Department of Correctional Services faces R1. 4 billion over-expenditure

The Portfolio Committee on Correctional Services has expressed deepening concerns regarding the alarming budgetary excesses plaguing the Department of Correctional Services (DCS), as projections indicate an over-expenditure of R1.4 billion.
This situation has arisen amid increasing operational costs, which could severely hinder the department's ability to fulfil its mandate effectively.
During a briefing on the DCS's second and third quarter performance report for the 2024/25 financial year, committee members were informed that the year-to-date expenditure for the department stood at a considerable R21.6 billion, constituting 78% of the projected annual spending of R29.2 billion.
This figure starkly overshadows the adjusted budget of R27.8 billion, thus highlighting the pressing need for fiscal accountability within the correctional system.
The committee identified several contributing factors to this over-expenditure. Chief among them is a cost-of-living adjustment implemented in April 2024, which has compounded existing financial challenges.
Additionally, the department's capital budget faces a worrying shortfall of R222 million, severely limiting essential infrastructure upgrades and maintenance needed to improve conditions within correctional facilities.
Rising food costs have further exacerbated the situation. This increase is attributed not only to inflation and a rising inmate population but also the increasing number of foreign nationals housed in South Africa's correctional facilities.

The DCS is also grappling with soaring municipal tariffs for utilities such as electricity and water, which have skyrocketed beyond standard consumer price indices, ultimately straining the already overstretched Goods and Services budget.
Moreover, the challenge has been heightened by the transfer of maintenance responsibilities from the Department of Public Works and Infrastructure to the DCS without a corresponding increase in funding, resulting in an alarming R154 million funding gap.
Meanwhile, the department's efforts toward digital transformation and cybersecurity are stymied by a severely constrained budget for information technology.
Kgomotso Anthea Ramolobeng, Chairperson of the committee, voiced her apprehensions about the department's financial trajectory.
'Of course, we raised concerns about this trend. It is worrying although the factors for such overspending have been placed before us. We urged the department to tighten its belt, like using for example offender labour wherever possible in order to cut cost and that will result in a transfer of skills,' she stated.
In light of these challenges, the DCS has initiated measures aimed at curtailing projected over-expenditure.
A dedicated committee has been established to monitor spending on a weekly basis, and the committee expressed hope that these interventions would yield tangible results.
'We noted these interventions and hope that the corrective measures will bear fruit. We will need a report detailing progress regarding those measures,' Ramolobeng said.
The DCS also reported a troubling statistic: 29 unnatural deaths have been recorded among its inmate population, which stands at 160,353.
Ramolobeng underscored the importance of accurate reporting, urging the DCS and the Judicial Inspectorate for Correctional Services to establish a framework to resolve discrepancies in the reporting of these numbers.
'Both parties need to sit down and come up with a way forward of how to address this reporting deficit. We want the DCS to submit a report to us following that sit-down meeting,' she concluded.

Meanwhile, the DWS achieved just 70% of its performance targets despite spending 99.8% of its R21.4bn budget — a disparity Deputy Minister David Mahlobo attributed to 'multi-year infrastructure projects'. Corruption remains a festering wound. Over the past five years, the Department investigated 446 misconduct allegations, with 326 substantiated. Cases have been referred to the Directorate for Priority Crime Investigation (DPCI – alias Hawks) and the SA Police Service (SAPS), but convictions remain elusive. The SIU's ongoing probes reveal even darker rot: R4.7bn squandered on the 'War on Leaks' programme, which deployed untrained youth to fix municipal leaks — a function outside the DWS's mandate. Another R17.9 million was paid to a consulting firm with 'no evidence of work performed', while 'water tanker mafias' sabotage infrastructure to profit from emergency contracts. The hearing turned incendiary when MK Party MP Khethukuthula Madlala confronted the DWS over its inertia. 'If the government waits for formal complaints while people are being shot, we've failed,' he said. Minister Majodina conceded the grim reality: communities are too terrified to report extortion and vandalism, fearing violent retaliation. 'We share the frustration, but our hands are tied,' she admitted, highlighting the limitations of a system that requires sworn affidavits to act against criminal networks. The Auditor-General's findings further eroded confidence. The DWS has received three consecutive unqualified audits with 'material misstatements', while 37 procurement deviations, including a water-saving campaign that ballooned to R4.4bn, double its budget, exposed glaring financial controls. The Water Trading Entity (WTE) is owed R18bn, with debtors now taking 573 days to pay, up from 451 days last year. The collapse of water boards emerged as a national security threat. While Rand Water and Umngeni were praised as 'world-class', entities like Amatola and Magalies are buckling under municipal debt and governance chaos. Vaal Central's potential failure would paralyse the Free State and Northern Cape. Court battles rage as defiant municipalities — some owing billions, 'take the DWS to court after receiving debt letters'. The DA's Peter Atkinson delivered a warning: 'At R12bn a year, it will take 40 years to fix water infrastructure.' The DWS's own estimates confirm R400bn is needed just for the worst-performing municipalities, excluding metros. While the Department touted public-private partnerships as a solution, Deputy Minister Mahlobo acknowledged a brutal truth: 'Investors won't touch bankrupt municipalities.' The EFF's Veronica Mente's closing remarks cut to the heart of the crisis. 'Thirty years into democracy, flushing a toilet is still a luxury,' she said, demanding that the DWS take over municipal water functions. 'This isn't just failure — it's betrayal.' As the hearing adjourned, Scopa Chairperson Sizwe Zibi fired a parting shot: 'It's still your problem to solve. I'm sorry.' Joburg council under fire for questionable acting appointments and secondments

