
Bhatti in Bengaluru to study underground cable system
Bengaluru / Hyderabad: Deputy Chief Minister Bhatti Vikramarka Mallu on Tuesday visited Bengaluru for an in-depth review of the city's large-scale underground cabling initiative undertaken by the Bangalore Electricity Supply Company Limited (BESCOM).
The visit was part of the Telangana government's ongoing efforts to modernise urban infrastructure and improve power supply systems' reliability, safety, and aesthetics in rapidly growing metropolitan areas. The day began with a high-level review meeting hosted by BESCOM officials.
The project, launched in 2018-19, had already converted over 7,400 kilometres of 11kV OH lines and thousands of kilometres of low-tension lines into UG or aerial bunched (AB) cables. A key innovation has been the laying of Optical Fiber Cable (OFC) ducts along the UG cable routes to enable future telecom leasing as a revenue stream.
The Dy CM asked questions related to design and implementation challenges, some of which were – the financial structuring of the project, which includes loans from the Asian Development Bank (ADB), Rural Electrification Corporation (REC), and other public sector banks, the reduction in technical losses and electrical accidents, which BESCOM confirmed had fallen by up to two per cent since the UG implementation, the readiness of OFC infrastructure for commercial use, to which BESCOM responded that while ducts are in place, last-mile coordination with telecom operators and BBMP, the role of Ring Main Units (RMUs) in ensuring system reliability and reducing downtime during faults.
The Deputy CM expressed appreciation for the scale and execution discipline of the project, while also noting the importance of integrating learnings into Telangana's upcoming urban grid modernisation programmes, particularly for Future City.
Later in the day, Vikramarka visited a pilot site in Malleshwaram (15th Cross), where an Underground Distribution network including underground Transformer (DTR) system has been implemented. The site showcased how DTRs can be housed in fully buried chambers with accessible maintenance panels at street level, freeing up urban space and improving safety. During the field visit, Bhatti Vikramarka engaged directly with engineers and contractors on-site, reviewing safety protocols, load balancing techniques, and provisions for emergency repairs. He noted how such innovations could be especially valuable in Telangana's densely populated urban corridors.
Presentations were made by Karnataka Power Transmission Corporation Limited, and Bengaluru Electricity Supply Company MD Pankaj Pandey and their team on the Bengaluru Overhead (OH) to Underground (UG) Power Conversion Project, which has emerged as one of India's most comprehensive urban power infrastructure transformations.
Officials from the Government of Telangana, including Krishna Bhaskar, CMD, TRANSCO and Musharraf Faruqi, CMD, SPDCL also participated in the discussions.

Telangana: Singareni to set up Rs 3,000 cr pumped storage power plant at Medipalli mine
Hyderabad, June 21 (UNI) As part of its business expansion strategy, State-owned Singareni Collieries Company Limited (SCCL), which has already established thermal and solar power plants, is now venturing into an innovative new power generation initiative. Based on the directives issued by Chief Minister A. Revanth Reddy and Deputy Chief Minister Bhatti Vikramarka Mallu, Singareni has decided to set up a pumped storage power plant (PSP) at the site of the closed Medipalli Opencast Mine in Ramagundam-1 area, utilising the existing mine water sump, the Mining company said in a release here on Saturday. Chairman and Managing Director N. Balram said that this is the first of its kind project in Telangana, and expressed confidence that Singareni will successfully implement this pilot initiative. He stated that after completing preliminary studies, SCCL has now entrusted WAPCOS Limited—a government agency—with the task of preparing the Detailed Project Report (DPR) by officially issuing a Letter of Award. He said that the Deputy Chief Minister and Minister for Energy, Bhatti Vikramarka Mallu, had personally visited the Medipalli mine and the proposed site, and the state government has responded positively to the plan. The project is estimated to cost around Rs 3,000 crore. However, the plant is expected to generate a strong financial return for Singareni with a projected lifespan of 40 years at a capacity of 500 MW. Once the DPR is finalised by WAPCOS, tenders for construction are expected to be floated, he said. WAPCOS Limited, entrusted by Singareni, will carry out a comprehensive study for constructing the 500 MW pumped storage project using the Medipalli mine water sump. The DPR will include geological, geotechnical, hydrological, civil