
The sleeping Heathrow boss proves we're a nation led by donkeys
It was one of the more astonishing admissions of the week: 'Sorry lads, my phone was on silent.' Or, as the Kelly Review, published on Wednesday, put it: ' Mr Woldbye expressed to us his deep regret at not being contactable during the night of the incident.'
The apology nestles in a 75-page report authored by Ruth Kelly, the former transport secretary, who examined the circumstances relating to the closure of Heathrow Airport on March 21. It's an impressively speedy job, with most inquiries of this nature usually waiting for the protagonists to die – or, at best, until their memories have long faded and the events have been massaged into a Netflix documentary – to be concluded.
Yet here is a report published while the senior folk of one of the largest and busiest airports in Europe are still firmly in post. And clinging on for dear life – especially the chief executive, Thomas Woldbye.
Indeed he has been vexed at the idea that he acted in any way other than exemplary over the 18-hour shutdown of Heathrow that resulted in the cancellation of 1,300 flights and affected some 270,000 passengers. The day after the shutdown, the Danish businessman even told Emma Barnett on BBC Radio 4's Today programme that, in relation to the actions and decisions of Heathrow and related parties, he was 'proud of the entire ecosystem'.
Pride being the most plausible emotion for him to express because, when the decision was taken to press the Heathrow off-button, Woldbye was asleep.
Which for a Dane strikes me as a peculiarly British reaction, albeit with firm roots in the comedy of Captain Mainwaring of Dad's Army or Blackadder 's General Melchett.
Our hero, Woldbye, as you can read on page 36 of the report (section 14, subsection 3), 'first became aware of the incident at approximately 06:45 on 21 March, and received a debrief from Mr Echave [Heathrow's chief operating officer]'.
'Fine work, man,' he might have said. 'Now, what's going on?'
And, famously, it was not for want of trying to get hold of Woldbye during the night. In fact, what is known in the trade as the most 'critical event communication platform that provides information and sends alerts through all available communication channels', an F24 alarm was issued at 00.21.
This is the technical equivalent of a cold bucket of water being thrown in your face, a gong being struck by your ear, a jumping up and down on Daddy at dawn. There was another F24 sent at 01.52, this one activating Gold (harder slaps around the chops, cries of 'wake up, you idiot!') and Echave, also we learn, 'attempted to call Mr Woldbye several times during the early hours'.
Except Woldbye's mobile, albeit on his bedside table, was on silent. Or, as the report states, 'the phone had gone into a silent mode, without him being aware it had done so'. That's right, the man in charge of Heathrow – an airport that uses the most sophisticated technology available to run and protect a place with planes departing and landing every 45 seconds – has a phone that, completely of its own accord, jumps into 'do not disturb' mode.
Perhaps the man whose most recent annual take-home pay was £3.2 million needs a second phone. Or how about an old-school landline with a trilling bell on it?
We Brits are, quite clearly, lions led by donkeys.
Incompetence seems key to the skill set in running either a large company or indeed government. There are, for example, the civil servants of the Department for Business and Trade who, in the face of colossal public pressure and moral finger-wagging, continue to resist fully compensating the likes of Sir Alan Bates for the Horizon IT system scandal. Last weekend he revealed that he had been offered a 'take it or leave it' offer of 49.2 per cent of his original claim. The compensation scheme, Sir Alan said, had become 'quasi-kangaroo courts in which the Department for Business and Trade sits in judgement of the claims and alters the goal posts as and when it chooses'.
Or, consider the major water companies presiding over the effluent that pollutes our rivers. Earlier this month, Chris Weston, the CEO of Thames Water – Britain's biggest water company; a firm with massive debts, outdated infrastructure and more leaks and spills than the Titanic – admitted that senior managers had been in line for substantial bonuses courtesy of a privately financed £3 billion rescue-plan loan. Following pressure from Environment Secretary Steve Reed, Weston's spokesperson then announced that payments had been 'paused'. Yet, as The Guardian reported, Thames Water 'declined to answer questions about whether any of the retention package has already been paid'.
High Court judge Mr Justice Leech, in relation to an £800 million cost to be spent on interest and advisers for the debt deal, said: 'Customers and residents who are struggling with their bills will be horrified at these costs and mystified how the Thames Water Group has been able to fund them or why it has agreed to do so.'
