
IRB Digital Drive Eases Tax Filing and Boosts Compliance
KUALA LUMPUR: The initiative by the Malaysian Inland Revenue Board (IRB) in driving comprehensive digital transformation will simplify taxpayers' affairs nationwide, thereby increasing compliance levels.
Its Chief Officer of Operations, Marsidi Zelika, said that the digital transformation does not only focus on migrating services to online platforms, but also involves changing the work structure, mindset and operational strategy to ensure more efficient and user-friendly tax services.
'It includes systems such as MyTax, ByrHASiL, e-Filing and now e-Invoicing, all created to enable taxpayers to manage their tax affairs quickly, easily and securely without having to go to the counter,' he said.
He said this when appearing as a guest on Bernama TV's Ruang Bicara programme, with the title 'Digitalisation of HASiL: Simplifying Taxpayer Affairs', last night.
He said that the digital system, such as e-Filing, which is equipped with automatic calculation and final review functions, helps users avoid common mistakes such as incorrect tax calculations and incomplete data.
'The data integration function, automatic verification and the use of a single identity-based system through MyTax ensure that taxpayers' information is consistent and easy to track,' he said, adding that the system is also linked to Monthly Tax Deduction (PCB) information from employers.
Touching on the latest initiative, Marsidi said the implementation of e-Invoice, which started in August last year in phases, has received an encouraging response from the public, especially small and medium-sized businesses.
'As of June 4, 2025, more than 313.4 million e-Invoices have been recorded involving 33,391 taxpayers. This clearly shows a very positive reception for this digital initiative,' he said.
According to him, the implementation of e-Invoice does not just replace printed invoices, but also opens up opportunities for Micro, Small and Medium Enterprises (MSMEs) to restructure their business accounting systems more systematically and effectively.
The MyInvois portal and application, which are offered for free, allow users to access, send and store transaction documents digitally, thus reducing the risk of losing documents and speeding up administrative matters.
To ensure compliance with the new system, Marsidi said the IRB also provided a one-stop reference centre through the e-Invoice microsite as well as guidelines, video tutorials and a 24/7 e-Invoice help desk, in addition to e-Invoice counters at all IRB.
'We would like to encourage taxpayers, especially MSMEs, not to wait until the last minute. Start preparing now, access all available guidance, and if there is any confusion, contact us. The IRB is always ready to help,' he said.
Marsidi emphasised that the digitalisation efforts implemented by IRB are in line with the National Digital Economy Blueprint (MyDIGITAL) and the government's aspiration to empower the public sector holistically through technology.
'We hope to develop a tax service ecosystem based on convenience, trust and security. Our focus is to provide borderless services that can be accessed from any location, at any time,' he said.
He also called on all taxpayers to take full advantage of the digital facilities provided and support the digitalisation of public services.
'Use MyTax, e-Filing and MyInvois to make your business easier. Together, let us make this digital transformation a success for a more efficient and transparent Malaysia,' he said.

PETALING JAYA: The expansion of the Sales and Services Tax (SST) will further burden the people and give businesses an excuse to raise prices, says MCA president Datuk Seri Dr Wee Ka Siong. He said that unlike the Goods and Services Tax (GST), the SST lacks transparency, consistency, and the capacity to generate sustainable revenue. 'The government's continued expansion of SST, likely due to fiscal pressure, is a burden to the people and gives businesses an excuse to raise prices. 'MCA urges the government to take these concerns seriously and consider the constructive feedback from all sectors,' he said on Facebook on Saturday (June 21). Dr Wee said that reintroducing the GST could ensure the stability and strength of the country. He said that the GST is widely recognised for its transparency and efficiency. 'A responsible approach would be to exempt certain SMEs and vulnerable groups from the policy, rather than just postponing the rollout. 'A delay is only a short-term fix. In fact, it should be seen as a starting point for reviving the GST,' he said at the E-Invoice Seminar hosted by the MCA Political Education Committee and School of Political Studies earlier today. Dr Wee added that if GST is implemented, the e-invoice function would be included in the taxation software. 'I emphasised that while the government announced a revised timeline for e-invoice implementation on June 5, simply delaying it won't solve the root issues. MCA is of the view that the e-invoice component is a subset of the GST system,' he added. Last week, Prime Minister Datuk Seri Anwar Ibrahim said that reintroducing GST would unfairly burden lower-income earners. He said the implementation of GST would mean the poor, including fishermen, smallholders, low-wage earners, and street vendors, would be taxed on everyday essentials. On June 9, the Finance Ministry announced that the reviewed and expanded SST rates would come into effect next month. The measure is aimed at strengthening the country's fiscal position by increasing revenue and broadening the tax base, the ministry said.

