remembered that the crux of the problem is not the mandor system but those non-Indian leaders in power who make use of Indian leaders to camouflage the majoritarian racial and religious system for political expediency.
Political camouflage
Indian leaders or mandor are used by the non-Indian elite to impress upon the community of the existence of Indian representation. However, such a projection is nothing but a political farce.
Unfortunately, this Indian representation in the form of Indian leaders playing second fiddle to non-Indian leaders does not augur well for the economic and political well-being of the Indian community.
The pliant Indian leaders in the ruling coalition are a disgrace and humiliation to the Indian community that has immensely contributed to the nation in blood, sweat and tears.
This is the reason why the Malaysian Rights Party (Urimai) makes it a point to chart an independent political course for the Indian community without being entrapped by the vicious mandor system that prioritises the interest of the elite of the majoritarian community at the expense of ordinary Indians and others in the country.
At the core of the political struggle of Urimai is that Indians should be led by Indian leaders who are in a position to articulate the broader concerns of the community.
Urimai definitely does not want to exchange one form of domination to another form. Urimai is open to coalition building but such an effort will be predicated on independence, integrity and dignity.
It is not enough to decipher the vicious nature of the political system that has parallels with how plantation labour was controlled and exploited under the mandor system.
The present Indian mandor leaders are no different from their earlier counterparts but serve different masters under different political circumstances. – June 20, 2025

KUCHING (June 20): The Sarawak United Association of Private Chinese Secondary School Management Board (Sha Dong Zong) received an RM10 million grant from the Sarawak government today. The annual funding is for the 14 Chinese independent secondary schools in the state. Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg presented the cheque to association board members here today. Association chairman Temenggong Dato Vincent Lau Lee Ming pointed out Chinese independent secondary schools have received such grants annually since 2014, when the late Pehin Sri Adenan Satem was chief minister. The initial RM3 million grant increased yearly until five years ago when the association started to receive RM10 million each year. 'Over the past decade, the total cumulative funding has reached RM92 million. This long-term commitment has significantly alleviated the financial burden on school boards and provided a stable foundation for the sustainable development of all 14 Chinese independent secondary schools across Sarawak,' he said. Lau pointed out that the schools depended very much on public donations as they do not come under the Education Ministry. He thanked Abang Johari and the Sarawak government for their steadfast support. 'The continued allocation reflects the government's strong recognition of and commitment to the multi-stream education system in Sarawak, and serves as a testament to the enduring contributions and academic achievements of the Chinese independent school sector,' he stressed. 'In Chinese tradition, it is often said: 'To govern the nation well, one must first cultivate talent; and to cultivate talent, education must come first.' The Premier reaffirmed that enhancing the quality of local education remains a central pillar in Sarawak's strategic vision to become a high-income region by 2030.' Lau noted that the recently announced '2026 Free Higher Education Scheme for Outstanding Students' will also cover Unified Examination Certificate (UEC) candidates, reinforcing the Sarawak government's policy direction of nurturing home-grown talent. In alignment with the Premier's 'Third Language Policy', he said Chinese independent schools will continue to enhance their trilingual education model of Mandarin, Malay, and English, while actively advancing Science, Technology, Engineering, and Mathematics (STEM) education. Among those present were Deputy Premier Datuk Amar Dr Sim Kui Hian and Sha Dong Zong deputy chairman Datuk Richard Wee.

POLITICS PASIR PUTEH, June 20 (Bernama) -- The new appointments to fill the two vacant Cabinet posts left by PKR leaders, Datuk Seri Rafizi Ramli and Nik Nazmi Nik Ahmad, fall entirely under the jurisdiction of Prime Minister Datuk Seri Anwar Ibrahim, according to his Senior Political Secretary, Datuk Seri Shamsul Iskandar Mohd Akin. Speaking to reporters after officiating the 68th Annual General Meeting of the Parent-Teacher Association of Sekolah Menengah Kebangsaan Kamil here, Shamsul Iskandar said that decisions regarding Cabinet composition are solely the Prime Minister's prerogative. 'All decisions regarding the Cabinet rest with the Prime Minister. We must give him the necessary space and time to assemble the most effective line-up to continue governing the country, and that decision must be respected,' he said. Commenting further on Rafizi's decision not to return to Cabinet, Shamsul said the former Economy Minister's choice should be accepted by all quarters. 'I believe Rafizi's decision must be respected. If he has made up his mind, that's his right,' he said. On the status of Nik Nazmi as Minister of Natural Resources and Environmental Sustainability, Shamsul Iskandar clarified that Nik Nazmi is currently on leave. 'Let's wait. He is still on leave and we'll see how things develop,' he added. On May 28, Anwar said that he had received official letters from both Rafizi and Nik Nazmi requesting leave and to step down from their Cabinet posts, effective June 17 and July 4, respectively, following their defeat in the recent party polls. Rafizi failed to defend his seat as PKR deputy president after losing the contest to Nurul Izzah Anwar, while Nik Nazmi lost the election for the post of vice-president.

Chow: Let cops investigate, Penang not linked to MBI investment scam
GEORGE TOWN: The Penang government will leave it to the police to probe the investment scam by the now-defunct MBI International Group, that preyed mainly on Chinese nationals Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed that enforcement efforts were talked about by Prime Minister Datuk Seri Anwar Ibrahim and Chinese President Xi Jinping during Xi's visit in April. Investigators are currently pursuing leads that monies raised by MBI allegedly helped finance purchases of state government land for large development projects, ventures that have been key to Penang's robust economic growth over the last decade. Chief Minister Chow Kon Yeow said it was the responsibility of the police to investigate and charge. "Let the police investigate, and if there is a case, then prosecute. "On the state government's part, we will continue with our development projects and plans," he told the New Straits Times. Previously, Chow said the state government would leave it to Bukit Aman to investigate the money trail of the now-defunct MBI pyramid scheme. He said that his administration had nothing to do with the matter. Chow added that they had not been called in to assist in the investigation. Several Tan Sris and a Datuk Seri had been arrested to assist investigations into the matter since April. More than RM3.5 billion worth of assets — including a hotel, durian farms, luxury vehicles, watches, and bank accounts — had been seized and frozen. The MBI Group International was founded by Tedy Teow, a businessman dubbed "Jho Low 2."
