Ladakh Reservation Act amended: Reservation cap set at 85%, EWS excluded
The Ministry of Law and Justice has issued a new ordinance amending the Jammu and Kashmir Reservation Act, 2004, to apply specifically to the Union Territory of Ladakh. The ordinance, titled the 'Union Territory of Ladakh Reservation (Amendment) Regulation, 2025', was published in the official Gazette notification.
According to the amendment, 'The total percentage of reservation shall in no case exceed 85 per cent, excluding reservation for Economically Weaker Sections'. This provision, which applies to various sections of the Act, aims to cap the reservation limit while ensuring that the Economically Weaker Sections (EWS) quota is treated separately.
The new regulation clarifies, 'Provided that the total percentage of reservation shall in no case exceed 85 per cent, excluding reservation for Economically Weaker Sections.'
The changes specifically exclude the EWS quota from the 85 per cent cap, reflecting the Centre's attempt to maintain reservation balance while addressing the unique demographic and socio-economic needs of Ladakh. The amendments apply to Sections 3, 5, 6, and 9 of the Jammu and Kashmir Reservation Act, 2004.
Other amendments in the ordinance
Under Section 5 of the Act, a new sub-section has been added, stating: 'Nothing contained in this Section shall apply to Economically Weaker Sections and filling up of vacancies for such Sections shall be in such manner as may be prescribed.'
Similar provisions have been inserted in Sections 3, 6, and 9, each reiterating the 85 per cent cap (excluding EWS).
The regulation empowers the Central Government to notify the date from which these amendments will come into force. The ordinance was promulgated by the President, Droupadi Murmu, under Article 240 of the Constitution, in conjunction with the relevant sections of the Jammu and Kashmir Reorganisation Act, 2019.

The beneficiaries include Scheduled Castes (SC), Scheduled Tribes (ST), Other Socially and Educationally Backward Classes (OBC/SEBC), and residents of areas adjoining the actual line of control (LoC) and, after amendments, the International Border.
What are the key provisions of the Act?
The Act mandates a fixed percentage of vacancies in government services to be reserved for the above-mentioned categories. It also includes provisions for carrying forward unfilled reserved vacancies to subsequent years. The Act extends reservation benefits to promotions within government services for eligible categories.
Seats in professional colleges and institutions are reserved for the same communities, ensuring equitable access to higher education. Reserved category candidates are allowed to compete for open merit seats as well, ensuring they are not restricted solely to reserved quotas.
The Act details the process for issuing, verifying, and appealing reservation certificates, with penalties for contravention.
Amendments and changes post-2019
Following the abrogation of Article 370 and the reorganisation of Jammu and Kashmir in 2019, the Act was amended to extend its applicability to the Union Territories of Jammu & Kashmir and Ladakh, with modifications to include residents along the International Border as beneficiaries. The percentage of reservation is proportional to the population of the respective categories, and amendments have continued to refine the list of eligible backward classes and the procedures for their identification.

8.5L applications received during Revenue Sadassulu: Telangana Minister Ponguleti
HYDERABAD: Revenue and Housing Minister Ponguleti Srinivasa Reddy on Saturday revealed that around 8.5 lakh applications related to land-related issues were received during the recent Revenue Sadassulu conducted by the state government. 'The recently held Revenue conferences revealed how landowners were troubled by the previous Telangana Rights in Land and Pattadar Pass Books Act, 2020,' he said. Srinivasa Reddy held a review meeting at the Secretariat on the just-concluded Revenue Sadassulu (conferences). During the meeting, he instructed the Revenue authorities and officials of various districts to respond promptly to the applications received from the people. After the meeting, he issued a press statement, stating that the state government was revamping the land administration system, which according to him had been completely destroyed during the BRS regime. He also said that the government was strictly implementing the Telangana Bhu Bharati (Record of Rights in Land) Act, 2024, while claiming that the change is already being felt in the state. 'The new RoR Act brought transparency to land governance, which was lacking in the Telangana Rights in Land and Pattadar Pass Books Act, 2020. The new Act is paving the way for addressing the long-pending land issues,' he added. He said that around 60% of the approximately 46,000 applications received in the second phase have already been addressed. He said that over eight lakh applications were received from 10,239 villages during the third phase of Revenue conferences. The government has already computerised around 3.27 lakh applications, he added.