Ponder, too, on those who run Royal Mail, increasing prices while presiding over terminal decline of their services, and the pen-pushing ninnies of our councils conjuring up safety costs that are wrecking traditional country street fairs and festivals.
Indeed, just look to the politicians who run our country. We have a Chancellor in Rachel Reeves who claims to support hospitality while actually savaging it with increases in National Insurance Contributions for employers, and a Secretary of State for Education gleefully manifesting over a VAT policy that is closing down private schools.

Starmer warns of ‘risk of escalation' following US strikes against Iran
Sir Keir Starmer warned there was a risk of the Middle East crisis spiralling beyond the region after Donald Trump ordered US planes and submarines to attack Iran's nuclear programme. The Prime Minister urged all sides to return to negotiations but said he had taken 'all necessary measures' to protect British interests in the region if the conflict escalates. There was no British involvement in the action but the Government was informed before the US strikes. Tehran has threatened to retaliate and Mr Trump has warned of further US action if necessary, saying: 'There will either be peace or there will be tragedy for Iran.' Speaking at his Chequers country retreat, the Prime Minister said there was a 'risk of escalation' adding: 'That's a risk to the region. It's a risk beyond the region, and that's why all our focus has been on de-escalating, getting people back around to negotiate what is a very real threat in relation to the nuclear programme. 'In relation to the UK, we were not involved in the attack. We were given due notice, as we would expect, as close allies to the US, and we have been moving assets to the region to make sure we're in a position to protect our own interests, our personnel and our assets, and, of course, those of our allies.' The US action comes just days after Sir Keir, who attended the G7 summit in Canada with Mr Trump, said on Tuesday there was 'nothing' from the president to suggest he was about to get involved in the conflict. Mr Trump pushed ahead with the action anyway, which he claimed had 'completely and fully obliterated' key nuclear facilities. Asked if he had been left looking foolish by the UK's closest ally ignoring his calls for de-escalation and pushing ahead with military strikes, the Prime Minister said: 'It's clearly a fast-moving situation and there's been a huge amount of discussion in the days since the G7 ended.' The Prime Minister sought to dodge questions about whether the UK could get dragged into the conflict if Iran targeted the bases of the US, a Nato ally. 'I'm not going to speculate about what may happen, because all of my focus is on de-escalation,' he said. 'But I do want to reassure the public we have taken all necessary measures to protect UK interests, UK personnel and to work with our allies to protect their interests as well.' Extra RAF Typhoon jets have already been moved to the region and Defence Secretary John Healey said 'force protection is at its highest level' following the US strikes. Sir Keir will chair a meeting of the Government's Cobra crisis committee on Sunday afternoon and has held a series of calls with world leaders. The US attacked Fordo, Isfahan and Natanz which are linked to Iran's nuclear programme. The Tehran regime has insisted its nuclear programme is peaceful but its uranium enrichment process has gone far beyond what is required for power stations. The strikes followed a build-up of US military equipment, with B-2 stealth bombers – which are the only aircraft to carry a 30,000-pound bunker-buster bomb – reportedly used to target the underground facilities. The aircraft have previously used the UK-US airbase on Diego Garcia, one of the Chagos Islands, but it is understood that was not involved in these strikes. The attack on Iran also involved US submarines, which launched around 30 Tomahawk cruise missiles. Conservative leader Kemi Badenoch said: 'By targeting Iran's nuclear sites, the US has taken decisive action against a regime that fuels global terror and directly threatens the UK. 'Iranian operatives have plotted murders and attacks on British soil. We should stand firmly with the US and Israel.' Reform UK leader Nigel Farage also backed Mr Trump's decision to strike Iran. He said: 'Iran must not be allowed to have nuclear weapons, the future of Israel depends on it.' Liberal Democrats leader Sir Ed Davey said 'robust diplomacy' was now needed to eliminate Iran's nuclear threat, adding: 'Following the US strikes, it is essential that we work to de-escalate the conflict and achieve that diplomatic solution.' Scotland's First Minister John Swinney called for diplomacy, saying the Middle East conflict has reached 'an alarmingly greater level of danger after the US attacks on Iran'. Iran launched a ballistic missile barrage against Israel in retaliation to the US action. The foreign ministry in Tehran issued a statement condemning 'the United States' brutal military aggression against Iran's peaceful nuclear facilities'. It added: 'The Islamic Republic of Iran is resolved to defend Iran's territory, sovereignty, security and people by all force and means against the United States' criminal aggression.' Mr Trump said any retaliation would be met with 'force far greater' than that used in the initial strikes.

