The finance ministry extended the deadline for opting into the Unified Pension Scheme (UPS) to September 30, 2025. The UPS starts April 1, 2025, with assured pension benefits.
The finance ministry on June 23 said it has extended the deadline for exercising the option under the Unified Pension Scheme (UPS) by three months, allowing eligible individuals time until September 30, 2025. This move comes in response to several representations received from stakeholders requesting additional time.
The UPS, which was notified by the government on January 24, 2025, is an option under National Pension System (NPS) which provides assured pension income like old pension scheme (OPS). The scheme gets implemented from April 1, 2025.
UPS has been notified as an option under the NPS. As per the regulations, eligible existing employees, past retirees, and the legally wedded spouses of deceased past retirees were given a period of three months i.e., upto June 30, 2025, to exercise their option under the scheme.
Now, the deadline or the cut-off date has been extended by three months till September 30, 2025.
'In view of the representations received from various stakeholders requesting an extension of the cut-off date, the Government of India has decided to extend the cut-off date for exercising the option for UPS by three months i.e., upto 30th September 2025 for eligible existing employees, past retirees, and the legally wedded spouses of deceased past retirees," the ministry said in a statement.
The extension offers additional time for those who may have faced difficulties in completing the formalities within the original deadline.
To facilitate the scheme's implementation, the Pension Fund Regulatory and Development Authority (PFRDA) issued the relevant operational regulations on March 19, 2025.
Last week, Union Minister Jitendra Singh said all central government employees part of the Unified Pension Scheme (UPS) will now be eligible for retirement and death gratuity benefits available under the Old Pension Scheme (OPS).
Central government employees covered under the UPS will now be eligible for retirement and death gratuity benefits, as per the provisions of the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021, Singh said.
The Department of Pension and Pensioners' Welfare (DoPPW), under the Personnel Ministry, has issued an order on the 'options to avail benefits under Old Pension Scheme on death of government servant during service or his discharge from government service on account of invalidation or disability for central government servants covered under Unified Pension Scheme".
What Is Unified Pension Scheme?
The Union Cabinet in August 2024 approved the Unified Pension Scheme (UPS), for an assured pension post-retirement. The UPS has been implemented from April 1, 2025. The move comes after the long-pending demand of the central government employees to reform the new pension scheme (NPS).
It is the latest pension scheme for government employees.
Under the UPS, there will be a provision of a fixed assured pension, unlike the New Pension Scheme (NPS) which does not promise a fixed pension amount.
The Unified Pension Scheme has five pillars:
Assured Pension: Under the UPS, the fixed pension will be 50 per cent of the average basic pay drawn over the last 12 months prior to superannuation for a minimum qualifying service of 25 years. This pay is to be proportionate for lesser service period up to a minimum of 10 years of service.
Assured Family Pension: It will also have an assured family pension, which is 60 per cent of the pension the employee was receiving. It will be given immediately in case of the retiree's demise.
Assured Minimum Pension: In the case of superannuation after a minimum 10 years of service, the UPS has a provision of an assured minimum pension of Rs 10,000 per month.
Inflation Indexation: There is a provision of indexation benefit on assured pension, on assured family pension and assured minimum pension.
Gratuity: Lump-sum payment at superannuation in addition to gratuity. It will be 1/10th of the monthly emolument (pay + dearness allowance) as on the date of superannuation for every completed six months of service. This payment will not reduce the quantum of assured pension.

