₹3.31-cr embezzlement: CB-CID files chargesheet against former VC of Bhatkhande

The crime bureau-criminal investigation department (CB-CID) of the Uttar Pradesh Police has filed a chargesheet against the former vice-chancellor (VC) of Bhatkhande Music Institute Deemed University, professor Shruti Sadolikar Katkar, and six more employees in connection with alleged financial embezzlement to the tune of ₹ 3.31 crore during her tenure between 2009 and 2020. The FIR was lodged against the former VC of Bhatkhande Institute and others at Qaiserbagh police station on March 5, 2021. (Sourced) Confirming the filing of the chargesheet in a special court in Lucknow for cases under the Prevention of Corruption Act earlier this week, CB-CID officials said the court would frame charges against the accused before starting the trial. Katkar's tenure as vice-chancellor was controversial, and governor Anandiben Patel, who is also president of the Bhatkhande Music Institute Deemed University, had terminated her services on December 21, 2020. Before that, she had been placed under suspension for months. Katkar could not be contacted for her comment as her previous number is not operational. According to a senior CB-CID official, the FIR was lodged against Katkar and others for financial embezzlement at Qaiserbagh police station on March 5, 2021. The FIR was filed after the governor ordered the principal secretary, culture, to initiate legal and administrative action against Katkar for alleged financial and administrative irregularities in a report submitted by a three-member inquiry committee to Raj Bhavan. The senior official said the committee was headed by justice Virendra Kumar Dixit, a retired judge of the Allahabad high court. He further said the committee found that in 2018, Katkar had approved a ₹ 3.08-crore project for construction of Kala Mandap without following any tender process. Similarly, a private engineering firm was allocated work to the tune of ₹ 23 lakh without following the tendering process. Several other firms were paid over ₹ 4 crore in two years' time by her. The committee found that an additional ₹ 1.8 crore was yet to be paid to several other firms, the official said citing the governor's order. The senior official said that the allegations and findings were corroborated during the CB-CID investigation, following which the chargesheet was filed against Katkar and six other employees, including the then drawing and disbursing officer. It was found in the investigation that Katkar, along with other employees, flouted government rules and regulations, causing financial losses, the official said, adding the chargesheet also names 12 firms accused for their involvement in financial irregularities to the tune of ₹ 3.31 crore. Katkar was suspended on July 31, 2020 when it was found that she was residing outside the headquarters without seeking permission from competent authority and had nominated Dr Manoj Kumar Mishra, head of the department, to run the university administration on her behalf. In her order, the governor said despite several opportunities given to the Bhatkhande vice-chancellor to defend herself against 15-point allegations by appearing before the inquiry committee, Katkar neither showed up, nor submitted her representation against the charges. Thereafter, the committee sent her letters, asking her to respond to the allegations. In her reply, VC sent a letter to the committee in September, 2020. The committee, after reviewing her response, found her guilty for at least six of the 15 charges levelled against her, according to the governor's order.

U.P. CM inaugurates 91.35 km long Gorakhpur Link Expressway

Uttar Pradesh Chief Minister Yogi Adityanath on Friday (June 20, 2025) inaugurated the Gorakhpur Link Expressway built at a cost of over ₹7,000 crore. Calling the inauguration in Azamgarh a game changer, Mr. Adityanath stressed that U.P. is no longer a 'BIMARU' State but is emerging as an 'Expressway State'. BIMARU is a term used in reference to a group of States, including U.P. and Madhya Pradesh, that were historically considered to be lagging in terms of social and economic development. The Chief Minister added that Azamgarh, which once faced an identity crisis, has now transformed into a stronghold of indomitable courage. The change witnessed in the region owing to Prime Minister Narendra Modi's guidance and the efforts of the 'double-engine government' has transformed Uttar Pradesh, Mr. Adityanath said. Inaugurating the 91.35 km long Gorakhpur Link Expressway built at a cost of ₹7,283 crore, Mr. Adityanath said the expressway will provide world-class connectivity not only to Azamgarh but also to adjoining districts of Sant Kabir Nagar, Ambedkar Nagar and Gorakhpur. 'After 2017, U.P. focused on strengthening its infrastructure. Coming out of its BIMARU tag, the State is playing a key role as the growth engine of the nation,' he pointed out. 'Before 2017' Touching upon the condition of U.P. before 2017, Mr. Adityanath said the State lacked both a developmental agenda and basic amenities. 'Any scheme for the welfare of the people failed to reach their rightful beneficiaries. Traditional industries of U.P. were on the brink of extinction, and a criminal culture of 'One District, One Mafia' thrived under the previous governments,' the Chief Minister added. He said development projects started in previous regimes were marred by corruption and criminal interference, while in contrary the situation drastically changed under the BJP government in the State. 'However, under the leadership of Prime Minister Narendra Modi, the State has undergone a remarkable transformation, emerging as a mafia-free, riot-free, and conducive environment for both tourism and investment,' Mr. Adityanath said. Highlighting the growth of expressways in U.P., the Chief Minister added that the State boasts of the 340 km Purvanchal Expressway, the 300 km Bundelkhand Expressway, and now the 91 km Gorakhpur Link Expressway that is operational, with work underway on six more expressways. 'These [expressways] will bring massive change in the development outlook of U.P.,' he said.

