National Veal Project funding exceeds EGP 9.5bn, supporting over 44,800 beneficiaries: Agriculture Minister

Alaa Farouk, Minister of Agriculture and Land Reclamation, announced that total funding for Egypt's National Veal Project has surpassed EGP 9.5bn, providing vital support to more than 44,800 beneficiaries. The initiative has enabled the rearing and fattening of over 518,000 head of livestock, significantly boosting meat and dairy production across the country.
The Minister confirmed that the project's Board of Directors recently approved EGP 275.885m in new funding. This latest allocation will support 393 additional beneficiaries, primarily small-scale breeders and young graduates, and will cover 3,929 head of livestock. With this expansion, the project's cumulative funding now exceeds EGP 9.565bn.
The National Veal Project supports both meat production through calves and milk production through high-yielding heifers, aiming to improve food security and stabilize prices for red meat and dairy products. The project is part of the broader Decent Life presidential initiative, launched by President Abdel Fattah Al-Sisi to uplift rural communities and enhance the livelihoods of small farmers.
Minister Farouk emphasized the project's role in ensuring the availability of affordable red meat for consumers while supporting local producers. He highlighted the ongoing field follow-ups conducted by dedicated committees from the Livestock and Poultry Development Sector and the General Authority for Veterinary Services. These efforts, in cooperation with agricultural and veterinary directorates across governorates, aim to provide comprehensive veterinary care and on-the-ground support to resolve challenges faced by project participants.
Mostafa El-Sayyad, Deputy Minister of Agriculture, noted that pre-financing inspections are conducted in coordination with the Agricultural Bank of Egypt and the National Bank of Egypt. These inspections ensure beneficiaries have suitable facilities for livestock before receiving funding. Once animals are delivered, they are insured under the Livestock Insurance Fund at a subsidized rate, granting breeders access to essential support services.
Tarek Suleiman, Head of the Livestock and Poultry Development Sector, encouraged interested individuals to apply through their nearest agricultural office, or branches of the Agricultural Bank of Egypt and the National Bank of Egypt, which have a wide presence across governorates. Applications can also be made directly through the Livestock and Poultry Development Sector.

As part of the initiative, the Ministry of Finance reported the following figures: 110,000 requests were submitted to close old tax files 450,000 amended or newly filed tax returns were received under the facilitation framework 53,000 new taxpayers voluntarily registered in the electronic tax system 'These numbers reflect a strong start in rebuilding trust and fostering a genuine partnership with the business community,' Kouchouk said, crediting taxpayers and tax authority staff for the early success of the reforms. The minister emphasized that the additional revenues have been directed toward increasing government spending on healthcare, education, and social protection, which aligns with national development priorities. Looking ahead, Kouchouk confirmed that 'the first package of real estate tax facilitations will be implemented in the first quarter of the upcoming fiscal year,' and that the 'initial customs facilitation package is expected to receive final Cabinet approval soon.' These steps, he added, aim to 'further ease business operations and stimulate foreign trade and investment.' Kouchouk concluded by reaffirming the government's commitment to expanding the reform programme: 'Further tax relief packages are under development to address on-the-ground challenges and promote sustainable economic growth.' These reforms aimed at ensuring enhanced traceability, regulatory compliance, and quality assurance, the minister said during a meeting with Rabih Karaky, Practice Manager for Agriculture and Food for Middle East and North Africa Region at the World Bank. During the meeting, Farouq said that his ministry focuses on enhancing the added value of agricultural products and expanding agro-industrial activities to bolster the sector's contribution to the national economy. He underscored the implementation of a series of strategic national programs and initiatives designed to achieve vertical expansion by enhancing the productivity of land and water resources, alongside horizontal expansion to increase the total cultivated area and elevate agricultural output. He also highlighted initiatives focused on livestock development, including breed improvement programs and the 'Betalo' initiative, which aims to enhance national self-sufficiency in red meat production. Farouq added that the ministry is also implementing initiatives to modernize milk collection centers and advance the poultry and aquaculture sectors, as part of its strategy to reinforce Egypt's national food security framework. He also underlined the ministry's sustained commitment to empowering smallholder farmers by improving their access to financial resources and modern agricultural mechanization. The minister added that these efforts are undertaken alongside rural development initiatives under the presidential 'Decent Life' program, which aims to empower rural communities and foster the growth of micro- and small-scale enterprises. The minister further underlined the pivotal role of agricultural research institutions in driving innovation, particularly through the development of high-yielding, climate-resilient, and water-efficient crop varieties. For his part, Karaky commended Egypt's progress in the agricultural sector, reaffirming the World Bank's commitment to supporting sustainable agricultural development and investment within the country.
