PAI Version 2.0 to ensure data-based monitoring, planning at gram panchayat level

New Delhi: The Panchayat Advancement Index (PAI) Version 2.0 is aimed at building capacities for data-based monitoring and planning at the gram panchayat level to support the achievement of holistic, inclusive, and sustainable development in rural areas through Panchayati Raj Institutions, the government said on Saturday.
The Ministry of Panchayati Raj is organising a two-day 'Writeshop' on the PAI Version 2.0 in the capital on May 26-27 which marks the national roll out of PAI 2.0 for FY 2023–24.
The PAI has been developed as a robust, multidimensional tool to assess and monitor the progress of Gram Panchayats against nine themes aligned with the Localised Sustainable Development Goals (LSDGs).
These themes cover areas such as poverty alleviation, health, education, water sufficiency, clean environment, infrastructure, governance, social justice and women's empowerment.
While PAI 1.0 (FY 2022–23) served as a baseline assessment tool, PAI 2.0 incorporates major enhancements based on extensive field experience and stakeholder feedback.
According to the ministry, PAI 2.0 introduces a sharper and more focused framework by rationalising the number of indicators from 516 to 147, ensuring higher data quality, ease of reporting, and actionable insights.
The refined 'Local Indicator Framework' now emphasizes outcome-oriented, measurable indicators across nine LSDG themes, enabling Gram Panchayats to better track progress, prioritize interventions, and enhance transparency in local governance.
The key improvements in PAI 2.0 include reduction in the number of indicators from 516 in PAI 1.0 to 147 in PAI 2.0 to improve usability and reduce reporting burden; rationalised data points and themes, focusing on quality over quantity; auto-integration of data from national portals of Union Ministries and Departments; and streamlined and mobile-friendly portal interface with improved dashboards and user accessibility, among others.
Participants will also engage in hands-on group exercises for portal configuration, data entry, validation, and use of PAI outputs in planning.
On the second day, State and UT teams will present their experiences, share implementation insights from PAI 1.0, and showcase how they plan to utilise PAI 2.0 for strengthening Gram Panchayat Development Plans (GPDPs).

NEW DELHI: Highlighting the strength of institutional partnerships and employee welfare measures, Northern Railways and the State Bank of India (SBI) jointly handed over a cheque of Rs 1 crore to the family of a deceased loco pilot from the Moradabad Division on Saturday. The amount was disbursed as part of a Personal Accident Insurance (PAI) claim under SBI's Railway Salary Package. The late loco pilot was an account holder under SBI's Railway Salary Package-Diamond variant, which includes insurance coverage for railway personnel. Following the unfortunate demise of the late loco pilot, SBI, in coordination with Northern Railways, ensured that the insurance claim was processed swiftly and handed over to the family without delay. According to an official statement, the cheque was formally presented by the General Manager of Northern Railways in the presence of the General Manager of SBI Delhi Circle, senior railway officials, SBI representatives, and the family of the deceased. "The initiative is a direct outcome of the Railway Salary Package Agreement signed between Northern Railways and SBI Delhi Circle on January 2, 2025", a railway official said. Speaking at the event, officials from both Northern Railways and SBI emphasised their shared commitment to employee welfare and the importance of standing by families during times of loss.

Officials told to spread awareness about ‘doorstep ration delivery for elderly'

Pushpa Amarnath, Vice-Chairperson, Karnataka State Guarantee Schemes Implementation Committee, said on Wednesday that provisions are in place for doorstep delivery of ration to cardholders aged 80 years and above and instructed Gram Panchayats to create awareness and ensure that eligible beneficiaries avail themselves of the facility. Speaking at the guarantee schemes' progress review meeting in Pandavapura, Ms. Amarnath addressed concerns related to the Gruha Lakshmi scheme. She noted that benefits to 1,422 women in the district had been withheld after being mistakenly flagged as Income Tax (IT) or GST payers. 'If it is confirmed that these beneficiaries are not actual taxpayers, the issue will be taken up at the State level and resolved, ensuring 100% implementation,' she said. Elaborating on the State government's commitment to food security, she said, 'No poor person should suffer from hunger under any circumstances. It is with this vision that the government has given top priority to the Anna Bhagya scheme.' She stressed that fair price shops must maintain both quantity and quality in food distribution and instructed officials to carry out surprise inspections to ensure compliance. 'No poor family should be denied government benefits,' Ms. Amarnath said. Deputy Commissioner Kumar said both rice and ragi are being supplied as part of the ration distribution and assured that the process will be completed within the next two days. A PAN card is not mandatory to open a bank account, he clarified. 'Necessary directions will be issued after consulting lead bank officials,' he added. Referring to 1,422 women flagged under Gruha Lakshmi, Zilla Panchayat CEO K.R. Nandini said that confirmation has been received from the GST and Income Tax departments that these women are not taxpayers. Committee member Rudrappa pointed out that linking PAN and Aadhaar during bank transactions is leading to incorrect classification of individuals as taxpayers, which needs to be addressed. During her visit, Ms. Amarnath met Jayalakshmamma, a vendor who sells flowers, fruits, and pooja items at the Pandavapura Railway Station with the help of the Gruha Lakshmi scheme. Ms. Jayalakshmamma said, 'The Gruha Lakshmi and Shakti schemes have been helpful for me. I am able to save ₹100 to ₹150 daily, thanks to the Shakti scheme. I sincerely thank the State government for the support.' The Vice-Chairperson felicitated Ms. Jayalakshmamma with a garland and congratulated her.