Economic policymaking needs to adapt to the climate emergency
The heatwave that gripped much of the UK this week was the latest sweltering reminder that the climate emergency is already making daily life more volatile. Many of the places most brutally exposed to out-of-kilter weather patterns and natural disasters are in the global south, and rightly demand solidarity from the wealthier nations responsible for most historic emissions. But the costs of the emergency are being felt everywhere. Three nuggets from the last week alone: first, chocolate prices in the UK increased at a record annual rate of 18% rate last month, according to the Office for National Statistics (ONS), driven by repeated weather-related failures of the cocoa crop in West Africa. Second, research by Bloomberg Intelligence calculated that an extraordinary $1trn was spent in the US last year on rebuilding and recovery after climate disasters such as wildfires and floods. The analysis highlighted the benefits for firms specialising in repair and resilience (DIY chain Home Depot gets a mention, for example, as does cement-maker Heidelberg), but rightly pointed out that these are resources that have to be diverted from other purposes. 'Climate-related disasters are redistributing trillions of dollars in global spending away from the broader economy to pay for the costs of repairing the damage from the last fire, flood and storm and preparing for the next one,' as the authors put it. And third, a deeply depressing paper from the IZA Institute of Labor Economics in the US was highlighted by Ruth Curtice of the Resolution Foundation. It showed that wildfires – which are becoming increasingly prevalent – have a direct impact on jobs and earnings, because the smoke affects the health of people many miles away from the centre of the blaze. Over a typically smoky year, researchers found the impact knocks as much as 2%, or $125bn, off the total earnings of US workers – with older employees feeling the worst effects. That's a health crisis and an economic challenge, too. Even in wealthy countries, in other words, the climate emergency is absorbing an ever-expanding share of resources and causing repeated cost shocks. For policymakers contemplating this 'age of shifts and breaks,' as ECB chief Christine Lagarde has called it, another fascinating piece of research published last week – not specifically about climate, but about cost shocks more generally – provided some worrying context. Isabella Weber and her colleagues analysed transcripts of more than 100,000 'earnings calls' – the crucial meetings at which companies update their investors – from almost 5,000 US companies between 2007 and 2022, and cross-checked them against data on costs across the economy. They found that during cost shocks – when everyone knows costs are going up – companies feel emboldened to push up prices and build their profit margins. Scrutinising the language used on the calls, Weber et al suggest executives tend to calculate that they won't lose market share, because rival firms will also raise prices, and assume the public will be more understanding than during normal times. It's not that CEOs put their heads together and cook up a top secret plan to make bumper profits in the teeth of a crisis – instead, an economy-wide cost shock acts as what the authors call an 'implicit coordination mechanism'. This is what Weber and co call 'sellers' inflation' – driven not by the demands of workers for higher wages, which firms then pass on to consumers, but by opportunistic behaviour from bosses. They don't argue that this is necessarily the main driver of inflation during crises such as the Covid pandemic, but that what they call this 'markup increase' channel is significant – and makes managing inflation more complex. 'If, in the face of major supply shocks, firms do not absorb cost increases but instead perceive them as good news – as they facilitate price hikes and hence higher profits – this has important implications for price stability in a world of overlapping emergencies,' they warn. Sign up to Business Today Get set for the working day – we'll point you to all the business news and analysis you need every morning after newsletter promotion Climate change is one such emergency – alongside burgeoning global conflicts, and the dismantling of long-established trading relationships. And as it hits food production in particular, it appears likely to continue presenting policymakers with cost shocks. The main weapon of central banks – raising interest rates – is a very blunt one against this particular species of inflation. Weber argues instead for a 'toolbox approach' that includes building up 'buffer stocks' of essential commodities (chocolate, sadly, seems unlikely to qualify), cracking down on companies taking unfair advantage of economic shocks, and in extremis, price controls. Another recent plea for policymakers to think differently about climate-driven inflation came from a pair of researchers at the LSE's Grantham Research Institute. David Barmes and Luiz Awazu Pereira da Silva advocate 'adaptive inflation targeting,' in what they call a 'hot and volatile world'. They argue that given the likelihood of increasingly frequent climate cost shocks, policymakers would be wise to tolerate, or 'look through,' these short term blips more willingly than they do at present. They suggest politicians might also want to allow central banks temporarily to target a higher inflation rate at times of repeated shocks – and perhaps allow more leeway around the target, too. Keeping rates high to squash climate-driven inflation has no impact on the underlying problem, Barmes and da Silva argue, and raises government borrowing costs, just as public investment in the green transition is urgently needed. Anyone sweating through the weekend in a home built when 30C was a once-in-a-generation aberration may have pondered how out of step Britain's infrastructure is with the changing climate. But our economic policymaking infrastructure, too, will surely need to adapt.

