
Cheaper Australian childcare failing to help lower-income mothers return to work
Throwing more money at cheaper childcare fees won't be enough to help mothers with young children get back to work, new research shows, as lower-income families lose more in benefits and taxes than they gain from working an extra day.
The independent economic research body e61 Institute analysed childcare reforms in 2018 and found that higher subsidies for lower- and middle-income families had no measurable impact on mothers' participation in the jobs market.
Women's earnings plunge by 55% on average in the first five years of parenthood, and this 'motherhood penalty' mostly persists for a decade after giving birth, previous Treasury analysis has found.
Australian women with dependent children are less likely to be employed full-time than in comparable countries such as New Zealand, the US, the UK and Canada.
But Silvia Griselda, a research manager at e61 and co-author of the report, said the findings were a warning for policymakers that 'increasing childcare subsidies can be costly and ineffective if not carefully designed'.

Griselda said cheaper childcare did lead to more children attending centres – an important goal in itself – but that for some low-income families, an increase in childcare subsidies was not enough to offset the loss of benefits and higher taxes from moving, for example, from two to three days of work a week.
Cheaper childcare did, however, have more of an impact on labor force participation of parents in middle- to high-income families.
'If we are to truly unlock the economic benefits of childcare investment we need a comprehensive approach that considers not only the cost of childcare, but the entire tax and transfer system,' Griselda said.
Lower-income families are eligible for benefits and tax offsets such as the parenting payment, family tax benefits A and B and the low-income tax offset.
The Treasury secretary, Steven Kennedy, has also highlighted the need to tackle these high so-called 'workforce disincentive rates', which measure the share of an additional day's pay lost to taxes, reductions in benefits and childcare costs.
Anthony Albanese has committed to delivering universal childcare, although in what form remains an open question.
Since coming to power Labor has committed $3.6bn over two years to deliver a 15% boost to childcare workers' pay, and lifted the subsidy rate to 90% for families earning less than $80,000.
The government also legislated to remove the activity test – which determines parents' level of subsidies based on the number of hours they work in a fortnight – for three days of care from 2026, and has promised to establish a $1bn fund to build and expand childcare centres in areas where parents struggle to find places.
Despite the additional billions spent, parents still complain of high and rising costs of putting children in early education and care, particularly as centres increase prices by more than the additional subsidies.

Out-of-pocket childcare expenses have climbed by nearly 10% in the past year, even as inflation more broadly has slowed to under 3%. The Australian Competition and Consumer Commission (ACCC) early last year found that higher subsidies were only having a 'limited' effect on parents' costs.
Over the longer term, the picture is better: childcare costs are 3.4% lower than two years ago, and 5.3% down since December 2021, according to the latest Australian Bureau of Statistics figures.
There is growing support for expanding the number of not-for-profit childcare centres, as the spotlight on the expanding for-profit sector intensifies amid recent reports of abuse and ongoing concerns about wider safety.
The government has reportedly flirted with the idea of a $10-a-day price cap on fees – a model strongly backed by advocacy groups such as the Parenthood.
But the new findings from e61 back up Productivity Commission modelling last year that showed even substantially more generous childcare subsidy rates (at an additional $5bn cost to the budget) would have a 'negligible' effect on parents' labour force participation.
Nonetheless, the PC recommended an approach that would deliver access to at least three days a week of quality early childhood education and care, and that this would require a major multi-year effort to expand the supply of centres, particularly in regional and remote areas.
Under its preferred option, care would be 'effectively free' for families earning under $80,000 – which includes around a third of families with small children.
The PC and early childhood experts said that beyond the narrow focus on workforce participation, boosting attendance in formal early childhood education was particularly beneficial for children in poorer households who were least likely to attend.

Plans to remove £10k benefit from self-employed on Isle of Man
Plans have been put forward to strip self-employed people of benefits worth £10,000 on average from Isle of Man Treasury said about 50 people would be affected by the proposed change in eligibility for Employed Person's Allowance (EPA).The payments income-related social security payments are made to families and disabled workers with calculations based on a minimum number of hours worked.A Treasury spokesman said some claimants may not be declaring the "full extent of their income" which presented a "significant risk" of them being over paid. EPA payments rely on claimants reporting profits, which were "often unverifiable due to cash-based income and untracked hours", he the 950 claiming the benefit in December last year, 52 were self-employed, with payments to that group totalling £500,000 last occupations of claimants included a childminder, a children's entertainer, a handyman and home baker. Treasury Minister Alex Allinson said having "considered a number of options" it had been "concluded that EPA is not appropriate for the primarily self-employed"."Officers were unable to verify the income or hours worked by claimants and around 40% report earnings below the minimum wage, which raises questions about the sustainability of such businesses," he said the government was "committed" to providing financial support to workers "in genuine need", while making sure payments were "targeted, secure and reliable", he will be asked to support the changes at the July sitting of Tynwald. Treasury borrows more than expected despite rising tax revenues
The Treasury borrowed more than expected during the month of May, official figures show, despite increasing receipts from Rachel Reeves's tax raid. Public sector net borrowing was £17.7bn last month, which was £600m higher than the £17.1bn that had been forecast by the Office for Budget Responsibility. It was also £700m higher than May last year despite Rachel Reeves's Budget tax raid aimed at shoring up the nation's finances. The rise comes despite central government's tax receipts hitting £82.5bn in May, which was £5.3bn more than in the same month last year. Darren Jones, the Chief Secretary to the Treasury, insisted the latest borrowing figures showed the Government has 'stabilised the economy and the public finances'. Treasury borrowing was higher than OBR forecasts in May but was better than expected during the first two months of the financial year. Public sector borrowing was reached £37.7bn in April and May, which was £1.6bn more than the same period last year but £2.9bn less than the £40.7bn forecast by the OBR. Darren Jones said: 'Since taking office, we have taken the right decisions to protect working people, begin repairing the NHS, and fix the foundations to rebuild Britain. We stabilised the economy and the public finances; now we need to ensure that the British economy delivers for working people. 'Last week's Spending Review showed how we are investing in the UK's security, health, and the economy through our Plan for Change, so that people are better off.'

One Sydney university has ranked among the world's 20 best in the QS World University Rankings
Sydney's good looks are rarely under question, but it's always nice to be reminded that the Harbour City is more than just a pretty face. Recently, Sydney ranked as one of the most liveable cities in the world (not factoring in cost of living), and in seventh place on the prestigious 2025 Global Cities Index. Now, the QS World University Rankings for 2026 have just dropped, revealing which institutions stand in the best stead for the year ahead. One Sydney university cracked the top ten – hats off to you, than 1,500 institutions from around the world were assessed for the 2026 rankings, including 36 from Australia. The top five were pretty similar to last year, with MIT holding onto first place with a perfect score of 100, followed by Imperial College London, Stanford, Harvard and Cambridge. Australia's highest-ranked institution was the University of Melbourne, which landed 19th on the global list. And just one position behind was the University of New South Wales (UNSW), which held onto its place among the top 20 universities in the world for the third consecutive year. Its overall score of 90.7 saw it drop one position from 19th in 2025, but it maintained impressive ratings for academic reputation (96.3) and ranked equal 12th in the world for sustainability. Of the 36 Australian institutions assessed, UNSW placed first in the employment outcome and international research network categories. Overall, two-thirds of Australia's ranked universities dropped in this year's rankings. Meanwhile, only seven climbed higher, including Monash University's jump from 37th to 36th. The University of Sydney slipped out of the top 20, landing at 25th, with the Australian National University and the University of Queensland also dropping two spots to 32nd and 42nd, respectively.
