New A*Star platforms for semicon R&D will help Singapore companies tap growth opportunities
[SINGAPORE] To stay competitive in the growing semiconductor market, Singapore is deepening innovation with two new research and development (R&D) platforms, said Second Minister for Trade and Industry Tan See Leng on Tuesday (May 20).
Set up by the Agency for Science, Technology and Research (A*Star), these are part of efforts to partner the industry to 'prepare for future growth', said Dr Tan at the opening ceremony of Semicon Southeast Asia 2025.
The global semiconductor industry is in the eye of a global trade storm, with export restrictions and the threat of upcoming tariffs, noted Dr Tan. Companies are worried about implications for demand and supply disruptions, with some putting investment decisions on hold.
Yet the semiconductor industry is resilient, and should be able to adapt and maintain 'long-term prospects for growth', he added.
This will be fuelled by megatrends such as generative artificial intelligence (AI) and industrial automation, which boost demand for high performance semiconductors for applications from consumer electronics and electric vehicles (EVs) to 5G connectivity.
In Asean alone, noted Dr Tan, the semiconductor market is expected to almost double by 2032.

New alliances, industry development
'Given this operating context, Singapore will carry on with our work to strengthen existing partnerships and forge new alliances in two key areas,' said Dr Tan.
These are deepening integration with like-minded countries, and working with the industry to innovate and develop the workforce.
First, with countries that are similarly committed to open and free trade, Singapore will collaborate on areas across the semiconductor value chain.
'These could include providing companies access to new supply chains and end-markets, to help them navigate global developments,' said Dr Tan.
Second, the government will work with companies to drive innovation and grow talent.
These efforts include A*Star's two R&D platforms.
One of the platforms, by A*Star's Institute of Microelectrionics (IME), is an open R&D line for 200mm silicon carbide wafers, used in electric vehicles, radio frequency devices and 5G communication systems.
It makes R&D faster by bringing the development and pilot manufacturing of such wafers under one roof, in contrast to the former 'fragmented processes' where researchers and companies had to work with multiple facilities, said A*Star in a separate statement.
Said Dr Tan: 'This is the world's first industry-grade line of its kind, and accessible for use by local companies, especially those serving the power electronics end-markets.'
Several companies have already benefited from the platform, including local startup WaferLead, he added.
The second platform is an extension of A*Star's 'lab-in-fab' initiative: a 200mm R&D and manufacturing line that focuses on piezoelectric micro-electro-mechanical systems (piezoMEMS) technology.
The project began with the A*STAR Institute of Microelectronics, STMicroelectronics and Japanese vacuum manufacturer ULVAC.
In this second phase, the partnership will expand to include the A*STAR Institute of Materials Research and Engineering and the National University of Singapore, to further accelerate the development of new piezoelectric materials and devices.
These can potentially be used in technology such as ultrasound imaging devices, miniature speakers and smartphone cameras.
Separately, Singapore's Economic Development Board (EDB) and the Netherlands' Brabant Development Agency (BOM) on Tuesday signed a memorandum of understanding (MOU) to strengthen economic relations.
This provides a framework for Singapore and BOM to develop complementary business ecosystems, collaborating in areas such as deeptech – including semiconductors; digital research; climate-neutral energy solutions; medtech and pharmaceuticals; and sustainable food systems.
EDB and BOM will work with companies and partners in both locations to facilitate knowledge and policy exchanges, talent development initiatives, and joint research opportunities.
Talent development
Besides innovation, talent is key to the semiconductor industry's growth, said Dr Tan. 'This is another area that we are heavily invested in, and have worked with our industry partners to develop.'
For local talent, Singapore is ramping up its programmes for graduates. For instance, the Institute of Technical Education and A*Star's IME signed MOUs with GlobalFoundries, Micron and STMicroelectronics to offer student internships, staff attachments and to promote joint projects.
Singapore is also actively pursuing talent from the region, said Dr Tan. 'Given the global nature of semiconductor companies' operations, it is crucial for employees to learn from a diversity of experiences beyond Singapore.'
For instance, the Innovation Talent Exchange programme between Singapore and Vietnam will facilitate the annual exchange of up to 300 workers from each country. They can take up tech and innovation jobs – including semiconductor roles – in the other country, for up to two years.
This is the 30th edition of Semicon Southeast Asia, a regional trade exhibition for semiconductor and electronics manufacturing, and the first time that it is being held in Singapore. The event is happening from May 20 to 22 at the Sands Expo and Convention Centre.

