Ahmedabad civic body plans Urban House to bring three key departments under one roof

Indian Express03-06-2025

With the aim to bring three departments of urban governance – Urban Development, City Planning, and Estate Department – under one roof, the Ahmedabad Municipal Corporation (AMC) is planning to set up a new building, 'Urban House', in the city.
To come up on the road from NCC Circle to Nagari Hospital in Navrangpura Ward of the West Zone, the building with two basements, ground floor plus 10 floors, and a garden, will house the central office of the Building Plan Approval System (BPSP) Department, City Planning along with the office of the Town Planning officers.
'It has been planned to build a storage-record room, training centre, GIS cell, server room, cafeteria, terrace garden-canteen, and offices of high-ranking officials. Parking for a total of 140 four-wheelers and 1,184 two-wheelers has been planned in two basements. The estimated cost of construction of the said building will be Rs 96 crore,' AMC stated in an official statement issued Tuesday.
Estimated to be complete in two-and-a-half years, the green building rating is aimed for 'Platinum' grade as per the rating of Indian Green Building Council (IGBC). It is envisaged to include features like solar generation, water conservation, energy saving, indoor environment quality, use of certified green building materials, waste-water reuse among others.
'Delegations frequently visit Ahmedabad city to learn about the urbanisation process… plans have also been made to create conference rooms with advanced WiFi facilities in this Urban House (for them). Thus, there is no doubt that this 'Urban House' will become a model for the city in the future, as all the processes related to urbanisation will be available at one place. Thus, there will be a comprehensive system to provide urban facilities to the citizens,' AMC further added.
The Urban House has also been planned keeping in mind the development of Ahmedabad city, which is expected to accelerate in the coming years, and the citizens will be provided with necessary facilities such as town planning, development maps, construction and development permissions, allocation of municipal plots at one place, the AMC said.
Further, the AMC stated, 'Due to the modern 'Urban House' where all the information and work can be done from one place, the citizens will get a lot of benefit… all the departments will get a single-window arrangement… A facility has been included in the plan so that the staff can get training on matters related to estate, town development and city planning departments.'

Jagannathpur gears up for Rath Yatra with tight security, eco push

1 2 Ranchi: The district administration has intensified preparations for the Jagannathpur Rath Yatra, scheduled from June 27 to July 5, with a focus on crowd management, sanitation, eco-friendly practices, and structural safety. On Sunday, DC Manjunath Bhajantri conducted an inspection of the 40-ft-high chariot and held a review meeting with senior officials and temple committee members. The chariot, crafted by artisans from Puri and Jharkhand, is nearing completion and will soon be stationed on the Jagannath temple premises for final rituals. Made of sal, mango, and jamun wood, the Rs 7 lakh Rath features eight wheels for balance: two in front, four at the centre, and two at the back, and a top singhasan (throne) for deities Jagannath, Subhadra and Balabhadra. It will be pulled manually by devotees. "The Rath's crown will be decorated with red and yellow cloth from Puri, topped with a brass kalash, Sudarshan Chakra, and a ceremonial flag. Figures of Jay-Vijay (doorkeepers), wooden horses, and elephants will adorn the front, with an 'ulta suga' (parrot) placed facing north-south, as per temple tradition," said chief priest Thakur Sudhanshu Nath Shahdeo The DC's inspection included a walk-through of the procession route from Jagannath Temple to Mausi Bari, where he instructed officials to ensure clear passage for devotees, install barricades, and deploy volunteers at critical points. Arrangements for ambulances, fire tenders, drinking water, portable toilets, and 24/7 electricity have been finalized. SSP Chandan Sinha confirmed that CCTV cameras and watch towers are being installed, and police-magistrate teams will be posted at sensitive spots. "We've planned restricted vehicular entry and traffic diversions to ensure smooth movement during the Rath pull," he said. Vendors have been directed to avoid plastic items like disposable cups and plates. The administration has made biodegradable plates (donas and pattals) mandatory. Every stall must maintain its own dustbin, and solid waste teams will be on standby. On the other hand, Ranchi Municipal Corporation is also conducting a special sanitation drive around the Dhurwa temple area. Measures include drain cleaning, garbage removal, bleaching powder and fogging, along with deployment of water tankers, mobile toilets, and dustbins to ensure cleanliness and convenience for devotees.

‘New SOPs, higher spending limit set to empower ULBs'

Lucknow: In a significant step to strengthen the financial and administrative autonomy of urban local bodies (ULBs), the urban development department has increased the spending limits. By revising the standard operating procedure after a gap of four years, the department has made provisions to provide additional flexibility and authority to nagar palikas (city councils) and nagar panchayats (town councils). "Increasing their spending limit, the govt has given the authority to nagar panchayats to undertake works up to Rs 1 crore while nagar palikas can take up works up to Rs 2 crore. Their spending limit was capped at Rs 40 lakh so far," an official said. To uphold the integrity of urban development projects, the revised SOP mandates a shared accountability framework. In cases of substandard construction or measurement discrepancies, 50% of the financial recovery will be made from the contractor and the remaining 50% from the engineers and administrative officers concerned. The recovery process will be overseen by the district magistrate and, if required, recovery would be done from the erring contractors and companies by attaching their properties as per the revenue recovery code and laws. The newly introduced SOP also paves way to acclerate the pace of development with the help of latest technology and tools. Sharing an example, a senior officer from the department said that a method that encourages recycling of old debris and bitumen for road construction would be followed. Urban bodies have been instructed to maintain ward-wise road directories, complete documentation, and conduct GIS mapping of infrastructure for long-term monitoring and project execution. Principal secretary, urban development, Amrit Abhijat said that the SOP and reforms notified recently would not only enhance the financial independence of local bodies but also improve the quality, transparency, and effectiveness of urban governance.
