Fingerprint scanners in districts: Centre's revised procedure for foreigners ID portal

After facing technical issues in uploading biometrics of detected illegal migrants on Foreigners Identification Portal (FIP) of the National Automated Fingerprint Identification System (NAFIS), the Centre has revised the procedure for the portal and asked states/UTs to now use fingerprint scanners available in districts under districts police module (DPM) of Immigration Visa Foreigner Registration Tracking system (IVFRT).
The MHA in a communication earlier this month said that it has decided to review the tools of DPM and FIP for the deportation of illegal migrants with all stakeholders and found that several states/UTs were facing issues regarding digitization of fingerprints captured on paper and sending it to the NCRB for digitization. An official said that this led to 'certain gaps between data of taking fingerprints on paper by manual scanning as compared to digital record'.
The official said, 'It has been decided by the Centre that the infrastructure and equipment of NAFIS will not be used for collecting of biometrics of detected illegal migrants on the FIP portal… Now onwards, the fingerprint scanners available at district under DPM of IVFRT will be used.'
To facilitate deportation of illegally staying Rohingyas, the MHA had launched a portal in 2018 to collect biographic and biometric details after giving access to all states/UTs, the communication said.
'The DPM was rolled out in 2023 to enhance the capabilities for identification of overstaying foreigners and later the portal was upgraded into a comprehensive portal — FIP to cover illegal migrants from all countries. It was then decided that for capturing biometrics of illegal migrants in FIP, NAFIS machines provided by the NCRB, will be utilised and that biometric data will be captured in the standardised format for inter-operable use,' the official said.
The NCRB three years ago had implemented the NAFIS project, providing equipment to all districts, police commissionerates, state fingerprint bureau, the central fingerprint bureau and central law enforcement agencies to establish a national repository of criminal fingerprints.
Also, the fingerprint identification system of all States/UTs has been integrated with NAFIS, creating a national repository of 1.06 crore criminal fingerprint records till October 31 last year. Later, the database of FIP was also added in the NAFIS.
After reviewing, it has been decided that fingerprint, scanners, computers and webcams will also be provided to police stations, especially in the identified hotspots, in the holding (detention) centres and also in the Border Out Posts (BOPs) manned by the Border Guarding Forces for collection of biometrics of detected illegal migrants, and uploaded by agencies concerned on the FIP.
'…the Ministry of External Affairs will take further action for getting nationality verification of the cases of illegal migrants, referred to them on the FIP Portal by the Foreigners Registration Office (FROs),' an official said.
'The Bureau of Immigration has been made the nodal authority at the Central level through Foreigners Regional Registration Office (FRROs) for the FIP and they have to ensure two things: the migration data from the FIP to IVFRT system and data will not be transferred to the NAFIS now onwards,' a senior official said.

CRPF, BSF to guard Manipur farmers: Official

Central Reserve Police Force (CRPF) and Border Security Force (BSF) personnel have begun implementing security measures in agricultural fields in the foothills of Manipur, similar to those used in Punjab and West Bengal where security forces guard farmers at border villages, officials said on Friday. 'We identified sensitive locations at the foothills where there are farming fields. Personnel from security forces are with the farmers in the valley to ensure that there are no clashes,' a senior officer aware of the matter said on condition of anonymity. 'Orders have been issued for the security forces, primarily CRPF, to remain on guard in the hills too. They will ensure that there are no armed people hiding. On both sides of the hills and the valley, there are personnel of the Manipur police along with the paramilitary forces.' Another reason behind the posting of security personnel at these flash points stems from the ongoing talks between Kuki insurgent groups under Suspension of Operations (SoO) and the Centre over the renewal of the peace pact. Earlier this month, the ministry of home affairs (MHA) resumed talks with the insurgent groups and are discussing new ground rules before taking a call on renewing the peace agreement, which has been strongly objected by Meitei groups. The tripartite SoO agreement –– signed by the Centre, the Manipur government and Kuki militant groups in August 2008 –– has been renewed every year until February 28, 2023, when it was kept in abeyance. The renewal process was halted over allegations against cadres of SoO groups indulging in ethnic clashes in Manipur and training village defence volunteers. The SoO groups have denied both charges. Just last week, clashes erupted between Meitei and Kuki communities in the same foothill area as farmers went to a land that Kukis said belonged to them. 'It is a coincidence that it is the rice sowing season and talks are also ongoing. Farmers will have to go to their fields near the foothills, which is a vulnerable area. There will be groups trying to politicise the situation by fuelling violence, so, the government is providing security to the farmers,' the officer cited above said, adding that the move is a precautionary measure. Following Thursday's attack, Meitei umbrella group COCOMI demanded adequate security for farmers in the foothills. 'This appears to be a deliberate act of provocation an attempt to instil fear among farmers and destabilize peace in the valley. Our farmers must be protected, not persecuted,' COCOMI convener Khujairam Athouba said. 'The current security line must be shifted to ensure this. Deployment of two additional companies for regular mobile patrolling is necessary, while existing static posts must remain in place. The affected farming areas must be declared a 'No Arms Zone' with shoot-at-sight orders against any unauthorized armed intruders to deter further attacks.'

Delhi court allows extradition of man to stand rape trial in Scotland

Kannur suicide: Woman's family claims no case of moral policing, police say couple was intimidated

'This (relationship) started three years ago. She has had a lot of debts since the friendship began. She was also ignoring us lately. We didn't know about the relationship until recently. They intervened and questioned them since they saw the two of them together,' Raseena's mother told the media on Friday. According to the police, the woman died by suicide on Tuesday, a day after the activists harassed her. While the police have arrested three men based on the suicide note found on the body, the woman's family on Friday said the accused, who include her relatives, were not moral policing the victim. The arrested men, identified as K.A. Faisal (34), V.K. Rafnas (24), and C. Mubasheer (28), have links with the Social Democratic Party of India (SDPI). Thiruvananthapuram: Days after a 40-year-old woman died by suicide at Kayalod in Kerala's Kannur district due to alleged harassment by Social Democratic Party of India (SDPI) activists for talking to a male friend, conflicting narratives have emerged from the police and the woman's family. The mother claimed that the group spoke to the couple and then took the man, Rahees, to a nearby SDPI office, where the families of both were called in. 'They just asked him to settle the money,' she said. However, Kannur City Police Commissioner Nidhinraj P. refuted the family's claims and said the arrests were based on evidence found at the scene, including the suicide note. The police officer said that on the evening of the incident, which happened in the jurisdiction of the Pinarayi police station, Raseena was talking to her friend Rahees when three men approached them on motorcycles. 'They spoke in a derogatory manner, threatened them, and took away their mobile phones,' he said. The suicide note, he added, pointed to the psychological trauma she experienced during this confrontation. 'The note mentioned that several people threatened and portrayed them in a negative light, they also snatched her friend's phone. It indicated that she chose to end her life because she felt they would not be allowed to live,' Nidhinraj P. said. Based on the note and digital evidence recovered from the accused, the police took Faisal, Rafnas, and Mubasheer into custody. The commissioner noted that while the suicide note does not blame Rahees, he will be questioned to clarify the circumstances. 'Further investigation is needed to determine how many people gathered (at the SDPI office) and who among them humiliated the woman,' Nidhinraj P. said, adding that the financial allegation, made by the family, will be investigated. He added that Rahees has been missing since the incident, though he is not an accused in the case at this stage.
