Singlish-savvy national AI chatbot can check in on seniors, intercept scam calls

Artificial intelligence agents trained to speak in English, local mother tongue languages, and even Singlish, may soon be deployed to call elderly patients or seniors to check in on how they are doing, or at anti-scam centres to intercept suspicious calls.
"I've been told (the chatbot) can also handle non-verbal cues such as the speaker's volume, emotion and tone," said Digital Development and Information Minister Josephine Teo, unveiling the chatbot on May 28 at the Asia Tech x Singapore conference held at Capella Singapore.
Called Meralion (short for Multimodal Empathetic Reasoning and Learning in One Network), the chatbot can understand at least eight regional languages such as English, Mandarin, Tamil, Malay, Thai and Singlish - Singapore's unique take on English which fuses regional languages.
Meralion, which is developed by the A*Star Institute for Infocomm Research, is available for the public to install for free to adapt for their use. Talks are also under way with a social service agency to deploy the chatbot.
For instance, Meralion can help social workers ring seniors to remind them to take their medication. The AI program, which works autonomously, can also check in on the seniors' well-being, analysing their tone and dialogue for signs of sadness or anger that might require closer attention from human staff. The chatbot will generate a summary of the call, detailing the senior's needs and well-being.
Meralion's development is part of a $70 million initiative funded by the National Research Foundation and Infocomm Media Development Authority (IMDA), which aims to build large language models tailored for the region. The fund has also backed AI Singapore's Sea-Lion (South-east Asian Languages in One Network) model, which is trained on at least 11 major languages used in the region.
The Meralion chatbot fills a gap for locally attuned language models as most current AI systems are trained largely on Western data, said Dr Lawrence Wee, director of business and ecosystems at IMDA's BizTech Group.
As a result, chatbots such as ChatGPT and Google Gemini that dominate the fast-growing AI field may often stumble over local dialects, communication styles and nuances, so deploying them here often requires extensive retraining on regional data.
Meralion, which is trained on the national speech corpus, understands when multiple languages are spoken in the same sentence, reflecting how people in the region naturally communicate.
It can also detect emotional tone to enable more empathetic interactions with the chatbot, said IMDA and A*Star. They added that in future updates, Meralion is being trained to understand Chinese dialects.
Mrs Teo, who is Minister-in-charge of Smart Nation and Cybersecurity, said the Meralion chatbot can serve the needs of more than 450 million people in the region who use these languages.
In a demonstration on May 26, the media was shown how Meralion can be deployed in eldercare and anti-scam efforts.
The social services AI bot asked the caller how he was feeling and understood his Singlish reply, which included a lament on his early start to the day: "I wake up at 6 and make my kopi-o" (black coffee).
The bot responded in Singlish: "Aiyoh, so sayang... Hope your kopi-o helped. Have you eaten? Remember to take care of yourself, okay?"
For more severe concerns such as body aches, the bot can give basic advice, such as to rest or to ice bruises. Urgent cases can be flagged directly to social workers, depending on how the program is implemented.
Axiom IT Solutions, which is using Meralion to develop new AI apps, is in talks with a social service agency, which it did not identify, to deploy the AI chatbot for eldercare.
In a separate demonstration, Meralion was used to screen likely scam calls to prevent scammers from reaching victims over the phone.
If a call seems suspicious, Meralion answers, identifies itself as an AI assistant, and asks the caller to state his or her purpose. The bot assesses the purpose of the call before deciding whether to let the call through or to block it.
Meralion can also block calls made by bots, often used by scammers to target victims en masse.
It is yet to be seen how potential clients will implement the technology. Telcos might employ it to screen suspicious calls before they reach users who opt in for the security service, or as an app to filter calls, said Mr Lam Pang Ngean, business development director at Axiom IT Solutions, which is among Meralion's users using the platform to create apps for potential clients.
An earlier version of Meralion has been downloaded more than 90,000 times by start-ups, research labs and academics, among other users, since it was rolled out as an open-source tool last December.
Speaking to several hundred tech policymakers, researchers and industry guests in attendance at the conference, Mrs Teo said: "Furthermore, (Meralion's latest version) understands sentences containing a mix of languages, which is common in multicultural societies."
"It's very unusual for us to complete a whole sentence using just one language," she said, adding that there are more than 1,200 languages and dialects in South-east Asia.
Meralion follows in the footsteps of Sea-Lion, another large language model designed to reflect local cultures. The open-source Sea-Lion software has been installed more than 200,000 times, said Mrs Teo, adding that the interest in a regionally attuned model indicated a demand for a new AI program capable of understanding speech, text and other modes of communication.
Organised by IMDA, the ATxSG conference, held from May 27 to 29, is expected to host 3,500 attendees from around the world who will attend panels and discussions on AI governance and innovation in the technology sector. Executives from major tech companies such as OpenAI, Microsoft and Google are also scheduled to attend panel discussions that address pressing issues in tech.
Mrs Teo also announced the Meralion Consortium, which comprises 12 member organisations including DBS Bank, the Ministry of Health's Office for Healthcare Transformation and ST Engineering. It will work with Meralion's developers to refine the AI model so that it can be used by member companies and their sectors.
The consortium will focus on multilingual customer support, analysing speech and text for emotional cues to support well-being and care and to improve the AI's decision-making ability by factoring in cultural contexts.
Microsoft, one of the consortium's members, is working with A*Star on how Meralion can be woven into its suite of office tools.
SPH Media, which publishes The Straits Times, is also exploring ways to use Meralion to support AI apps in user experience and customer service tools, said chief operating officer Loh Yuh Yiing.

