IMF to begin 5th review of Egypt's economic programme this week
CAIRO: The International Monetary Fund will begin the fifth review of Egypt's $8 billion economic reform programme, with a team scheduled to arrive in Cairo this week, the IMF said in a statement on Monday.
The IMF board approved the fourth review on March 11, unlocking a disbursement of $1.2 billion in a 46-month IMF loan programme first approved in 2022 and later expanded following the outbreak of fighting in Gaza.
Egypt had been suffering from a severe shortage of foreign currency and inflation that peaked at 38% in September 2023.
The IMF has yet to publish a staff report from the fourth review, saying the Egyptian authorities needed more time to consider its publication.
The IMF team is expected to begin its visit on Tuesday and remain in Cairo until May 16, a person familiar with the mission said.
The IMF board in March also approved an additional $1.3 billion in financing under its Resilience and Sustainability Fund.
In the fourth review, the IMF board approved a request by Egypt to waive its primary budget surplus target. The surplus was expected to reach 4% of GDP in the fiscal year that will begin on July 1, 0.5% less than Egypt had committed to earlier in the programme. Pakistan draws five potential buyers for national airline PIA, including military-backed group
ISLAMABAD, June 19 (Reuters) - In its efforts to sell its struggling national airline, Pakistan has received expressions of interest from five parties, including business groups and a military-backed firm, the Privatisation Ministry said on Thursday. The bids were submitted ahead of a June 19 deadline to acquire up to 100% of Pakistan International Airlines , which has accumulated over $2.5 billion in losses in roughly a decade. Still, following a major restructuring, it posted its first operating profit in 21 years in the year through June 2024. The sale is seen as a test of Pakistan's ability to shed loss-making state firms and meet conditions of a $7 billion International Monetary Fund bailout. It would be the country's first major privatisation in nearly two decades. Eight parties submitted their expression of interests, but only five of them provided documents of qualification, the ministry said in a statement.

Senegal delays publication of quarterly budget execution reports
Senegal has postponed until June 23 the publication of its budget execution reports for the last two quarters, the finance ministry said in a statement, as the new administration works to rebuild investor trust after a hidden-debt scandal. The original release date for the reports was not immediately clear. The International Monetary Fund froze disbursements on its programme with Senegal last year after the nation admitted it had misreported debt and deficit data. The IMF, whose financing is seen as key for the West African nation, said no talks on a new arrangement can start until the case is resolved. A review of government finances by Senegal's court of auditors in February found Dakar had understated its deficits by up to seven percentage points of GDP a year, pushing the end-2023 debt ratio to about 100% of GDP versus the 74% the previous government had reported. The finance ministry said in a communique dated June 16 that fourth-quarter 2024 and first quarter data will now be released on June 23 to guarantee the "sincerity and reliability" of the figures. That reflects the government commitment to "restore budget orthodoxy and transparency", it said, adding identifying, reclassifying, and verifying data was part of its strategy to clean up public finances. Earlier in June, the IMF welcomed Senegal's plan to boost tax compliance and cut reliance on external funding, but stressed it does not affect the waiver process, leaving the programme still in limbo after a year without cash. Kevin Daly, investment director at aberdeen Investments, said it was still potentially "a very bumpy road ahead for Senegal". "We are negative on Senegal," he said. Senegal's dollar bonds are the worst performing in Africa according to JPMorgan data, handing investors losses of 11.5% year-to-date, against 4.9% returns for the average African sovereign. Senegal's 2033 bonds traded 0.3 cents down at 65.75 cents, Tradeweb data showed. They are at a significant discount to regional peers, said Ninety One portfolio manager Thys Louw.