design, power generation capacity, mechanical and electrical designs, environmental and safety aspects. It will also provide estimates of construction time, total costs, and the market potential for the power produced by the plant. This kind of plant operates similarly to a hydroelectric project. In conventional hydro projects, electricity is generated using the natural flow of water turning turbines. In contrast, pumped storage plants work by pumping water to a higher elevation using solar power during the day, and releasing it through turbines at night to generate electricity. Currently, the Medipalli Opencast mine has a large water sump about 157 meters deep, which holds a substantial volume of water year-round. The proposed project will include the construction of another surface reservoir of similar capacity. During the day, water from the mine sump will be pumped into this surface reservoir using solar energy. At night, the water will be released back down through pipes, spinning turbines to generate power. Because water is pumped up and then used again for generation, this method is called a Pumped Storage Project (PSP). Due to the availability of both the deep water sump and suitable surface land for a reservoir at the Medipalli mine, SCCL has identified it as the optimal site for this project. The surface reservoir is expected to be around 2,350 meters in length and 23 meters in depth, with a total water storage capacity of 9.64 million cubic meters. Telangana Dy CM Bhatti Vikramarka announces 2 per cent DA hike for power employees
HYDERABAD: Deputy Chief Minister Mallu Bhatti Vikramarka on Saturday announced a nearly 2% increase in Dearness Allowance (DA) for Power department employees. He said the state government, giving priority to employee welfare, has decided to enhance the DA by 1.944% for power employees and pensioners. The revised DA will benefit 71,417 employees and pensioners across the state. The DA has been raised from 14.074% to 16.018%, with retrospective effect from January this year. The revision will impose an additional monthly burden of Rs 11.193 crore on power utilities. Addressing employees of the power department at Praja Bhavan, the deputy chief minister said the revised DA would also apply to artisans, along with power employees and pensioners. 'Telangana should emerge as a guiding force in the power sector for the entire country. The state government is moving ahead with a well-structured strategy to achieve this. Electricity has become as essential to industrial production in today's competitive world as air is to life,' he said. Peak power demand Referring to demand trends, Vikramarka pointed out that in March 2023, when the BRS was in power, the peak power demand stood at 15,000 MW. 'After the Congress assumed office in December 2023, the demand rose to 17,162 MW by March 2025, an increase of over 2,000 MW. Despite this rise, the government and power employees had ensured uninterrupted and quality power supply,' he said. Vikramarka said the state anticipates a further steep rise in demand. Citing a report by a central agency, he stated that Telangana's peak power demand is projected to reach 26,299 MW by 2029–30 and 33,773 MW by 2034–35. The deputy chief minister added that the government was planning ahead to boost power generation capacity to meet these future requirements. He said that following the formation of the Congress government, the Green Energy Policy-2025 had been introduced, targeting the production of 20,000 MW of green power by 2029-30. He urged the power sector workforce to be prepared to face future challenges and reiterated that the government and employees together formed an ideal working partnership.

Singareni to construct 500 MW pumped storage plant
Kothagudem: As part of its business expansion activities, Singareni Company will undertake construction of a pumped storage power plant based on the closed Medipalli open cast mine water reservoir in Ramagundam-1 area. During a review meetingon Saturday, CMD N Balaram said, 'The company, which has completed the preliminary studies related to this, has been entrusted with the responsibility of preparing a complete project report and has presented a letter of award to a public sector undertaking named Vyapcos Limited.' He said that the Deputy Chief Minister Bhatti Vikramarka Mallu has already visited the Medipalli open cast mine and the construction site. Explaining the details of the project, he said, 'The plant works like a hydroelectric project in a way. A reservoir dam of about 2,350 m long and 23 m deep will be constructed for water storage on the funds. This reservoir will store 9.64 million cubic meters of water and 8 million cubic meters of water will be used for pumping.' The project cost is estimated to be around Rs 3,000 crore.
