West and Central Africa: United Nations Office for West Africa and the Sahel (UNOWAS) and United Nations Office for Central Africa (UNOCA) pool their efforts to strengthen peaceful coexistence between farmers and herders and ensure the sustainable management of transhumance
The United Nations Office for West Africa and the Sahel (UNOWAS) and for Central Africa (UNOCA) organized a workshop on strengthening peaceful coexistence between farmers and herders and the proper management of transhumance from 26 to 27 February 2025 in Dakar. More than thirty participants from several countries in these two sub-regions, including members of civil society organizations, as well as representatives of the Economic Community of West African States (ECOWAS), the Economic Community of Central African States (ECCAS), the Climate Commission for the Sahel region, NORCAP, United Nations and technical and financial partners, took part in the workshop.
At the opening ceremony, the Special Representative of the Secretary-General of the United Nations and Head of UNOWAS, Leonardo Santos Simão, recalled the importance of the workshop, stressing that it "presents a unique opportunity for us to reflect on and tackle one of the most critical challenges of our time: fostering peaceful coexistence, sustainable livelihoods, and shared prosperity between farmers and herders." He added that "Transboundary transhumance poses significant governance challenges, particularly when land tenure systems and regulatory frameworks are not well-structured. If not properly managed, these tensions can escalate into broader security threats, affecting social cohesion and regional stability."
The discussions highlighted the complexity and interdependence of the interactions between herders and farmers, while highlighting the multiple factors that influence these dynamics in West and Central Africa. Participants also addressed key issues such as competition for access to natural resources (land, water, pasture), seasonal livestock migrations, and rural land management policies, which shape not only these interactions, but also regional governance.
The exchanges led to the development of a work plan of the Community of Practice on Farmer-Pastoralist Dynamics in West and Central Africa was adopted. This plan precisely defines the objectives of the "Community" as well as the main thematic axes to be explored. It also includes priority actions, specific activities, an implementation timeline, the partners involved, as well as monitoring and evaluation mechanisms.
In addition, the participants made recommendations to promote peaceful cohabitation between farmers and herders, and to prevent conflicts related to access to resources and the mobility of livestock. They advocated, among other things, for a harmonization of ECOWAS and ECCAS approaches, with a focus on strategic priorities such as the development of resilient agriculture, economic diversification, geopolitical dynamics and sustainable financing.

Medal award ceremony for the 9th Nigerian company of the Economic Community of West African States (ECOWAS) mission to The Gambia
The 9th Nigerian Company (NIGCOY 9) of the ECOWAS Mission in The Gambia was deployed as part of the mission on the 26th of June 2024. The Special Representative particularly congratulated the company commander on the perfect organisation of the parade, while highlighting the unit's humanitarian actions and constant support for the Gambian people. The presence of the representative of the Chief of Staff of the Armed Forces, Lieutenant-General MO Cham, the Chief of Staff of the Gambian Army, commanders of the defence and security forces, and representatives of the local communities, underlined the strength of the ties between the Gambian Armed Forces and the Nigerian-Iranian contingent. Finally, Mission Headquarters presented NIGCOY with an official citation in recognition of its essential role in preserving peace and stability in the West African sub-region. Economic Community of West African States (ECOWAS) and partners strengthen Ghana's capacity to monitor and report on women, peace and security commitments through the continental results framework
The ECOWAS Commission, through its Directorate of Humanitarian and Social Affairs (DHSA), in collaboration with the Ministry of Gender, Children and Social Protection of the Republic of Ghana, successfully hosted a three-day national capacity-building workshop on the Continental Results Framework (CRF) for Women, Peace and Security (WPS) from the 10th to 12th of June 2025, in Accra. The workshop was part of ECOWAS's continued efforts to support Member States in institutionalizing robust, data-driven mechanisms for tracking and reporting on the implementation of United Nations Security Council Resolution 1325 and related WPS commitments. It forms part of the broader ECOWAS Peace, Security and Governance (EPSG) Project, co-financed by the European Union and the German Government (BMZ), and implemented by GIZ. Delivering remarks on behalf of Dr Sintiki Tarfa Ugbe, the Director, Humanitarian and Social Affairs of the ECOWAS Commission, Mr. Olatunde Olayemi welcomed participants and reaffirmed the Commission's commitment to inclusive peace and security. 'Ensuring the full-fledged contributions of women is sine qua non,' he noted. He emphasized that ECOWAS's adaptation of the African Union CRF into a simplified regional framework is key to achieving more effective monitoring, implementation, and reporting on WPS across West Africa. Mrs. Josiane Sombo, representing the West Africa Network for Peacebuilding (WANEP), highlighted the role of civil society as co-creators of peace and custodians of accountability. She noted that the CRF is not merely a technical tool; but a moral and political commitment and as civil society, they remain committed to ensuring that evidence-based, inclusive, and collaborative reporting is embedded in WPS monitoring systems. Speaking on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), Ms. Paulina Hawkins reiterated Germany's strong support for feminist development cooperation. She highlighted that the workshop represents a vital step in localizing regional frameworks and enhancing national ownership of the WPS agenda. 