This week, the ANC-led Government of Local Unity tabled in council a report on the progress made in filling senior manager positions, the current recruitment of senior manager positions, vacant senior manager positions, and current acting arrangements. In acting City Manager Tshepo Makola's position, council was due to permit Mayor Dada Morero to request in writing that Mamabolo second a suitable candidate, on such conditions as prescribed, and/or to request the extension of his current acting appointment to act in the advertised position of city manager until such time a suitable person has been appointed. 'In respect of managers directly accountable to the municipal (city) manager, the legislation is silent and does not instruct for a request for secondment, meaning the municipality may appoint another person to act as a manager directly accountable to the city manager,' noted the City of Joburg. The municipality also indicated that a 2022 circular on the implementation of the Municipal Systems Amendment Act seems to suggest that after the lapse of six months, the municipal council must request for secondment. However, the DA has warned against the 'troubling' move, stating that the council, or any other official within the city, lacks the legal authority to appoint a different person to act in a vacant position after the expiry of another person's three-month acting period. 'Yet it appears that that is precisely what has occurred within the city. Council does not have the power to 'approve' or 'ratify' expired acting roles, including acting roles that have surpassed three months,' the DA cautioned on Wednesday, through its lawyers, Minde Schapiro & Smith Inc. The party said Makola requested Mamabolo to extend the acting periods that have already expired when he (Mamabolo) has no such power. Makola disclosed no 'special circumstances' or 'good cause' warranting an extension of the acting appointments, according to the DA.

Premier Winde announces intensified efforts against extortion in Western Cape

The Western Cape government is intensifying its battle against extortion by implementing a comprehensive, collaborative strategy that brings together law enforcement, the private sector, and local communities. Premier Alan Winde has described this issue as a 'cancer' that threatens both economic growth and public safety in the province. Speaking at his weekly digital press conference (digicon) on safety, Premier Winde was joined by Business Against Crime South Africa (BACSA) Western Cape Chairperson, Hubert Paulse, to showcase the province's increased multi-sectoral efforts to confront the growing scourge of extortion. 'This was about the whole of government and society coming together to coordinate ourselves better to confront this 'cancer' called extortion and to discuss how we are going to rid ourselves of this horrendous crime that impacts so many of our residents and businesses,' said Winde. 'It strangles economic growth and job creation. Daily, it threatens residents' safety and their livelihoods, robbing them of opportunities and their dignity.' Winde stressed that the only way to dismantle these extortion networks, often referred to as 'extortion mafias', is through collaboration across all levels of society. 'The only way we will eradicate 'extortion mafias' is if we all work together,' he said. Extortion emerged as a key focus at this week's Western Cape Government Multi-Sectoral Anti-Extortion Summit, which convened provincial ministers, SAPS representatives, the City of Cape Town, and academics to coordinate strategies aimed at combating the extortion crisis affecting local communities and businesses. BACSA, a non-profit public-private partnership established in 1996, has played a leading role in building safety partnerships across the country. According to Paulse, this network uses surveillance tech such as drones and licence plate recognition to bolster real-time law enforcement responses. 'The private security industry outnumbers the police service 4:1. We are using that geographical footprint to increase the operational response and awareness of the SAPS,' said Paulse. He added that the Western Cape is 'the first province that has E2 controllers in all 6 policing districts.' Premier Winde reinforced the need to outpace criminals by embracing innovation. 'Criminals are using technology. We have to be one better than them.' Beyond tech solutions, Winde reiterated the importance of community involvement through neighbourhood watches and community policing forums. 'There is no doubt that residents who form or join NHWs know more about what is going on in their areas than anyone else, and they form essential partnerships with SAPS and municipal law enforcement,' he said. Paulse echoed this view, saying, 'We call it 'community-oriented policing'. That is what we are promoting.' Ahead of the digicon, Winde also chaired a meeting of the Western Cape Provincial Safety Council, where he welcomed a recent proposal by Police Minister Senzo Mchunu to give metro law enforcement agencies more authority. 'This is a positive step forward, we must all be obsessed and driven by the same thing: to build a safer, prosperous province and country,' the Premier said. The council also received updates on the Safer City Collaboration Cooperation Agreement signed in August 2024, which is focused on strengthening intelligence-sharing and operational coordination between SAPS, provincial departments, and the City of Cape Town. Condemning recent taxi-related violence, Winde praised the swift and coordinated response. 'It is intolerable that disputes are 'negotiated' through the barrel of a gun. I want to commend all the role players, from provincial traffic and city law enforcement to SAPS and our officials, for the speed and coordination with which they responded to the violence and threats.