PSNI: Extra £200m funding could be "gamechanger' says Naomi Long
The expected allocation of an extra £200m for the Police Service of Northern Ireland could be a "gamechanger" for the organisation, the justice minister has said. Naomi Long said it would "allow us to rebuild police numbers which is the most important thing we can do".In January, the Police Service of Northern Ireland (PSNI) said it needed £200m over five years to recruit hundreds of new officers and bring its headcount to 7,000. On Friday, First Minister Michelle O'Neill said the finance minister was "very happy to sign that off" but added his recommendation must be approved by the Executive. The PSNI is seeking to increase its workforce from its current all-time low of about 6,200 officers to 7,000 to the BBC's Sunday Politics programme, Long said she had been working on the business case for some time and agreed real progress had been made. "I think this is potentially a gamechanger for us in terms of being able to rebuild".Long pointed out the PSNI currently has a £20m gap in its budget because of pressures like overtime and said recruiting more officers could fix that issue. "If you have a right-sized force you can actually reduce the amount of overtime individuals are working and make some savings there," she explained. "So I think this a really good opportunity to put the PSNI on a sustainable footing."The justice minister said the recruitment investment would improve public safety and also allow officers to "get their rest days" and "look after their health".She added funding was necessary to stop officers leaving their jobs "because they are under such personal strain as a result of having to work extended hours". Rioting pressures for police The recent rioting in Northern Ireland exposed the pressure the PSNI is facing with its current workforce responded to several consecutive nights of violent disorder which began two weeks ago in Ballymena, County Antrim, and spread to other towns and cities. The violence started on Monday 9 June, hours after two teenage boys appeared in court accused of sexually assaulting a teenage girl in two 14-year-old boys spoke through an interpreter in Romanian to confirm their names and ages and their solicitor said they would be denying the charges.A peaceful protest was held in Ballymena later that day, but after that demonstration dispersed, rioting broke the course of the next few days, 64 officers were injured while policing disorder in Ballymena, Larne, Portadown, Belfast and Londonderry. The PSNI sought support from Police Scotland, which deployed officers to Northern Ireland under what is known as mutual aid arrangements. Long also requested and received an additional £5m from the Northern Ireland Executive to meet the costs of policing the riots. She said the riots were a "drain on the resources of PSNI". "I put in a bid very early during the riots in Ballymena for additional resources for PSNI because we knew that they may need to call on mutual aid. "That's £5m to police those riots and most of that £5m, if not all of it, will have already been spent."The minister explained the PSNI needs £7m to cover its first year of recruitment under its business case and the rioting bill would have been better spent on that. "It's hugely frustrating at a time when our justice system is so stretched that we have people not just putting pressure on the resources of the PSNI, but destroying their own communities at a cost to everyone in our society because that will all have to be repaired and rebuilt." Last month, the Police Federation said that the PSNI had been told Stormont could not find the money for a £200m plan to increase officer Chief Constable, Jon Boutcher, said the "consequences of not getting the PSNI back on its feet will be dire".At that time, Long criticised the Police Federation remarks as "inaccurate and extremely unhelpful".
