Mayor of Carlow Fintan Phelan described it as a 'terrible incident' and said he was 'shocked and saddened' by what had occurred.
He sent his sympathies to the young man's family and also the friends who witnessed the tragedy.

In a statement yesterday a Garda spokesperson said: "Following a search operation involving Gardai and emergency services, the Garda Water Unit recovered the body of a male, aged in his late teens, from the River Barrow at Milford, Co. Carlow, yesterday evening, Tuesday 17th June 2025.
"His remains have been transferred to Waterford University Hospital where a postmortem examination will take place in due course. A file will be prepared for the Coroner."
No funeral arrangements have been made as yet.

Tiernan and Ireland look to make history in Killarney
Gavin Tiernan's sensational run to the quarter-finals of The Amateur Championship has helped earn him a place in the Irish selection for the European Amateur Team Championship at Killarney Golf & Fishing Club next month. The 19-year-old is part of a six-strong outfit who will hope to make history on the 50th anniversary of the last staging of this competition in Killarney. Ireland are looking to bridge the gap back to 2008 when Shane Lowry was one of the stars of that victorious side. They had gone back-to-back with Rory McIlroy also part of the team in 2007. Tiernan has built on a third-place finish at his native County Louth in the East of Ireland Amateur Open Championship last month, with another strong showing at Royal St George's and Royal Cinque Ports, where he is up against Estonian Richard Teder this morning. He is joined by another exciting teenager, John Doyle, who has already claimed the Flogas Irish Boys' Amateur Open Championship and Munster Stroke Play in Cork this year. Joe Schmidt's swipe at Lions 'southern hemisphere' centres
Australia head coach Joe Schmidt has taken a swipe at the British and Irish Lions by describing Bundee Aki and Sione Tuipulotu as a "southern-hemisphere centre partnership". Aki and Tuipulotu, who were born in New Zealand and Australia respectively, form a midfield partnership for Friday's tour opener against Argentina in Dublin and Schmidt has seized the opportunity to highlight their switch of national allegiance. Aki qualified for Ireland through residency in 2017, and became an Irish citizen in 2024, while Tuipulotu is able to represent Scotland because of his Greenock-born grandmother. "A southern-hemisphere centre partnership that will be pretty formidable," said Schmidt at the Wallabies squad announcement for their forthcoming match against Fiji. "I coached Bundee for several years and know him really well and respect him massively as a player. He's a great contributor to the team environment. "I've only had glancing conversations with Sione but again, by all accounts a champion bloke. "You don't get to be captain of a national team without being a great bloke and really professional in those high-performance environments. They are real athletes, those two together, so that'll be really interesting." The number of overseas-born players in Andy Farrell's 38-man squad has been a talking point ahead of the tour Down Under.
