Shah launches three tech platforms to improve speed, precision in disaster management
Union Home Minister Amit Shah unveiled three major technology platforms on Monday (June 16, 2025) to improve the speed and precision of disaster management.
Mr. Shah launched the Integrated Control Room for Emergency Response (ICR-ER), National Database for Emergency Management Lite 2.0 (NDEM Lite 2.0) and Flood Hazard Zonation Atlas of Assam at the annual conference of Relief Commissioners, Secretaries of Disaster Management and State Disaster Response Forces.
In a post on X, Mr. Shah said the three platforms 'will equip our disaster management apparatus with the speed and precision of the new age technologies'. 'The ICR-ER will prompt real-time response to disaster(s) across the nation by streaming satellite data to rescue agencies, and the NDEM Lite 2.0 will provide our response forces spread across nooks and corners with the agility to confront any calamity as a single unit,' he said. The flood hazard atlas for Assam will help in disaster mitigation by providing real-time data related to floods, their impact, and water levels in rivers, the Minister said.
Assam Chief Minister Himanta Biswa Sarma said in a post on X that the Flood Hazard Zonation Atlas of Assam, a satellite-based analysis of flooding patterns in the State, will help in regulating development in floodplains, promoting flood-resilient agriculture, supporting crop insurance schemes and preparing disaster management plans.
Mr. Shah said that due to climate change and global warming, the entire world is grappling with disasters and there is a need to move forward with environmental conservation as a core component of mitigation plans.
'While everyone is fully prepared to tackle disasters, there is also a need to address their root causes,' he said.
'Not only has our capacity to handle disasters been increased, but it has also been enhanced and extended to the tehsil level. Attention has been given to speed, as saving lives during a disaster is of utmost importance,' he added.
The Home Minister said efficiency has been improved through the use of cutting-edge technology and the dedicated approach of disaster response forces. Additionally, by providing accurate forecasting and early warnings, the society at large has been made more vigilant, he said.
Mr. Shah said that during the Narendra Modi government's tenure, there has been a significant shift in the approach related to disaster management. Earlier, the approach was relief-centric, but now the focus has shifted to a comprehensive and integrated approach, he said.
He also emphasised the importance of anticipating future disasters, conducting advanced research, compiling global ideas in this field, and adapting them to suit India's geographical conditions.
India has become a global leader in the field of disaster management due to the excellent work carried out by the National Disaster Management Authority, the National Disaster Response Force and other agencies, Mr. Shah said.
'Whenever the history of India's disaster response will be written, the last 10 years of the Modi government will be recorded as a transformative decade. In these 10 years, we have made significant achievements in all four areas — capacity, efficiency, speed and accuracy,' he said.
He said in the last two years, work has been done to create a platform of ideas with a whole-of-government approach by bringing together all the agencies related to relief and disaster management.
Single platform
'When the heads of all the disaster relief teams come on a single platform, many shortcomings are removed and the country also benefits in being prepared to deal with a disaster,' he said.
He suggested that every year, some teams from districts and tehsils sensitive to disasters should be included in the conference so that the disaster management being discussed at the national level gradually reaches the tehsil and district levels as well.
All Relief Commissioners should prepare a district disaster management plan for every district in their State within 90 days, he said.
The Home Minister said in the last decade, India has made significant efforts for financial and structural empowerment of institutions.
'We have also pursued institutional empowerment deliberately and by design, along with structural empowerment. Combining all these, we have also adopted a multidimensional approach as a policy,' he said.
More funds
Mr. Shah said from 2004 to 2014, the budget of the State Disaster Response Force was ₹38,000 crore, which increased to ₹1.44 lakh crore from 2014 to 2024. Similarly, the budget of the NDRF was ₹28,000 crore from 2004 to 2014, which has now been increased to ₹84,000 crore.
'Overall, we have nearly tripled the total budget from ₹66,000 crore to ₹2 lakh crore,' he said.
Mr. Shah also said a lightning action plan needs to be formulated soon and noted that several States were yet to implement the incident response system.

