
Good location vital for success of MyKiosk initiative
PETALING JAYA: The success of the MyKiosk programme may ultimately hinge on two key factors – strategic location and the willingness of traders to seize opportunities.
A check by theSun at the Lake Park Hillpark parking lot in Puncak Alam, where several MyKiosk stalls are located, revealed strong interest from operators, encouraged by the steady stream of customers in the area.
The site, selected and managed by the Kuala Selangor Municipal Council, has been praised for its strategic placement with scenic surroundings and ample parking, making it an attractive and convenient stop for visitors.
While some traders acknowledged that rental fees for the kiosks are higher than for traditional roadside stalls, many reported encouraging sales.
They rejected allegations of cronyism in the selection of kiosk operators, stressing that the process was transparent and merit-based.
'Before operating this kiosk, I was trading under a tent nearby. Then, I found out through the council's Facebook page that applications for the kiosks were open.
'I applied and went through the standard process. I filled in a form at the council office and was later called for an interview,' said Shafawati Abdul Aziz, 41.
She added that she was interviewed by a panel of 15, underscoring the council's rigorous selection approach.
'They asked about my business experience, how long I'd been trading and my long-term plans. The focus was clearly on selecting committed entrepreneurs, not people who would sublet the kiosks.'
The entire process took about two months, and Shafawati has now been operating the kiosk for three months, earning a five-figure monthly income.
She expressed appreciation for the council's location choice.
'If the kiosks are set up where there's no demand, people won't come, and traders won't apply. It just won't work.'
Shafawati added that MyKiosk could be the launchpad for small traders like her with dreams of eventually opening their own restaurants.
Adi Amri Rizman, 35, said hesitation among some traders to absorb higher costs might help explain why certain kiosks remain unoccupied.
Having previously spent two years as a roadside vendor, Adi also rejected suggestions of cronyism linked to the initiative.
'There's no such thing. We applied on our own. There was no red tape or favouritism,' he said, adding that the process with the council had been straightforward.
He believes that both location and product selection play a key role in the success of the Housing and Local Government Ministry's MyKiosk initiative, which aims to support the B40 group and MSMEs by providing standardised, safe and comfortable business spaces.
'In most cases, local authorities set up these kiosks in areas where informal trading was already taking place. Where there were once tents, there are now kiosks.'
On product strategy, Adi said traders need to be responsive to their surroundings.
'For example, a kiosk outside a shopping mall can't sell the same goods as one by the roadside. Traders need to be adaptable. It is not just about selling what they're used to, but about meeting local demand.'
As of November last year, 7,243 MyKiosk units have been approved across 133 local authorities nationwide.

Shahrir Samad, who had held several Cabinet posts, said it cannot be denied that Umno leaders serving as ministers in the Anwar Ibrahim-led unity government are performing better and more effectively compared with those from DAP and PKR, Utusan Malaysia reported. 'This is because Umno leaders are trained and shaped through a grassroots leadership development process, rising through the ranks over time,' he was quoted as saying in an interview with the daily. In contrast, he said, many leaders from PKR and DAP lack such experience. He cited how DAP leaders may have been in politics for a longer period and were expected to be more seasoned, but still fell short. Giving Lim Guan Eng as an example, Shahrir said the former DAP chairman did not always 'reflect maturity or wisdom in leadership' both as finance minister and Penang chief minister. 'PKR leaders, in particular, have no real governing experience. So, when they are appointed ministers, the country ends up in disarray,' he said. 'We even have situations where (their) ministers want to resign but first take leave, as if a political post was a corporate job that requires a three-month notice period. This shows a fundamental misunderstanding of political office. 'If you intend to resign, just resign. There's no need to take leave,' he said, claiming that the prime minister's decision to find a replacement or reshuffle the Cabinet was stalled because of such ministers taking leave. PKR's Pandan MP Rafizi Ramli resigned as the economy minister after he lost the party deputy presidency to Nurul Izzah Anwar last month. Nik Nazmi Nik Ahmad, the Setiawangsa MP, also let go of his natural resources and environmental sustainability portfolio after he failed to defend his PKR vice-presidency. Both submitted their resignation letters on May 28 and went on leave – with Rafizi's leave ending on June 16, and Nik Nazmi's on July 3. Prime Minister Anwar Ibrahim had expressed hope that the duo would reconsider their resignations, but both remained steadfast in their decisions.