New Delhi [India], June 23 (ANI): The Ministry of Finance has decided to extend the cut-off date for exercising the option for Unified Pension Scheme (UPS) by three months -- upto September 30, 2025, for eligible existing employees, past retirees, and the legally wedded spouses of deceased past retirees. This move followed representations that were received from various stakeholders, requesting an extension of the cut-off date. The Ministry of Finance notified the Unified Pension Scheme (UPS) for eligible Central Government employees on January 24, 2025. To operationalise this framework, the Pension Fund Regulatory and Development Authority (PFRDA) notified the PFRDA (Operationalisation of the Unified Pension Scheme under NPS) Regulations, 2025 on March 19, 2025. As per the regulations, eligible existing employees, past retirees, and the legally wedded spouses of deceased past retirees were given a period of three months, up to June 30, 2025, to exercise their option under the scheme. Under the UPS, there will be a provision of a fixed and assured pension, unlike the NPS which does not promise a fixed pension amount. For those employees who have completed 25 years or more of service, UPS provides for a pension amount of 50 per cent of their basic pay earned during the last 12 months preceding retirement. Employees with a minimum of 10 years of service will be eligible for pension but it will be adjusted proportionally with the number of years of service, with a minimum amount of Rs 10,000 a month. The retirement benefits also include an assured family pension, equal to 60 per cent of the employee's basic pay. This pension will be given in the event of an employee dying prematurely. Inflation linked indexation benefit will also be applied on assured pension, assured family pension, and assured minimum pension. UPS also provides for gratuity or a lump-sum amount on superannuation. The gratuity amount will be calculated as per the old formulae, as one tenth of the monthly emolument, pay plus dearness allowance as on retirement date and calculated on the basis of every six months of service. The UPS also guarantees 6 per cent of the pension to be immediately transferred to the employee's family as family pension, similar to the benefits offered by OPS. In April 2023, a committee led by then finance secretary T V Somanathan, had recommended for the Unified Pension scheme, which was later approved by the Union cabinet in August 2024. (ANI)

Indian Railways on Monday, June 23, responded to questions raised about German manufacturer Siemens securing a multi-crore 9,000 horsepower Dahod locomotive project by explaining the bidding process carried out in 2022. The Indian National Congress (INC) on Monday questioned Indian Railways over the process through which the ₹ 26,000 crore railway contract was granted to the manufacturer while alleging a conflict of interest issue, reported the news agency PTI. Congress leader Brijendra Singh raised the alleged conflict of interest issue as Union Railway Minister Ashwini Vaishnaw had previously been a vice president of Siemens India, the same company which won the railway contract. 'What sounds more concerning is that the current Union Railway Minister, Ashwini Vaishnaw, has been a vice president of Siemens India in the past. He was earlier employed by both Siemens and GE Transportation, companies which have vested interests in India's railway sector,' said Singh, according to the agency report. The opposition party demanded a parliamentary inquiry into the contract, while Indian Railways dismissed the allegation by terming it 'misleading,' as per the agency report. 'This raises a direct question of conflict of interest, especially since Siemens secured its largest-ever contract in India under his tenure as Railway Minister. Is this a coincidence, or a clear case of conflict of interest?' Singh was quoted as saying in the report. The Ministry of Railways issued an official statement assuring the public that the tender allotment for the 9,000 horsepower Dahod locomotive project was executed transparently. 'The tender for manufacturing and maintaining 9,000 hp electric locomotives was executed in a transparent manner. There are two electric locomotive manufacturers globally who have the capability to design and manufacture 9000 hp electric locomotives - Alstom and Siemens - both of them participated in the tender,' said the Railways Ministry. The Ministry further said that the tender offer was evaluated by a team of technical and financial experts, keeping in mind the processes that are required in Indian Railways. 'The price discovered through this transparent method is highly competitive. The contract is as per the tender documents. There is no change in the tender conditions,' it said in the release. Rejecting the conflict of interest claims of the Congress, the Ministry said there is no involvement of the Minister of Railways in the tender evaluation process. 'There is no role of the Minister of Railways in the tender evaluation process,' said the Railway Ministry in the release. The Ministry also said that nearly 89 per cent of the components used in the manufacturing of the 9,000 horsepower locomotives are made in India, and the maintenance will be carried out at four railway depots, namely, Visakhapatnam, Raipur, Kharagpur, and Pune.