KUALA LUMPUR: More than 23.6 million domestic users in Peninsular Malaysia will benefit from fairer and progressive rates with the implementation of the new electricity tariff schedule approved by the government. This tariff schedule will take effect from July 1, 2025, to Dec 31, 2027, under the incentive-based regulation (IBR) framework, in line with provisions under Section 26 of the Electricity Supply Act 1990. The electricity tariff revision for the fourth regulatory period (RP4) involves restructuring three components, which are average base tariff rates, the new tariff schedule and fuel cost adjustment mechanisms. Average Base Tariff The average base tariff is adjusted based on the estimated cost of electricity supply for RP4 and set at 45.40 sen/kWh, lower than the 45.62 sen/kWh approved in December last year. With this adjustment, the overall average electricity tariff cost will be reduced by 19 per cent compared with the third regulatory period (RP3). Tariff Structure Changes The introduction of the new tariff schedule includes a revision of customer categories, now divided into domestic and non-domestic groups based on low, medium or high-voltage supply. It also involves the setting of charges for the energy, capacity, network and retail components, each determined according to their respective costs. The Energy Efficiency Incentive will be introduced to encourage 23.6 million domestic users to adopt prudent electricity consumption practices. Through this incentive, domestic users with electricity consumption of 1,000kWh and below are not expected to be affected by the new tariff schedule. In addition, non-domestic low-voltage users with consumption of 200kWh and below will also benefit from this incentive. Meanwhile, the time-of-use (ToU) scheme has been streamlined and expanded to offer longer off-peak periods, including Saturdays and Sundays, as well as from 10pm to 2pm on weekdays. This is to encourage more efficient consumption management based on demand, in line with efforts towards a more efficient and sustainable energy system. By shifting their usage to off-peak periods, consumers can reduce their electricity bills compared with peak periods. To ensure that social and welfare needs continue to be looked after, the government has agreed to apply specific tariffs for the agriculture, water and sewerage services, as well as rail operators or traction. A 10 per cent rebate will be provided for registered higher-learning institutions, schools, charity homes and houses of worship. The government will also continue the RM40 electricity bill rebate programme, which provides a monthly subsidy of up to RM40 for heads of households categorised as hardcore poor and registered with the e-Kasih system under the Prime Minister's Department. Eligible users can check their eligibility status via or by visiting their nearest utility branch. Overall, this approach is intended to encourage energy efficiency initiatives and the use of renewable energy, delivering shared benefits through a sustainable system. To support this, all users will receive their electricity bills in a new, detailed format (itemised billing). Despite the implementation of this new tariff schedule, the majority of users are expected to remain unaffected. In fact, users who practise efficient energy consumption will enjoy greater savings through the Energy Efficiency Incentive. Refinement of Cost Adjustment Mechanism For the energy charges component, the current imbalance cost pass-through (ICPT) mechanism will be replaced by a new and more dynamic fuel-cost adjustment system known as automatic fuel adjustment (AFA) mechanism. This enables automatic adjustments to generation costs based on current market fuel prices and foreign exchange rates. These details will be reported monthly on the Energy Commission's website. Implementation and User Support Services The new tariff schedule will take effect from July 1. Details of the rates and new categories (where applicable) can be checked through the following channels. THE new tariff schedule will be published in at noon on June 21; and AN estimate of future monthly electricity bills can be calculated using the electricity tariff calculator, which will be accessible at earliest on June 23. PENAMPANG (June 20): The Penampang Municipal Council (MPP) headquarters has officially received the green building certification, making it the first government building in Sabah to obtain such recognition. This marks a historic achievement in MPP's efforts to strengthen sustainability practices and innovation within public service. The recognition was announced during an official ceremony officiated by Deputy Chief Minister II and Local Government and Housing Minister, Datuk Seri Dr Joachim Gunsalam, who also launched the MPP e-Adu mobile application and command centre during a joint event today. Dr Joachim said that this achievement clearly reflects MPP's commitment to addressing global challenges related to climate change, energy management and carbon emission reduction. 'This is a proud achievement. The green building certification reflects MPP's commitment to sustainable building management through initiatives such as the installation of solar systems, use of energy-efficient equipment and the implementation of LED lighting,' he said during his speech at the event held at the MPP lobby. The command centre is equipped with a CCTV monitoring system, used not only for safety and traffic surveillance but also to assist in disaster management, such as floods and unexpected incidents. The e-Adu app enables the public to submit complaints more easily, transparently and efficiently, in line with the aspiration to develop a responsive, people-centred urban environment.