ASCOT, England :Punters at Royal Ascot this week have, for the first time, been able to place bets using self-service electronic terminals as the course looks to modernise the age-old system of rows of in-person bookmakers displaying their odds to eagle-eyed racegoers. The machines, which resemble the ordering system seen in many fast-food restaurants, take punts of up to 100 pounds ($134.96) and offer a smaller range of bets than traditional bookmakers and larger pool-systems like The Tote. The gambling industry is the most substantial revenue stream for British racecourses and funds prize money, horse welfare and racecourse costs with over 13 billion pounds bet annually on horseracing in Britain. For many racegoers, handing over a crisp tenner to a brusque bookmaker is a core part of the experience, but Ascot says its technology makes betting more accessible to a wider range of people. Early responses suggest the terminals make it easier for people who know their selections and can make decisions in their own time, said Chris Collard, director of Ascot Racecourse Betting & Gaming. On the first two days of the Royal Meeting, some 60 million pounds of bets were placed via the World Pool, an international pool system into which Ascot's new machines feed. For the track's over 200 on-course bookmakers, the self-service machines with their low maximum bet are a curiosity, though they are staying alert should they feel them becoming a threat to their business. Alan Stadler, of A&A Racing, who the Racing Post reports paid 160,000 pounds for his pitch at Ascot in 2018, cautioned that remote gambling via machines could make it harder to assess those who can't afford to make the bet. "In the Royal Enclosure, you can take 5,000 pounds back from people who can readily afford it, but maybe in the Heath Enclosure, you possibly can't," he said. "So there are lots of issues going to come up with remote gambling via machines." For now Ascot has no plans to expand the rollout and says limiting the bet to 100 pounds is for the protection of customers. "Our customer base is largely recreational and our average bet size is much lower, around 10-20 pounds," he said, adding that only a fraction of total bets would come via this service. BIGGER THREATS Barry Pinnington, a bookmaker who has been in the business for 30 years, said any offering that takes business away from the track-side is a concern. But the incursion of pool kiosks, online betting and exchanges is more of a worry than the new terminals themselves. "The bottom line is that they take money away from us the closer they are to the betting rings, where the traditional bookmakers long have stood and taken the money," he told Reuters. While Pinnington traded around 60,000 pounds on Ascot's opening day, Stadler said he took a quarter fewer bets compared to the opening day last year. This still amounted to 55,000 pounds. "Online is having a bigger and bigger effect," Stadler said. "People are betting on their phones more and more. We like to think as bookmakers we're part of the day's attraction." All bets placed through Ascot's new system will feed into a global betting pool known as the World Pool, which mingles money bet at tote operators in 25 different jurisdictions from Hong Kong, through South Africa and the United States. The World Pool turned over some $8.15 billion in 2024. Trackside bookies recognise the World Pool brings important revenue for British racecourses but caution that wider adoption, and betting via mobile phones risks losing the human face. "I've seen racecourses around the world which have gone to a tote mechanism, and they're just like graveyards and there's no appeal," said Stadler. "There has to be a balance and I'm not sure the balance is there at the moment."

HONG KONG :Europe's biggest bank HSBC appointed Christopher Chua head of mergers and acquisitions on Wednesday, after its former global head left for JPMorgan last month. Chua, who was most recently the bank's Asia head of M&A, will take up the new role immediately and continue to be based in Hong Kong, according to a memo seen by Reuters and confirmed by a company spokesperson. He will lead the M&A business in "Asia and the Middle East, an area of competitive strength where we provide significant value to our clients", Adam Bagshaw, the bank's global head of capital markets and advisory said in the memo. Chua is the latest top banker to be promoted to oversee reconfigured dealmaking business at the Asia-focused bank, which started a global overhaul last year that left the operation more focused on M&A and equity capital market capabilities in Asia and the Middle East. The bank wound down its M&A and some equities businesses in Europe and the Americas earlier this year and its former global M&A head Kamal Jabre's left for U.S. rival JPMorgan. Chua, who joined HSBC in 2022 from Credit Suisse to lead its M&A business in Asia, has more than 20 years' experience advising international blue-chip companies on complex cross-border M&A transactions. Meanwhile, Vikas Seth will chair the M&A business at HSBC, in addition to his role as vice chair for corporate and institutional banking that focuses on strategic client engagement.

PHOTO: REUTERS Indonesia's Prabowo to hold talks with Putin to cement 'strategic partnership' ST PETERSBURG - Indonesian President Prabowo Subianto will hold talks with President Vladimir Putin in Russia this week to explore ways to deepen what their foreign ministers cast on June 17 as a burgeoning strategic partnership. Russian Foreign Minister Sergei Lavrov, speaking at a meeting in Moscow with his Indonesian counterpart Sugiono, said Mr Putin will meet Mr Prabowo in St Petersburg on June 19. Russia is due to hold its annual economic forum this week in the northern city, at which Mr Putin traditionally gives a keynote speech and hosts a foreign leader. Russia and Indonesia, Mr Lavrov said, should seek to deepen their defence, security, naval and trade ties. He said Russia's state nuclear corporation, Rosatom, stood ready to help Indonesia build an atomic power station, and the two countries could hold joint military exercises. 'This is a show actually of how important and strategically Indonesia thinks of its relationship with Russia,' Mr Sugiono told reporters in English. Mr Sugiono suggested that Mr Putin and Mr Prabowo had 'chemistry' and suggested they develop and deepen their ties 'into a strategic partnership.' Trade between Russia and Indonesia totals nearly US$4.5 billion (S$5.76 billion) a year, Mr Lavrov said, adding that bilateral trade and investment should be boosted. Indonesia became a full member of the Brics grouping earlier in 2025. Indonesia in 2024 dismissed a report in defence publication Janes that Russia had asked to base military aircraft in Papua, its easternmost province, after the issue caused concern in Australia.