AI and the disappearing pause
'IT'S interesting to see progress through the arc of time,' Google chief executive officer Sundar Pichai said recently on Lex Fridman's podcast. It aptly describes a huge shift happening in business right now; a change in how we even think about something as basic as time. Time used to be one of the few constants in global business. We had clear deadlines, synchronised news cycles, 'follow-the-sun' business models. New York would open for business as Singapore was winding down. The world had a predictable beat, even if not perfectly aligned. But something has shifted. We no longer share time. We consume it. And as we do, something else has stepped in to seemingly unify us: artificial intelligence (AI). Released recently, Apple's latest white paper, The Illusion of Thinking: Understanding the Strengths and Limitations of Reasoning Models via the Lens of Problem Complexity, offered a timely warning about the limits of what we perceive as AI's true 'reasoning' capabilities, particularly when faced with increasing complexity. This research could not be more relevant, as we navigate a world where time itself feels fractured. Not just by time zone, but by our very experience of it. Our screens update instantly, yet our minds need more time to catch up. Trends explode in minutes, but decisions stretch across weeks. Some teams are 'on' 24/7, while others are experimenting with four-day weeks, all creating a fragmented sense of pace. Sign Up Sign Up The clock is dead; long live the code AI has replaced traditional time as the driver of business speed. It works across time zones, never sleeps and always responds. AI is becoming the first thing everyone relies on. It is global, immediate and relentlessly consistent. Feed a business challenge into an AI tool and in less than a minute, a well-structured response will appear. Discuss it with the team and I assure you that someone will say, 'That's actually good enough to run with.' But that is precisely the problem. Not because it is inaccurate, because it probably is not. But because it is almost always predictably coherent. It offers no friction, no doubt. There would not be a spark of tension. This is where the real shift is happening. AI is collapsing time while expanding output. We get more done in less time. But in doing so, it threatens to erase something businesses have not yet learnt how to measure – the value of shared deliberation. Even Bill Gates, during a recent visit to Singapore, admitted, 'If I had a switch to slow down AI, I might use it.' It was a rare concession from one of technology's most persistent optimists, and a reminder that just because something moves fast, does not mean we are ready to move with it at the same pace. The disappearance of productive discomfort When humans worked to the same clock, decisions took time. But that time created space for discussion, disagreement or even deep reflection. Not all of it was efficient, but much of it was productive discomfort. Productive discomfort is that critical pause before commitment; the challenge before reaching consensus. AI, by contrast, skips the pause. It generates answers before humans even begin to ask follow-up questions. I am not saying it is wrong, but it removes resistance – which is the very thing that often leads to better insight. With less shared time and more AI, companies might move quickly but without much deep thought. This is not an argument against AI. It is an argument for reasserting intentional rhythm in a world where machines are increasingly dictating the pace at which we need to move. If AI is the new constant, then leaders must become designers of pace, friction and flow. That begins with reintroducing cadence. For example, how does one create deliberate moments where teams step back from tools and re-engage with deeper thought. Not all tasks require instant answers. We know this from years of human experience and insight. Next, we need to embrace useful pauses. Taking a bit more time should not be seen as a weakness. This strategic lag can bring back important context, deeper understanding and clearer thinking into our decisions. Finally, we need to tell the difference between 'fast' and 'finished'. Just because AI gives an instant answer does not mean the discussion is over. Often, that is where the real thinking should just begin. In short, we need to create thoughtful counterbalances to the hyper-efficiency AI enables. Do not get me wrong. This is not to slow progress, but to ensure we still know what progress means. The new role of leadership In the past, when everyone largely shared the same work hours, great leaders were like timekeepers. They set the pace, coordinated schedules and organised how work flowed. Today, their role has changed. Leaders must now become guardians of how we use time. They need to decide not only what tasks are completed, but also when they are done, how quickly and how much thought goes into them. We used to organise business around time. Now, increasingly, we organise it around AI. Leadership today should not be about rejecting the technology. It is about knowing when to slow it down. Deliberately, and for the right reasons. Europe: Shares edge up as US stalls its Middle East moves
[BENGALURU] European stocks snapped a three-day losing streak and closed higher on Friday (Jun 20), as investors' nerves eased following a stall in US involvement in Middle East tensions. The pan-European Stoxx 600 closed 0.1 per cent higher. As Israel and Iran's air conflict entered its second week, European officials worked to bring Tehran back to diplomatic negotiations as Iranian Foreign Minister Abbas Araqchi arrived in Geneva for talks. The White House signalled US President Donald Trump will decide within two weeks whether to throw US support behind Israel in the ongoing conflict, a move that buoyed market sentiment and reignited some appetite for risk assets, which had been battered earlier in the week amid uncertainty over the conflict's duration. Despite Friday's modest gains, European stocks logged a second consecutive week of losses, as investors continued to fret over the potential global fallout from unrest in the Middle East. 'The uncertainty around the conflict means the risk of energy prices being higher,' said Franziska Palmas, senior Europe economist at Capital Economics. She added that higher energy prices could prompt the European Central Bank 'to keep rates at their current level rather than cutting them further'. Meanwhile, BofA Global Research raised its year-end target for the Stoxx 600 to 530 from 500 on resilience in global growth following a US-China trade deal. Travel and leisure stocks were up nearly 1 per cent, led by a 6.5 per cent gain in Europe's largest travel operator TUI after Barclays upgraded the stock to 'overweight' from 'underweight'. Energy shares lagged 0.6 per cent as oil prices retreated, though the sector was the week's second-biggest gainer due to Middle East tensions that had boosted crude prices earlier. On the day, the insurance sector emerged as the top sectoral gainer, up 1.3 per cent. Among other stocks, London's Berkeley was the biggest percentage decliner, down 8.1 per cent. The homebuilder named current finance chief Richard Stearn as its new CEO, but reported an annual pre-tax profit slightly ahead of market expectations. Stora Enso jumped 14.7 per cent to the top of the Stoxx 600 after the Finnish forestry group announced a strategic review of its Swedish forest assets worth EUR 5.8 billion, including potential separation and public listing.
