World Bank President commends Egypt's reforms during meeting with Al-Mashat

Cairo – October 24, 2024: President of the World Bank (WB), Ajay Banga, praised Egypt's ongoing economic reforms and the creation of state-led investment platforms, emphasizing Egypt's position as a leading partner for the World Bank, during a meeting with Minister of Planning, Economic Development, and International Cooperation, Rania Al-Mashat.
Held on the sidelines of the WB annual meetings in Washington on Thursday, their meeting discussed private sector financing, capital market development, and restructuring the global financial system.
Banga highlighted initiatives like the 'NWFE' platform, which promotes climate investments in adaptation and mitigation efforts, and the 'Hafiz' platform that fosters private sector participation.
These projects, Banga noted, reflect Egypt's commitment to driving sustainable development and climate action.
The discussions, held during the annual World Bank meetings in Washington, centered on enhancing Egypt's partnership with the World Bank to bolster economic development and address regional and global challenges.
Al-Mashat expressed her gratitude for the World Bank's continued support, underscoring Egypt's dedication to advancing their collaboration to bridge development financing gaps, and calling on the WB to develop predictive economic models to assist developing nations in crafting effective growth strategies amidst global challenges.
She stressed the importance of leveraging the World Bank's diagnostic reports and analytical tools to create evidence-based policies, aimed at accelerating economic growth.
A key topic of discussion was Egypt's focus on private sector empowerment, with Al-Mashat pointing to the collaboration with IFC and the Multilateral Investment Guarantee Agency (MIGA) as crucial to enhancing financial mechanisms available to private enterprises in Egypt.
Al-Mashat stressed the urgency of reforming the global financial architecture to better support emerging economies, particularly in light of escalating global crises.
She welcomed the progress made on the World Bank Group's roadmap for reform, including the launch of a unified guarantees platform and a grant preparation facility trust fund, both vital steps in supporting sustainable development policies.
The meeting also explored the J-CAP program, a joint initiative by the IFC to develop capital markets across 18 countries, with a focus on boosting Egypt's capital market. The two sides discussed future joint projects, particularly in governance and development financing, and the upcoming National Strategy for Foreign Direct Investment, which is being finalized in cooperation with Egypt's General Authority for Investment.
Egypt's current partnership portfolio with the World Bank includes 12 projects worth $5.5 billion, spanning key sectors such as education, healthcare, transportation, and social solidarity.

Health investments include building Faraskour Central Hospital, expanding Damietta Oncology Hospital, and developing the Damietta Cardiac Hospital. Agriculture Minister: Farm coding reforms spur record Egypt Agri-export growth

Minister of Agriculture and Land Reclamation Alaa Farouq stated that Egypt's agricultural exports have witnessed substantial growth in recent months, largely attributed to the ongoing implementation of farm coding reforms. These reforms aimed at ensuring enhanced traceability, regulatory compliance, and quality assurance, the minister said during a meeting with Rabih Karaky, Practice Manager for Agriculture and Food for Middle East and North Africa Region at the World Bank. During the meeting, Farouq said that his ministry focuses on enhancing the added value of agricultural products and expanding agro-industrial activities to bolster the sector's contribution to the national economy. He underscored the implementation of a series of strategic national programs and initiatives designed to achieve vertical expansion by enhancing the productivity of land and water resources, alongside horizontal expansion to increase the total cultivated area and elevate agricultural output. He also highlighted initiatives focused on livestock development, including breed improvement programs and the 'Betalo' initiative, which aims to enhance national self-sufficiency in red meat production. Farouq added that the ministry is also implementing initiatives to modernize milk collection centers and advance the poultry and aquaculture sectors, as part of its strategy to reinforce Egypt's national food security framework. He also underlined the ministry's sustained commitment to empowering smallholder farmers by improving their access to financial resources and modern agricultural mechanization. The minister added that these efforts are undertaken alongside rural development initiatives under the presidential 'Decent Life' program, which aims to empower rural communities and foster the growth of micro- and small-scale enterprises. The minister further underlined the pivotal role of agricultural research institutions in driving innovation, particularly through the development of high-yielding, climate-resilient, and water-efficient crop varieties. For his part, Karaky commended Egypt's progress in the agricultural sector, reaffirming the World Bank's commitment to supporting sustainable agricultural development and investment within the country. He further noted that a comprehensive study is underway to assess the sector's future needs and identify opportunities for enhanced strategic cooperation.

Talks underway to disburse 2nd tranche of European aid to Egypt, worth €4 billion

Egypt's Minister of Planning, Economic Development, and International Cooperation, Rania al-Mashat, held a negotiating meeting with the relevant national authorities and representatives of the European Commission to follow up on completing the economic component of the second phase of the Macroeconomic and Budget Support Mechanism, valued at four billion euros. The Friday meeting discussed the structural reforms required for the second phase, in preparation for a final agreement on the executive measures required by national authorities, in light of the European Parliament's vote to approve the final reading of the resolution, paving the way for the disbursement of the second tranche of financial support. Mashat said that the meeting comes as part of the ongoing coordination between the government and the Commission, regarding the implementation of the second phase of the Macroeconomic Support Mechanism, which builds on the one euro billion in funding provided during the first phase, which was disbursed in December 2024. She added that the Investment Guarantee Mechanism, launched during the 'Development Financing to Empower the Private Sector' conference, opens the door to new foreign investment through guarantees amounting to €1.8 billion. Mashat emphasized that the reforms implemented by the government are based on a clear vision to enhance competitiveness, support the private sector, and simplify the legislative and regulatory environment, contributing to attracting more local and foreign investment. She explained that the Macroeconomic and Budget Support Mechanism (MFA) is part of the European package announced during the Egypt-EU summit in March 2024. The package totals €7.4 billion, including five billion euros in direct budget support until 2027, €1.8 billion in investment guarantees, and €600 million in development grants. The European Council is expected to vote on the decision in the coming days, paving the way for the disbursement of the second tranche, which will support the government's efforts to implement its economic and development programs and enhance the Egyptian economy's ability to confront regional and international challenges.
