State's top rank in English proficiency reflects good education, economic potential
PERAK residents believe that history, education system, and cultural ties are behind the state's top rank in English proficiency nationwide.
Lecturer Muhammad Syafiq Imran Abdul Rahim, 31, believes that English fluency in Perak can be traced to British colonial times when many locals had to learn the language to work in tin mines.
'Even after Independence, many elders saw English as a global language and encouraged their children to learn it,' he said when interviewed by StarMetro.
English usage in the state remains high, especially in tourist spots, he pointed out.
'Walk through the night markets or Pasar Karat and you'll hear elderly traders speaking fluent English.
'This reflects how seriously the older generation embraced the language, laying a strong foundation that continues today,' he added.
Muhammad Syafiq Imran says English fluency in Perak can be traced to British colonial times.
According to the EF English Proficiency Index (EPI) 2024, Perak achieved a score of 585, making it the highest-ranked Malaysian state.
The globally recognised index evaluates the English skills of adults in over 100 countries.
Based on the index scoring system, proficiency levels are divided into five categories.
A score of 600 and above reflects a very high level of proficiency.
A mark in the 550 to 599 range indicates a high level of proficiency.
A moderate level score is between 500 and 549, a low level score is from 450 to 499, and a very low score is below 450.
Human resource executive Sharieza Sani, 40, said the state's English proficiency could also be traced to its mission schools legacy.
'Back then, many schools used English as the main medium for learning and communication.
'That gave pupils a solid foundation to build on.
'We have always lived side by side with people from different backgrounds.
'So, English became the common thread helping us understand one another better,' he said.
Uma believes English fluency in Perak will enable its tourism sector to flourish even more.
S. Uma, 54, a salesperson, described the state's top ranking as a proud milestone.
'With our state now leading the nation in English proficiency, I believe our tourism sector will flourish even more.
'When language is no longer a barrier, it creates a better overall experience for international tourists,' she added.
Non-governmental organisation Ipoh City Watch president Dr Richard Ng praised Perak's achievement.
'It reflects a combination of effective education, community engagement, digital access, and economic drivers, all fostering a culture where English proficiency is seen as a key to success.
'Activities such as debates and public speaking competitions are commonly held,' he said.
'English is also widely-used in daily life, while access to English media is more prevalent in urban and semi-urban areas.
'I hope the state will continue investing in English education while promoting multilingual learning.
'The state should leverage on this proficiency to attract international business and tourism, and share best practices with other states,' he added.
Malaysian English Language Teaching Association (Melta) president Prof Dr Sivabala Naidu said this achievement reflected effective English language education initiatives, dedicated educators as well as a supportive leadership and learning environment within the state.
'Such progress aligns with Melta's objectives to enhance English language teaching and learning nationwide,' he said.
While Perak led nationally, he said there was room to elevate its standing to the 'Very High Proficiency' category.
To achieve this, Prof Sivabala said the state could consider investing in quality continuous professional development for English language teachers based on ground-level needs.
He said there should be more comprehensive programmes that developed all four language skills of listening, speaking, reading and writing.
'There is also the need to equip schools with modern teaching and learning resources such as language labs, and access to digital learning tools.
'This may need support from local corporate partners.
'Consider extracurricular activities that promote the use of English in real-life contexts and Highly Immersive Programmes in all schools,' he added.
Parent Action Group for Education (Page) chairman Datin Noor Azimah Abdul Rahim said Perak's leading position in English proficiency was a testament to its effective educational strategies.
'Perak's achievement inspires other states in Malaysia to prioritise English language education in a globalised world,' she said, expressing hope that Perak would continue investing in English language education.
'Leverage proficiency for economic growth to attract international businesses and promote tourism.
'Perak is ready and able to be the mover for the Northern Economic Corridor and support Penang in the semiconductor industry.
'It will be most unfortunate if this high English proficiency is not fully capitalised on,' said Noor Azimah.