Expanded SST offers nation buffer in tough times, say economists
Economists say the expanded SST, which will take effect on July 1, will come in handy in times of global uncertainty. PETALING JAYA : The expansion of the sales and service tax (SST), set to take effect next month, will strengthen the government's fiscal buffer amid rising global uncertainty fuelled by wars, trade tensions, and shifting US policies. Economists say the move could help reduce national debt, raise tax revenue, and create more fiscal space for spending on critical areas such as healthcare, education, and targeted assistance for lower-income households. They also claim it is a safer and less costly option compared to reinstating the goods and services tax (GST), which would take time and effort to restart. Malaysia University of Science and Technology's Barjoyai Bardai said the SST expansion is not aimed at cost savings, but at boosting revenue to help narrow the country's budget deficit. Barjoyai Bardai. 'The government wants to collect more tax so that it can achieve the objective of reducing the deficit in the budget,' he said. Barjoyai said the government expects SST collection to hit RM52 billion this year, a big jump from the RM29 billion collected in its first year, and even higher than GST's peak of RM42 billion. 'If they can collect RM52 billion, then they can prove that SST is even better than GST. I believe SST can be developed into a better tax system than GST,' he said. He said the SST is generally more acceptable to the public as it does not affect consumers directly, with its primary targets being imports and manufacturing. 'So, people don't feel they are being taxed—at least psychologically,' he said. Yeah Kim Leng. Sunway University's Yeah Kim Leng pointed out that the country's tax-to-GDP ratio presently hovers just above 12%, one of the lowest levels in decades. He said the country can no longer depend on petroleum revenue or shrinking income taxes. 'We need to look for sustainable and stable revenue sources. Expanding the SST is a step in the right direction to gradually raise the revenue level so that we do not incur a higher deficit,' he said. Yeah said the additional revenue is needed to cover the rising costs associated with an ageing population, low retirement savings, and the need to improve essential services, particularly healthcare and education. 'It involves some sacrifices, some short-term pain in exchange for future gains. The expanded SST is not overly burdensome. Bank Muamalat chief economist Afzanizam Abdul Rashid said the SST expansion fits into the broader goal of fiscal reform. He said the service tax hike from 6% to 8% in March 2024 successfully raised SST revenue by 30.3% in the first quarter of 2025. That, together with the rationalisation of diesel subsidies, allowed the government to trim its fiscal deficit from RM26.4 billion (5.7% of the GDP) in the first quarter of 2024 to RM21.9 billion (4.5%) in the same period this year, said Afzanizam. 'This has allowed the government to allocate more for Sumbangan Tunai Rahmah and Sumbangan Asas Rahmah, totalling RM13 billion for 2025, from RM10 billion in 2024. 'This is the evidence of how fiscal consolidation exercises can help the government create a fiscal space so that it can spend on improving the livelihood of the rakyat in the short term,' he said. Afzanizam said that beyond cash handouts, the extra revenue could be channelled to improve productivity through better investment in education, health, infrastructure, and security. The SST expansion, effective July 1, will broaden the tax base to cover more imported goods and services, while keeping essentials tax-free to minimise inflationary pressure. Treasury secretary-general Johan Mahmood Merican said the expanded SST is expected to increase revenue by RM5 billion in 2025 and RM10 billion in 2026.

‘Make use of SST grace period'
PETALING JAYA: Companies are required to make retrospective Sales and Service Tax (SST) payments during the grace period, even if the tax was not collected from customers. This obligation arises once firms meet the SST threshold requirements, as stipulated by the Sales Tax Act 2018 and the Service Tax Act 2018. A Finance Ministry spokesman explained that the law deems firms taxable even before registration. 'The grace period until Dec 31 means no prosecution or penalties if registration is completed voluntarily within this time,' the spokesman said. However, companies must still account for and pay the tax owed for past periods during which they were liable but unregistered. The spokesman noted that the Customs Department may assess retrospective tax liability from the date a company meets registration requirements. 'This includes SST on sales or services provided, regardless of whether the tax was collected from customers,' added the spokesman. ALSO READ: Gradual implementation less challenging on businesses, say traders The government announced on June 9 that Sales Tax rates would be revised and the scope of Service Tax would expand, effective July 1. Essential goods' Sales Tax remains unchanged, while a 5% or 10% rate applies to discretionary and non-essential goods. New services like leasing or rental, construction, financial services, private healthcare, education and beauty services are now included under Service Tax. The SST registration threshold varies according to sector – ranging from RM500,000 to RM1.5mil in turnover within 12 months. The expanded SST takes effect on July 1, with a grace period until the end of the year, allowing time for compliance without penalties. Despite the grace period, tax experts say the SST obligations remain. Christine Koh, a partner at Owen KLCA PLT, said businesses should conduct an early review of goods and services to identify taxable items or services. 'Monthly turnover should be tracked, and register yourselves once the threshold is breached.' She also advised updating invoicing and accounting systems, and training finance and sales teams on SST procedures. Koh noted that businesses that have not registered can do so in August and start charging from Sept 1, with separate registration numbers for Sales and Service Tax. 'For instance, a manufacturer registered for Sales Tax must register separately for Service Tax if they earn RM800,000 from rentals,' she said. KPMG Malaysia's Indirect Tax head, Ng Sue Lynn, said businesses with multiple income streams should begin identifying all taxable services and classifying them under the appropriate groups. 'Different taxable services need to be reported in their respective categories accordingly, and may be subject to different Service Tax rates. They may also be eligible for different exemptions.'Proper segregation of income streams supports accurate tax compliance and helps manage risks,' Ng said. 'Businesses are encouraged to assess their operations early, engage with customers and suppliers to reduce disputes, and document compliance efforts to demonstrate due diligence,' she said.
