Afridi leaves for Hajj: Justice Muneeb sworn in as acting CJP

ISLAMABAD: Justice Muneeb Akhtar was sworn in as the acting chief justice of Pakistan on Friday, following the departure of CJP Yahya Afridi for the annual Hajj pilgrimage Friday.
The oath-taking ceremony was held at the Supreme Court in Islamabad, where Justice Jamal Khan Mandokhel administered the oath to Justice Akhtar.
The event was attended by Supreme Court judges, senior lawyers, and officials from the Attorney General's Office.
Justice Muneeb Akhtar, currently third in seniority among Supreme Court judges, will serve as the acting chief justice until June 6. Following this, Justice Mansoor Ali Shah is scheduled to assume the role of acting chief justice from June 6 to 10, during the continued absence of the chief justice.
According to sources, CJP Yahya Afridi left for Hajj early Friday morning and is expected to return to Pakistan on June 10, which falls on the fourth day of Eid ul Azha.

ISLAMABAD: Finance Bill (2025-26) contains drafting errors and contradictions amongst taxing statues including Income Tax Ordinance, 2001, Sales Tax Act, 1990 and Federal Excise Act, 2005. Tax experts told Business Recorder that policymaker has been harmonizing the parallel provisions contained in the Income Tax Ordinance, 2001, Sales Tax Act, 1990 and Federal Excise Act, 2005 as all these are administered by the same officer of the field formations. But contrary to the established policy and past practice through Finance Bill 2025 certain contradictory amendments are proposed. The tax experts have pointed out that earlier all the three taxing statutes contained a provision that after issuance of show cause notice the assessment order was to be passed within a specified period and this provision was interpreted as mandatory in various judgments of the Supreme Court. Budget FY25-26: Finance bill still being discussed, says FBR However, through Finance Bill the provisions contained in Section 122(9) of the Income Tax Ordinance, 2001 is proposed to be omitted meaning thereby that there would be no time limit for passing the assessment order after issuance of show cause notice and practically the same can be passed within five years of the end of the Financial Year in which the relevant return of total income was filed. Contrary to this, the identical provision contained in Section 11G of the Sales Tax Act, 1990 and sections of the Federal Excise Act would be continued. This differential treatment in the taxing statute administered by the same assessing officer does not sound to reason and is contrary to the norms of justice and fair play. When contacted, Shahid Jami, a Lahore based tax lawyer, explained that though Anomalies Committees have been constituted by the Federal Government but such fine points are not likely to be addressed by them as this may not be considered anomaly by them. He pointed out a drafting error according to which sub-section (1) of Section 46 of the Sales Tax Act, 1990 pertaining to appeal to the Appellate Tribunal is intended to be substituted and the proposed amendment provide appeal only against the appeal order passed by the Commissioner (Appeals) and contrary to the earlier provision existing for decades no appeal has been provided against the order passed by the Zonal Commissioner and FBR under the Act or Rules. Jami stated that the wording appears to be erroneous in drafting and not intentional change in policy as the words 'under this Act and Rule made there under' exist in the proposed amendment but the authorities of Zonal Commissioner and FBR are missing. It is imperative that such drafting errors and contradictions are removed from the Finance Bill for uniformity of taxing statues and to protect the rights of the taxpayers. The delegation was led by the Chairman of the Saudi-Pakistan Parliamentary Friendship Committee, Major General Dr Abdulrahman bin Sanhat Al-Harbi (retd), and comprised members of the Saudi Shura Council, Dr. Iman bint Abdulaziz Al-Jabreen and Engineer Salem bin Ali Al-Shahrani. Ayaz Sadiq extended a warm welcome to the delegation and conveyed his best wishes for the leadership and people of the Kingdom of Saudi Arabia. He commended the Kingdom's exemplary arrangements for pilgrims during Hajj and acknowledged Saudi Arabia's unwavering support to Pakistan during times of need. Ayaz Sadiq emphasized that Saudi Arabia is a close and trusted brotherly country of Pakistan, with deep-rooted ties founded on shared religion, history, and fraternal bonds. He underscored that the world today needs peace, not conflict, and reaffirmed Pakistan's commitment to dialogue and peaceful coexistence. Ayaz Sadiq highlighted the significance of enhancing parliamentary linkages, noting that parliamentary diplomacy plays a crucial role in bringing the peoples of both countries even closer. He said that the Pakistan-Saudi Parliamentary Friendship Group in the National Assembly is actively working to promote mutual understanding and coordination between the legislatures of the two nations. Ayaz Sadiq also noted that such exchanges provide valuable opportunities for lawmakers from both countries to learn from each other's experiences and perspectives. The visiting Saudi delegation appreciated the efforts of the Speaker in advancing bilateral parliamentary engagement. Sanitation workers get cash rewards

A special ceremony was organised in Rawalpindi to honour sanitation workers from the Rawalpindi Waste Management Company (RWMC) for performance during Eidul Azha under the "Suthra Punjab" campaign. According to a statement, at the event, 1,000 sanitation workers were each given a cheque of Rs10,000 along with a meal, in a gesture of solidarity from the government. Special Secretary for Local Government Punjab, Asia Gul; MNAs Tahira Aurangzeb and Raja Qamarul Islam; former mayor Sardar Naseem Khan; Deputy Commissioner Hasan Waqar Cheema; and RWMC CEO Rana Sajid Safdar were present to distribute the cheques. Also in attendance were Municipal Labour Union President Raja Haroon, Chairman Changez Bhatti, Khan Majeed, Bilal Khawar, Bilal Niazi, Amir Naik, Hassan Sardar, Nasir Mahmood, and others. Special Secretary Asia Gul described sanitation workers as the "true heroes of Punjab," emphasising the government's commitment to recognising their service. MNA Tahira Aurangzeb noted that no system can function without sanitation workers and vowed government efforts to resolve their issues and secure permanent employment for them.
