Doha – Innovative Energy & Efficiency (INEE), a subsidiary of the CDG Group, has become the first company to benefit from official accreditation as an Energy Services Company (ESCO) in Morocco.
The Ministry of Energy Transition and Sustainable Development issued this authorization on May 20, as part of Decree No. 2-24-153, implementing Law No. 47-09 on energy efficiency.
The ministry stated this development represents an important step in operationalizing the regulatory framework for energy efficiency, building on their ongoing efforts.
INEE is the first ESCO approved under the new national legal framework. The company specializes in energy efficiency solutions, renewable energy production, and decarbonization.
According to company information, INEE operates across the entire value chain, from energy audits to real-time monitoring and operation. Their services integrate financing, engineering, and project assembly for clients in both public and private sectors.
'This recognition allows INEE to contract energy efficiency projects through Energy Performance Contracts based on a structuring partnership model,' the company stated. These contracts connect ESCOs to their clients through measurable objectives, with payment directly linked to actual energy savings achieved.
The ESCO business model is designed to reduce financial risk for clients while helping to cut energy consumption. According to INEE, they deploy technical solutions with a commitment to achieving energy performance targets.
The company reports operating in sectors including Smart City development, industry, tertiary services, logistics, and agriculture. It also works on implementing the Administration's Exemplarity Pact.
Energy efficiency is emerging as a driver of job creation in the sector. The new regulatory framework aims to develop a national ecosystem of specialized companies while promoting skills training.
INEE states that through its approach, it contributes to structuring a national energy efficiency ecosystem. This work supports Morocco's efforts to strengthen energy sovereignty, accelerate decarbonization, and build economic resilience against climate challenges.
The ministry has already authorized 25 companies responsible for mandatory energy audits. It has expressed commitment to supporting companies wishing to join this ecosystem and contribute to building a more sustainable economy.

'Morocco has a satisfactory number of official holidays during which work is suspended, with 17 days compared to 13 days in Egypt, 9 days in Algeria, and 15 days in Tunisia,' El Fallah Seghrouchni stated. These official holidays are governed by Decree No. 2.77.169 dated February 28, 1977, which established the framework for religious and national holidays in public administrations and institutions. 'Several private institutions adopt the same number of holidays as the public sector,' the minister noted. Regarding religious holidays specifically, El Fallah Seghrouchni pointed out that Eid al-Adha celebrations in various Muslim countries range between one and three days, similar to Morocco's practice. Any potential revision of holiday regulations would require comprehensive stakeholder involvement, according to the minister. 'Studying the possibility of revising the decrees regulating official and religious holidays requires involving all public and private sector stakeholders to address the issue from various economic and social perspectives,' she explained. The minister also mentioned that Moroccan legislation provides for exceptional leave allowances. 'The Moroccan legislator has established, alongside the administrative leave system, exceptional leave or permission to be absent, granted to employees who provide family justifications or exceptional reasons, not exceeding ten days per year,' she elaborated. 'This system of leaves collectively aims to ensure decent working conditions for employees on one hand, and guarantee the continuity of public services on the other.' She further noted that Article 3 of Decree No. 2.05.916 issued in July 2005, which determines working days and hours in state and territorial administrations, allows for exceptional work stoppages by decision of the Head of Government. On several occasions, such as during Eid al-Fitr, work has been suspended exceptionally to facilitate citizen travel and reduce traffic congestion on various national road networks coinciding with these religious occasions. Jointly crafted by the Ministry of the Interior and the Ministry of Tourism, the new regulation introduces a fresh framework for ranking tourist accommodations. It outlines clear and measurable standards for equipment, service, and overall guest experience, tailored to each lodging category. For the first time, Morocco links hotel classification to regular assessments by anonymous inspectors. These mystery guests check in like ordinary visitors, observe the hotel environment, test the staff's professionalism, and evaluate everything from booking systems to cleanliness and multilingual assistance. A two-tiered system The reform distinguishes between two types of standards. Mandatory ones cover essential areas such as security infrastructure, guest comfort, and digital accessibility. Hotels must meet all of these to stay in compliance. Complementary standards are for creativity and allow hotels to shine through thoughtful touches, such as personalized service, eco-friendly solutions, or advanced digital systems. A hotel must score perfectly on mandatory criteria and reach at least 70% of the complementary category points. This dual approach encourages consistency while leaving space for innovation and identity. In practical terms, this means guests should expect more reliable Wi-Fi, simpler online reservations, multilingual reception, secure parking, and clean, well-maintained rooms. For hotels that aim higher, the push for excellence could involve 24/7 concierge service, contactless check-ins, or even smart room automation. A wider net for oversight The government's plan does not stop at traditional hotels. Authorities now prepare to extend the same standards to short-term rentals, particularly those listed on platforms like Airbnb. These rentals have multiplied in recent years but often operate outside formal regulation. Officials seek to create a level playing field, where every lodging option, whether a five-star resort or a city apartment, meets basic expectations for quality and safety. The move responds to concerns from travelers and hotel professionals who see the current gap as unfair and unsustainable. The idea of sending undercover guests to evaluate hospitality isn't new. It emerged in 1940s America, mostly in high-end retail. But in today's tourism market, it has become a trusted method for holding service providers accountable. For Morocco, the appeal is crystal clear. Mystery guests provide real-time feedback on how hotels treat guests, manage operations, and keep promises made in glossy brochures or online listings. A glowing star rating means little if the front desk fails to greet guests or if rooms fall short of cleanliness. Morocco wants more than tourist arrivals.
