Survey completed for 4,000 km of rural roads under HAM infrastructure initiative in Telangana

The survey has been completed for approximately 4,000 kilometres of rural roads across nine erstwhile combined districts in Telangana as part of the government's ambitious plan to upgrade and expand road connectivity under the Hybrid Annuity Mode (HAM). It marks a key preparatory step in the HAM programme aimed at improving road links from village panchayats to mandal headquarters, district centres, and ultimately to the State capital.
With the Panchayat Raj Engineering Department appointed as the nodal agency for executing the project, Panchayat Raj and Rural Development Minister Dhanasari Anasuya (Seethakka) has been regularly conducting review meetings with officials to initiate the works at the earliest under this new model.
The Panchayat Raj and Rural Development Department's Engineer-in-Chief (ENC) will serve as the programme convenor, tasked with overseeing implementation and coordination across the three planned phases of work. Under the HAM project, the State government aims to develop 18,484 kilometres of Panchayat Raj (PR) roads and 12,000 kilometres of Roads and Buildings (R&B) roads. The works will be carried out in three phases — Phase I covering 7,393 km, Phase II covering 5,545.20 km, and Phase III covering 5,545.80 km.
To support the project's technical, financial, and legal evaluation, the government has appointed a consortium of AARVEE Associates and LEA Associates to conduct detailed feasibility studies. These consultants will commence district-wide assessments within two days by deploying teams across all districts. Road proposals have been finalised by department officials after obtaining consent from the MLAs in their respective constituencies.
According to the implementation schedule, Phase I works are set to begin in January 2026, followed by Phase II in March 2026, and Phase III in June 2026. The HAM model, already in use in several States, involves shared financing, with private contractors required to bear a portion of the project cost and undertake maintenance responsibilities for 15 years, without any government guarantee.
Minister Seethakka said she has instructed officials to expedite tendering, finalise agreements, and ensure all preparatory measures are completed in a timely manner. A special officer has been appointed at the Panchayat Raj Engineering Department's headquarters to monitor progress and ensure adherence to deadlines. The funding for the road projects will be finalised once the State Cabinet approves the DPRs being prepared by the consultancies.

Hyderabad Roads & Buildings Minister Komatireddy Venkat Reddy has directed officials to accelerate ongoing construction works under the R&B Department, especially those nearing completion and ready for public use. The Minister said that the R&B Department carries major responsibilities and urged officers to prioritise and finish critical infrastructure projects swiftly. Mr. Venkat Reddy reviewed the progress of works taken up by the department with senior officials on Sunday. Officials brought to his notice the issue of pending payment of bills. He wanted officials to ensure completion of IDOCs in Warangal and Mulugu, which were in final stages, so that they were kept ready for inauguration. Referring to the rail-over-bridges, he specifically wanted the completion of Madhavnagar ROB in Nizamabad at the earliest. Officials were directed to focus on the construction of medical colleges and TIMS that were in the final stages of completion. Emphasising the need for quality road infrastructure, he cited Greater Hyderabad, which witnessed movement of over 91 lakh vehicles every day calling for the need for high quality road infrastructure in both urban and rural parts of the State. The Minister assured that he would discuss and resolve pending bills of contractors and work agencies with Chief Minister A. Revanth Reddy and Deputy Chief Minister Mallu Bhatti Vikramarka.

Rural road construction, drinking water projects top progress report of A.P. Deputy CM

A total of 1,312 km bituminous roads was laid by the Panchayat Raj and Rural Development Department (PR&RDD) across 449 roads in the past one year, and a sum of nearly ₹650 crore was spent for the department's engineering works, said Deputy Chief Minister K. Pawan Kalyan, who also handles the portfolios of PR&RD Rural Water Supply (RWS); Environment and Forest; and Science and Technology, in his progress report released on June 19 on the occasion of his completing a year in the post. The PR&RDD received ₹590 crore from the Centre during the year. A sum of ₹605.34 crore was being spent on laying 215 roads (measuring nearly 662 km) connecting 258 tribal villages under the PM JanMAN and Panchayat Raj Reforms-Tribal Sub-Plan. These works are in progress and are targeted to be completed in two years. About ₹558 crore was released by NABARD for repairing 1,202 km of pothole-riddled roads. The construction of 4,000 km cement concrete roads has been completed in the rural areas through the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The government, through the MGNREGS, had 78,776 agricultural ponds constructed to meet the water requirement of farmers. Another major initiative taken up under the MGNREGS was the construction of 22,500 Gokulams to protect dairy cattle in villages. One of its objectives was to increase milk production, thereby increasing the income of the farmers. About 3,429 lakh working days were provided to workers through MGNREGS. As for RWS, Mr. Kalyan said foundations were laid for clean drinking water projects in East Godavari, West Godavari, Palnadu, Prakasam and Chittoor districts at ₹7,910 crore, and so far 3,778 projects were completed under the Jal Jeevan Mission (JJM). Drinking water tap was provided to 54,352 houses. The protected water scheme in Uddhanam area of Srikakulam district, where Chronic Kidney Disease of Unknown Etiology has so far killed a large number of people, was completed. A sum of ₹480 crore was spent on providing drinking water in Pulivendula area of Kadapa district alone, he said.

Prioritise roads that boost economy and connect villages: Bawankule to PWD

Nagpur: Revenue Minister Chandrashekhar Bawankule on Wednesday directed Public Works Department (PWD) to develop a standard operating procedure (SOP) for road construction works in Maharashtra, based strictly on urgency and necessity, in line with Chief Minister Devendra Fadnavis's directives. He emphasised that only those roads that significantly improve the quality of life in rural areas should be prioritised. "PWD must identify and plan works that genuinely reflect urgency, and create roads that uplift the lives of people in villages. The SOP should ensure that development is not random but guided by clear policy and necessity," Bawankule said during a departmental review meeting focused on pending projects in the Amravati and Nagpur regions. During discussions, Bawankule instructed Amravati officials to submit a proposal under the Hybrid Annuity Model (HAM) for the Achalpur–Badnera–Yavatmal road project, reflecting the govt's push for rapid infrastructure execution aligned with economic priorities. PWD minister Shivrendra Bhosale, who also attended the meeting, underscored that roads enhancing Maharashtra's economic growth will be prioritised. "While connecting villages remains important, roads that accelerate economic development—particularly those supporting tourism and trade by linking to ports—will be given special attention," he said. The high-level meeting was held at Bawankule's office in Mantralaya, with PWD Secretary Sanjay Deshpande, department officials, and chief engineers from Amravati and Nagpur divisions attending via video conference.