Chief Minister Bhupendra Patel announces Gujarat Electronics Component Manufacturing Policy
Chief Minister Shri Bhupendra Patel has announced the Gujarat Electronics Component Manufacturing Policy-2025 (GECMS-2025), further strengthening Gujarat's identity as a policy-driven state under the visionary leadership of Prime Minister Shri Narendra Modi. Aimed at transforming Gujarat into a global hub for electronics manufacturing, this new policy brings a significant advantage: projects approved and supported by the Ministry of Electronics and Information Technology (MeitY), Government of India, will be eligible for 100 per cent central assistance when established in Gujarat. Hence, MeitY-approved projects set up in the state will receive dual incentive benefits, one from the Central Government and another from the State Government. Thoroughly aligned with the Central Government's Electronics Component Manufacturing Scheme (ECMS), Gujarat's GECMS-2025 ensures a 100 per cent top-up on central support and guarantees timely disbursement of assistance. Also, once a project receives approval under the ECMS from MeitY, it will automatically become eligible for the same grant-in-aid in Gujarat. The State Government will disburse its incentive within 30 days of the Central Government releasing its assistance. Gujarat has established itself as a leading manufacturing and automobile hub in India's industrial landscape. With four semiconductor plants now operational in the state, the newly announced policy will further strengthen the upstream industries. This development will reduce import dependency and improve technological resilience. The policy aims to attract over ₹35,000 crore in new investments and create substantial high-skilled employment opportunities within the state's electronics component manufacturing sector. Unveiled by the Chief Minister, the policy will boost investment in key segments such as multi-layer and HDI printed circuit boards, lithium-ion cells, SMD passive components, display and camera modules, electronic parts, and the additional required machinery essential for their production. A core focus of the policy is to bridge the talent gap, promote innovation and offer support for Research and development initiatives. Recognised institutions based in Gujarat will be eligible for assistance of up to ₹12.5 crore from the state government to establish Centres of Excellence, Finishing Schools, or Applied Research Laboratories. Additionally, under the GECMS, turnover-linked incentives will be provided for six years. The key features, objectives, and incentives of this policy announced by the Chief Minister are as follows: Objectives - To establish Gujarat as a prominent player in global electronics supply chains by promoting the manufacturing of electronic components. - By promoting local component and sub-assembly production, reduce import dependency and boost exports, thereby driving product value growth in global electronics value chains (GVCs). Eligibility - As per Government of India guidelines, applications to avail benefits under this policy must be submitted by 31st July 2025. - All MeitY-approved projects operating in Gujarat will automatically be eligible for benefits under this policy. - Projects under development or proposed in Gujarat will also be eligible for incentives under this policy. NIA arrests 2 in Pahalgam for harbouring terrorists who attacked tourists
The National Investigation Agency (NIA) has arrested two men in Jammu and Kashmir for harbouring the terrorists who had carried out the April 22 Pahalgam terror attack. In a statement, the NIA said the two men are locals of Pahalgam. They have been identified as Parvaiz Ahmad Jothar from Batkote and Bashir Ahmad Jothar of Hill Park. "They have disclosed the identities of the three armed terrorists involved in the attack, and have also confirmed that they were Pakistani nationals affiliated to the proscribed terrorist outfit Lashkar-e-Taiba (LeT)," probe agency said. According to the NIA, Parvaiz and Bashir had knowingly harboured the three armed terrorists at a seasonal dhok (hut) at Hill Park before the attack. The two men had provided food, shelter and logistical support to the terrorists, the agency said. The duo has been arrested under Section 19 of the Unlawful Activities (Prevention) Act, 1967. Further investigations are underway. On April 22, a group of terrorists ambushed tourists holidaying in the scenic meadows of Pahalgam in Jammu and Kashmir, killing 26 people. The Resistance Front, a proxy of Pakistan-based Lashkar-e-Taiba, claimed responsibility for the attack. The incident led to a major diplomatic escalation between India and Pakistan, with both sides suspending visa services and downgrading diplomatic presence in each other's capitals. India also suspended the 1960 Indus Waters Treaty, which governs water-sharing between the two nations. Pakistan, on the other hand, announced the suspension of all bilateral treaties with India, including the 1972 Simla Agreement, which governs the ceasefire line in Kashmir. On May 7, India launched precision air strikes targeting nine terror launchpad in Pakistan and Pakistan-occupied Kashmir, including the Jaish-e-Mohammad stronghold of Bahawalpur and Lashkar-e-Taiba's base Muridke. Codenamed Operation Sindoor, the strikes resulted in killing of at least 100 terrorists, the government said.