Sambhal violence: Charge sheet details SP MP Barq's conversation with Jama Masjid president

MEERUT The UP Police's Special Investigation Team (SIT) has named Samajwadi Party MP Zia-ur-Rehman Barq and Jama Masjid Committee president Zafar Ali as the main conspirators in the violence that broke out near Sambhal's Shahi Jama Masjid in November last year. The 1,100-page charge sheet filed in the case highlights a conspiracy to obstruct the lawful survey through mob mobilisation and incitement. According to the charge sheet, the SP MP's personal assistant's father, Rizwan, an electrician at the mosque, also played a pivotal role in assembling the mob. (File Photo) 'The charge sheet details multiple conversations that took place between Barq and Shahi Jama Masjid's president Zafar Ali from November 22 to 24. They conspired to stop the court-ordered survey and were responsible for gathering the crowd on November 24, the day on which widespread violence broke out,' said SP (Sambhal) KK Bishnoi. According to the charge sheet, the SP MP's personal assistant's father, Rizwan, an electrician at the mosque, also played a pivotal role in assembling the mob. Acting on the instructions of Barq, Rizwan made several calls to people from areas around the Jama Masjid and from Sarai Tareen, urging them to gather in large numbers to prevent the survey scheduled for November 24. Rizwan's call detail records (CDRs), reviewed by the police, corroborated this account. Investigation revealed that individuals contacted by Rizwan were also directly involved in orchestrating the violence. Their participation was confirmed through phone conversations and subsequent evidence gathered during the probe. In total, 23 individuals have been named as accused in the charge sheet. Some have been arrested, while others have been served notices under Section 35(3) of the Criminal Procedure Code. The charge sheet states that Zafar Ali, the mosque committee president, first received information about the impending survey late on November 23. He immediately informed MP Barq, who responded that the survey must not be allowed to proceed and instructed for a crowd to be gathered. Barq held multiple conversations with Rizwan that night, directing him to organise resistance. The next morning, a large crowd assembled, ultimately resulting in violent clashes, it further stated. Zafar Ali is also accused of holding a press conference after the incident and issuing misleading statements about the events and the legality of the survey. Despite multiple rounds of questioning, he failed to provide any substantial evidence and eventually admitted that the MP had instructed the gathering of the crowd. Zafar Ali has been in judicial custody since March 23. List of Accused in charge sheet: MP Zia-ur-Rehman Barq, Zafar Ali (president, Jama Masjid Committee), Asif, Danish, Muzammil, Subhan, Jamshed Alam, Rafiq Ali, Asim, Abdul Rahman, Rizwan, Haji Rashid, Laddan Khan, Mumtaz, Itrat Hussain, Matahir Hussain, Abdul Mabood Khan, Mohsin, Arish, Gilman, Zahid Ali, Altamash and Muzammil Khan. In addition to Zafar Ali, five other office-bearers of the Jama Masjid Committee have been named as accused. While none of these five have been arrested, they have been served legal notices under Section 35(3). The SIT has recorded statements of 14 key witnesses, including police officers and advocates, who were present during the violence. These testimonies, the charge sheet notes, are critical and provide first-hand accounts of the events as they unfolded. The son of SP MLA Iqbal Mehmood, Suhail Iqbal, who was initially named in the FIR along with 700–800 unidentified individuals, has been given a clean chit by the SIT. Though his presence at the site was confirmed, no active role in instigating or participating in the violence was found. A controversial speech delivered by MP Zia-ur-Rehman Barq on November 22 outside the Jama Masjid has been cited as a major trigger in the charge sheet. In his speech, Barq had stated that the mosque's survey was illegal and declared that 'this was a mosque and will remain a mosque.' The SIT argues that this inflammatory statement created a highly sensitive atmosphere, directly contributing to the violence that erupted two days later. The speech has been included as evidence and will be presented in court. Notably, Barq, protected by a high court stay on arrest, was questioned for four hours on April 8 in Delhi. Zafar Ali was arrested in March based on 'emerging evidence' of his involvement. With his bail applications rejected, Ali, also a practicing lawyer, remains in jail.