'For the CRF is not just a reporting mechanism, but a strategic instrument for institutional transformation,' she added. The European Union Delegation to Ghana, represented by Davide Messina, emphasized that the EPSG Project reflects the EU's long-standing partnership with ECOWAS to promote inclusive governance and gender-responsive peacebuilding. He highlighted that the training is more than capacity-building but should be seen as an investment in a stable, peaceful, and prosperous West Africa. Delivering the opening remarks on behalf of the Ministry of Gender, Children and Social Protection, Ms. Faustina Acheampong Akua Frempomaa underscored Ghana's leadership in WPS implementation. With the GHANAP II and the Gender Equity Act of 2024, Ghana is setting new standards for institutional accountability. 'This workshop provides a timely opportunity to enhance our national reporting systems and align with regional WPS frameworks,' the representative affirmed. Over 40 participants, including government officials, civil society representatives, security sector personnel, and technical working group members, were trained on the application of the simplified CRF tool and questionnaire. Through participatory sessions and practical exercises, stakeholders strengthened their capacity to monitor WPS indicators, track progress, and contribute meaningfully to Ghana's national and regional WPS reports. The workshop concluded with a renewed commitment to inter-agency collaboration and institutionalizing the CRF within national monitoring and evaluation systems. Ghana joins seven other Member States – Côte d'Ivoire, Nigeria, Benin, Liberia, The Gambia, Senegal and Togo that have hosted similar national CRF trainings as part of ECOWAS's regional strategy to enhance WPS accountability mechanisms. Liberia Wins Bid to Host the Economic Community of West African States (ECOWAS) Youth & Sports Development Centre
The Republic of Liberia is proud to announce through the Ministry of Foreign Affairs, that it has officially won the bid to host the ECOWAS Youth&Sports Development Centre (EYSDC), a key regional institution under the Economic Community of West African States (ECOWAS). The decision was made following a competitive selection process initiated by the ECOWAS Commission in light of recent institutional relocations triggered by the withdrawal of some Member States from the regional bloc. The Ministry of Foreign Affairs, which led Liberia's bid to host one of the vacated ECOWAS institutions, welcomed the news with deep appreciation and a renewed sense of national pride. Liberia's Minister of Foreign Affairs, H.E. Sara Beysolow Nyanti, extended heartfelt gratitude to ECOWAS member states. 'This is a historic moment for Liberia. We are honored to be entrusted with hosting the EYSDC and reaffirm our commitment to regional integration and youth empowerment,' said Foreign Minister Nyanti. The Foreign Minister acknowledged the pivotal role of President Joseph Nyuma Boakai, Sr., the chief architect of Liberia's foreign policy, whose unwavering support was instrumental in the successful bid. She thanked His Excellency for his direct engagement with the vetting team that visited Liberia to assess Liberia's readiness. She also recognized Deputy Minister for International Cooperation and Economic Integration, Dr. Ibrahim Nyei and his team for their strategic leadership throughout the process. Special thanks were also extended to Cllr. Cole Bangalu, Minister of Youth and Sports, for ensuring that the technical aspects of Liberia's proposal reflected the country's readiness to host such a vital institution. She also commended Mr. Morley Kamara, Economic Advisor to the President, for his support to the bid process, aligning it with Liberia's broader economic diplomacy agenda. The General Services Agency (GSA) was recognized for its effective coordination and oversight of the logistics and infrastructural details included in Liberia's application. The Minister further expressed appreciation to Senator Edwin Snowe, for his advocacy for Liberia to seek the hosting of a regional institution. As background, Liberia had expressed interest in hosting three of four ECOWAS institutions namely, West Africa Health Organization (WAHO); ECOWAS Youth&Sports Development Centre (EYSDC) and Water Resources Coordination Centre (WRCC) previously located in Member States that have exited the regional bloc. Of the 12 countries eligible to bid, Côte d'Ivoire was selected to host WAHO, Guinea will host the WRCC, and Guinea-Bissau the RAHC. Liberia's selection as host of the EYSDC marks a significant achievement in its regional engagement and diplomacy. The successful bid not only enhances Liberia's standing in the ECOWAS community but also promises long-term benefits in the areas of youth engagement, education, sports diplomacy, job creation, and regional visibility. The Government of Liberia reaffirms its readiness to ensure a smooth and timely transition of the Centre's operations and infrastructure to Monrovia and calls upon development partners and stakeholders to support the next phase of implementation. The Ministry of Foreign Affairs will continue to identify and optimize every opportunity for repositioning and rebranding Liberia.