Varanasi (Uttar Pradesh) [India], June 23 (ANI): Union Home Minister Amit Shah arrived in Varanasi on Monday evening, a day before he is scheduled to chair the 25th meeting of the Central Zonal Council on June 24. The meeting, organised by the Inter-State Council Secretariat under the Ministry of Home Affairs in collaboration with the Government of Uttar Pradesh, will bring together key policymakers from the central and state governments. The meeting will be attended by the Chief Ministers of the member states (Chhattisgarh, Madhya Pradesh, Uttarakhand, and Uttar Pradesh) and two senior ministers from each state. Upon arriving at the airport, Amit Shah was welcomed by Chief Minister Yogi Adityanath and party leaders. Meanwhile, Uttar Pradesh CM Yogi Adityanath welcomed Chhattisgarh Chief Minister Vishnu Deo Sai and Uttarakhand Chief Minister Pushkar Singh Dhami. The Central Zonal Council comprises the states of Chhattisgarh, Madhya Pradesh, Uttarakhand, and Uttar Pradesh. The meeting is being organised by the Inter-State Council Secretariat under the Ministry of Home Affairs in collaboration with the Uttar Pradesh government. Under Sections 15 to 22 of the States Reorganisation Act, 1956, five Zonal Councils were established. The Union Home Minister is the chairperson of these five Zonal Councils, and the Chief Ministers, Lieutenant Governors and Administrators of the member states and Union Territories are their members. Among these members, the Chief Minister of one member state (rotating every year) acts as the vice-chairperson. From each member state, the governor nominates two ministers as council members. Each Zonal Council has also formed a permanent committee at the level of the Chief Secretaries. Issues proposed by the states are initially presented to the permanent committee of the concerned Zonal Council for discussion. After consideration by the permanent committee, the remaining issues are then presented to the Zonal Council meeting for further deliberation. Prime Minister Narendra Modi has emphasised the need to leverage cooperative and competitive federalism for the country's all-around development. With the belief that strong states make a strong nation, the Zonal Councils provide a structured mechanism for dialogue and discussion on issues affecting two or more states or the Centre and states, and through this, serve as an important platform to enhance cooperation. The role of the Zonal Councils is advisory; however, over the past few years, these councils have proven to be an important factor in promoting healthy bonds of mutual understanding and cooperation in various fields. With the cooperation of all state governments, central ministries, and departments, a total of 61 meetings of the various Zonal Councils and their permanent committees have been held in the last eleven years. The Zonal Councils also discuss broad issues of national importance, including the speedy investigation of cases of sexual offenses against women and children and the implementation of Fast Track Special Courts (FTSC) for their swift disposal; providing brick-and-mortar banking facilities within the designated area of every village; implementation of the Emergency Response Support System (ERSS-112); and various regional-level common interest issues such as strengthening nutrition, education, health, electricity, urban planning, and the cooperative system. New Delhi [India], June 23 (ANI): Union Education Minister Dharmendra Pradhan on Monday met Housing and Power Minister Manohar Lal Khattar to seek his intervention on the timely release of 15th Finance Commission grants to Urban Local Bodies (ULBs) in Sambalpur and Deogarh for the year 2024-25. According to an official release from Dharmendra Pradhan's office, 'Union Education Minister and Member of Parliament (Lok Sabha) from Sambalpur Dharmendra Pradhan met Union Minister of Housing and Urban Affairs and Power Manohar Lal Khattar to seek his intervention towards ensuring timely release of 15th Finance Commission grants to Urban Local Bodies (ULBs) in Sambalpur and Deogarh for the Financial Year 2024-25.' 'These funds are critical for carrying out essential developmental initiatives and completing a wide range of civic and infrastructure works, including improvement of roads, sanitation, urban beautification, health and wellness, among others in the region,' it said. Earlier in the day, Dharmendra Pradhan paid tribute to Bharatiya Jana Sangh founder Dr Syama Prasad Mukherjee on his 72nd death anniversary, remembering him as a visionary whose principles continue to shape the Bharatiya Janata Party (BJP) and the country. Highlighting Dr Mukherjee's role in advocating for a unified India, Pradhan reflected on his 1953 protest against dual systems in the country, which led to Mukherjee's brave entry into Jammu and Kashmir. 'For the BJP and the Jan Sangh, Syama Prasad Mukherjee was a visionary whose thoughts still guide the Bharatiya Janata Party and the country. Seventy-two years ago, in 1953, he raised an important issue while protesting that there cannot be two systems within one country. He believed that if India had two separate laws or systems, it could not truly be called united or independent. To prove his point, he risked his life and entered Jammu and Kashmir. That moment became a part of history,' Pradhan said. He further emphasised that it took 72 years to fulfil his sacrifice, with the historic abrogation of Article 370 by the government in 2019, a tribute to Mukherjee's enduring legacy. 'If we compare both dates, it took almost 72 years to fulfil Syama Prasad Mukherjee's sacrifice. It was the privilege of the Prime Minister to make his dream come true. On August 5th, 2019, the government made a historic decision to abrogate Article 370, honouring Dr Mukherjee's vision,' Pradhan said. Security forces role in defeating Naxalism will be etched in golden letters: Shah
New Delhi, June 23 (UNI) Union Home Minister Amit Shah on Monday commended the security personnel, stating that when the saga of victory over Naxalism is written, the hard work, sacrifice, and dedication of security personnel will be etched in golden letters. Addressing the security personnel, Shah paid tribute to the courage, valour, sacrifice, and dedication of the Central Armed Police Forces, the CoBRA teams, Chhattisgarh Police, and the District Reserve Guard (DRG), a Home Ministry statement said. He said, "I have full faith that it is the bravery and tireless efforts of our security forces that make the battle against Naxalism a success." Shah said that security forces worldwide have been astonished by the way security forces have dismantled Maoist hideouts with immense courage, patience, and commitment. "I know that what our jawans set out to achieve, they always accomplish," he added. He further asserted, "It is the trust in our security forces inspired by which I keep reiterating that we will eradicate Naxalism before the 31st of March 2026." Shah said Naxalism has been a major catastrophe for poor tribal regions, leading to the deaths of nearly 40,000 people over the last 35 years, while many more have been left disabled. He said that Naxal violence deprived the poor tribal population of basic necessities such as food, electricity, education, housing, toilets, and clean drinking water — let alone any possibility of industrial development. Entire regions were forced to live in conditions akin to slavery for decades, and the root cause of this suffering was Naxalism. The Home Minister expressed satisfaction that, as Naxalism is being eliminated from various regions, the Chhattisgarh government is ensuring the delivery of food, healthcare, education, electricity, housing, sanitation, and clean drinking water — thereby connecting people with the mainstream of development. 'When a child picks up a pencil instead of a gun and begins writing 'Ka, Kha, Ga', it doesn't just change the future of that child, but of the entire nation. That moment is very close,' Shah said. He further stated that when the country becomes free from Naxalism in March 2026, it will be one of the most significant moments since Independence. He said that when the history of the eradication of Naxalism is written, the sacrifice, devotion, and hard work of our security forces will be inscribed in golden letters. The Home Minister also released the book 'Leor Oyna' on the occasion. The book is based on the lives of victims of Naxal violence. It will help in understanding the pain of those innocent and unarmed people who fell prey to the ruthless violence inflicted by Naxalites.
