Not arrested as result of a probe but on CM's orders: RCB official to HC

Nikhil Sosale, marketing and revenue head of Royal Challengers Bengaluru (RCB), on Monday alleged that his arrest in connection with the June 4 stadium stampede was carried out not as part of a lawful investigation, but under direct orders from chief minister Siddaramaiah.
Sosale's legal team told the Karnataka high court that he was detained by the Central Crime Branch (CCB) at 4.30 am at the airport, bypassing the Cubbon Park police who initially filed the case. They further contended that the arrest lacked legal justification since the probe had already been transferred to the Criminal Investigation Department (CID). 'This arrest did not happen on the basis of any investigation but on orders of the CM,' the counsel argued before the bench.
Responding to the plea, the attorney general told the court that interim bail could not be granted unless the HC determined that the arrest was indeed illegal.
Sosale is one of several people arrested after the stampede outside the M Chinnaswamy Stadium during RCB's IPL victory celebration left 11 people dead and dozens injured. He was remanded to 14-day judicial custody.
RCB files petition
Meanwhile, Royal Challengers Sports Limited (RCSL), owner of the IPL franchise, filed a separate petition seeking to quash the FIR, claiming the company was wrongly implicated. RCSL argued that the tragedy occurred because of delays in opening the stadium gates and inadequate police deployment, which failed to manage the crowd that had gathered from across Karnataka and other states. According to their petition, the gates that were scheduled to open at 1.45 pm opened nearly an hour later, triggering a surge.
The event management company, DNA Entertainment Pvt Ltd, has also petitioned the high court for similar relief, citing police lapses as the primary cause. Their plea claimed that a majority of police personnel were posted at Vidhana Soudha, leaving the stadium without adequate crowd control. Both organisations alleged that the FIRs were filed hastily and under political pressure to shield law enforcement agencies from disciplinary scrutiny.
Both petitions are scheduled to be heard by the HC on Tuesday.
Notices to injured
Amid these developments, deputy commissioner of Bengaluru Urban district G Jagadeesha, who also functions as the district magistrate, has issued notices to 45 injured people, asking them to appear on June 11 to record their statements as part of the ongoing magisterial inquiry ordered by chief minister Siddaramaiah. The inquiry report is to be submitted within 15 days.
Officials said the statements of family members of the deceased and eyewitnesses will be recorded on June 13. 'Once these statements are recorded, the Deputy Commissioner will proceed to record the statements of the family members of the deceased and eyewitnesses on June 13. A letter has also been sent to the office of the Bengaluru police commissioner, seeking information regarding the details of the police personnel deputed at the Chinnaswamy Stadium on June 4,' said an officer familiar with the development.
CID seeks Sasale's custody
Meanwhile, the CID, which is now leading the investigation, will likely seek custody of Sosale and three others from DNA Entertainment — Sunil Matthew, Kiran, and Sumanth — who are currently lodged in Bengaluru Central Prison. 'We have to question him since he is a primary suspect in the case. We will also seek the custody of the three and record their arrest,' said an officer in the know of the development.

'After losing the toss the way we batted it was very good because at Headingley, normally on Day One, a lot of wickets get taken by the bowling side and results also show the same so we batted well on the first day,' he added. Victory parade: BCCI to make official permissions mandatory

New Delhi: The Board of Control for Cricket in India (BCCI) is likely to make it mandatory for all winning teams to secure prior permissions from relevant authorities first and also not rush into organising celebrations to avoid crowd incidents such as the stampede in Bengaluru on June 4 that marred Royal Challengers Bengaluru's long-awaited IPL success. (PTI) Eleven people were killed and over 30 injured in the surge near the M Chinnaswamy Stadium as the RCB squad assembled at its home venue, having ended an 18-year wait the previous night by finally winning the IPL title, beating Punjab Kings in the final played at Ahmedabad. While authorities in Bengaluru are investigating the incidents, BCCI's Apex Council met on June 14 and named a three-member committee to draw up guidelines for holding celebrations in the future. BCCI secretary Devajit Saikia, who heads the panel, said on Saturday, 'The draft (report) will be ready within 15 days as decided, so by June 30.' The panel is expected to make it mandatory for any winning team to first secure all permissions from the state government concerned, including from the police, to ensure public safety is accorded top priority. It is also likely to be made mandatory for those clearances to be run through BCCI, Saikia said. Issues such as holding any team parade from the airport will also be considered. If there are any such plans, the panel is expected to suggest that a foolproof protocol be put in place. The final document will be sent to all franchises. BCCI treasurer Prabhtej Singh Bhatia and vice-president Rajeev Shukla are the other members of the panel that will formulate the guidelines. Following the stampede, the Karnataka cabinet has proposed a bill for crowd control, which is likely to have provisions of taking action against those not following police orders. It is also likely to hold the event planner liable to pay compensation in case of injuries or deaths. The Karnataka high court on Tuesday barred the police from expanding the scope of its investigation beyond its initial FIR (first information report). The court also extended the interim protection from arrest granted to senior officials of RCB, Karnataka State Cricket Association and the firm that organised the event in the stadium until July 8. According to the Karnataka state, the stadium's capacity is around 30,000, but over two lakh people reportedly gathered outside and around the venue, leading to the stampede.

Sex harassment FIR lodged against sports head, HC told

Mumbai: The state on Friday informed Bombay high court that Kherwadi police station, Bandra East, registered an FIR against the president of a sports body on a complaint of sexual harassment by a woman athlete. The FIR followed Justices Revati Mohite Dere and Neela Gokhale's direction on Wednesday to the police-in-charge to record her statement and "take appropriate action in accordance with the law, including registration of FIR, against Mr... and others found involved, if a cognisable offence is made out against them". The state's advocate, Vishal Thadani, informed that an FIR was registered on Thursday. The HC was hearing a petition by Mixed Martial Arts India to direct the Indian Olympic Association (IOA) to grant it recognition. Since the IOA granted recognition to the Mixed Martial Arts Sports Federation of India, the Asian Mixed Martial Arts Association recognised only it. In these circumstances, the petitioner's athletes are unable to participate in the first Asian Youth Championship in Bahrain between June 25 and 28. They noticed a woman crying in court. Federation advocate Adil Parsurampuria said she was "the athlete concerned". The judges said "she had a story to tell.