MPAJ has a sub-committee to identify root causes and solutions delaying strata title issuance. — Filepic SOME 215 strata developments in Ampang Jaya, Selangor, have yet to obtain individual strata titles, Ampang Jaya Municipal Council (MPAJ) says. The figure, based on an audit by the local authority, prompted MPAJ to set up an internal committee to identify issues and solutions. The Strata Title Monitoring and Resolution Sub-Committee (JKPPHS), set up in 2023, aims to facilitate the delivery of strata titles for selected properties. Among its pilot focus areas are Estana Court in Ukay Perdana and Flat Al-Ridhuan in Taman Al-Ridhuan. 'JKPPHS was established to assist residents at strata developments where the strata register has not yet been started because of various issues. 'For example, Estana Court was selected because its strata register had not been established. 'Through this committee, members will identify the root causes and find solutions to any issues that arise,' MPAJ said in a written reply to StarMetro. MPAJ said the Estana Court developer was in the process of subdividing the land from one lot into three parcels as part of the necessary steps towards title issuance. As for Flat Al-Ridhuan, 'residents have opted to pursue the title issuance process independently, without JKPPHS involvement,' the statement said. 'The JKPPHS committee has been able to monitor the progress of the processes involved in obtaining strata titles.' The local council noted that there were several challenges involved in resolving strata title issues, including coordination and cooperation between developers, landowners and liquidators, as well as residents' financial constraints. MPAJ added that in cases where developers were no longer operating or had been liquidated, it worked with the Department of Insolvency Malaysia to identify and coordinate with the appointed liquidators. StarMetro previously reported that at least 30% of strata properties in Ampang Jaya did not have strata titles, with most of these properties being more than 20 years old. MPAJ confirmed that it planned to expand the pilot project model to other affected developments in Ampang Jaya. This also follows Selangor government's announcement of the RM10mil Selangor Strata Fund (DSS), aimed at resolving longstanding issues in apartment complexes lacking formal ownership documentation. MPAJ stated that it would receive RM1mil from the fund, which would be channelled towards resolving title issues at Taman Saga townhouses, one of the affected areas. Previously, Selangor Mentri Besar Datuk Seri Amirudin Shari had said RM100mil would be required to resolve all strata title issues in apartment schemes in Selangor over the next 10 years. He said the DSS initiative was expected to generate returns for the state within 10 years, as residential units that obtained strata titles would be paying parcel quit rent.

Wirtz wants to 'win everything' for Liverpool after record move
LIVERPOOL: Florian Wirtz said he wants to win it all at Liverpool after completing a blockbuster move from Bayer Leverkusen on Friday, which could reportedly rise to a Premier League record fee. Reports in England said the Premier League champions will pay an initial £100 million (US$134 million) for Wirtz, comfortably surpassing their own record outlay, with a further £16 million in performance-related add-ons making it a British record deal. However, German media suggested the fee could be even higher, starting at 130 million euros (£111 million, US$149 million) with add-ons taking it to 150 million euros. One of European football's elite young stars, Wirtz has been hailed as one of the "best in the world" by former Leverkusen coach and ex-Liverpool midfielder Xabi Alonso, who is the new boss of Real Madrid. UK regulator probes Amazon over suspected supplier payment delays
LONDON, June 20 (Xinhua) -- Britain's grocery regulator has launched a formal investigation into Amazon over suspected delays in payments to food suppliers, citing possible violations of rules designed to protect supplier interests. The Groceries Code Adjudicator (GCA) said on Friday it has "reasonable grounds to suspect" Amazon breached Paragraph 5 of the Groceries Supply Code of Practice (GSCOP), which requires retailers to pay suppliers on time. The probe will cover Amazon's conduct from March 1, 2022 to June 20, 2025, with a focus on practices since January 2024. It will examine how Amazon processes payments, resolves disputed deductions, and negotiates settlements with suppliers. Amazon, which operates online grocery sales and Amazon Fresh stores in Britain, came under the GCA's oversight in 2022 after exceeding 1 billion pounds (1.34 billion U.S. dollars) in annual grocery sales. The company was formally warned in 2024 to improve compliance following supplier complaints. While the current investigation focuses on payment delays, the GCA has also raised concerns about delistings and supplier charges for marketing contributions, warning further inquiries could follow. Suppliers and stakeholders have until Aug. 8, 2025 to submit confidential evidence. The GCA said all submissions will be anonymized and handled under British data protection laws. Established in 2013, the GCA monitors the conduct of Britain's 14 largest grocery retailers. It has the authority to fine companies up to 1 percent of their British turnover for serious breaches.
