PETALING JAYA : The latest developments on the implementation of cross-border interconnection projects under the Asean Power Grid initiative were among the main topics discussed at the 43rd Asean Senior Officials Meeting on Energy (SOME) in Kuching, Sarawak. The ongoing meeting, which began yesterday and ends tomorrow, is organised by the energy transition and water transformation ministry (Petra) and chaired by the ministry's secretary-general, Mad Zaidi Karli. 'The meeting also discussed current progress in multilateral energy trade under the Laos–Thailand–Malaysia–Singapore power integration project. 'Topics related to energy transition policies were also highlighted, including the scaling up of renewable energy, improving energy efficiency, the potential of nuclear energy and the coordination of regional energy policies,' Petra said in a statement today. Other items for discussion on the agenda include a review of progress under the Asean Plan of Action for Energy Cooperation (APAEC) Phase II 2021–2025 and discussions on the development of the forthcoming APAEC 2026–2030. The meeting convenes senior energy officials from all Asean member states, with a delegate from Timor-Leste participating as an observer. 'The meeting also serves as a platform for member states to acknowledge the accession of Timor-Leste as a full member of Asean,' Petra said. The ministry added that initial preparations for the upcoming Asean Ministers on Energy Meeting, scheduled to take place in October, were also among the key topics of discussion. DPM Fadillah: New Asean power grid pact to unify rules, tech and funding by year-end
KUALA LUMPUR, June 16 — Asean Power Grid's (APG) enhanced memorandum of understanding (MoU), projected to be finalised by the end of this year, will focus on standardising rules and regulations, aligning technical requirements and establishing a financial model. Deputy Prime Minister Datuk Seri Fadillah Yusof said the enhanced MoU would pave the way for implementation under the Philippines' chairmanship next year. 'So, these are the areas that we need to focus on. And if we can come to an agreement on the three principal issues, then hopefully by next year, it can be translated into action,' he said during the Ministerial Plenary session titled 'Enabling Asia's Future Energy Ecosystem' at the Energy Asia 2025 Conference today. The APG, introduced in 1997, is a region-wide initiative to interconnect the electricity infrastructure among the bloc's 10 member countries, aiming to achieve fully integrated grid operation by 2045. Fadillah, who is also the energy transition and water transformation minister, said Malaysia, as the Asean chair in 2025, is committed to enhancing regional energy connectivity and accelerating the development of the APG. 'Vietnam, Cambodia and Laos have hydropower and wind. Malaysia has solar, and Indonesia has ocean energy. 'If all Asean countries work together with our big population and mix of energy sources, we could become one of the world's top renewable energy suppliers,' he said. Besides, he said Asean is considering the need for a regional regulator to streamline development and ensure standardised rules across member states. 'One of the ideas that we are looking at right now is (whether) we need what we call the Asean regulator so that we have one entity that looks at it from the viewpoint of all Asean members,' he said. Meanwhile, he noted that the 43rd Asean Senior Officials' Meeting on Energy, beginning today, aims to align regional energy strategies and strengthen cooperation on shared priorities. The three-day meeting will focus on two key priorities, mainly renewing the APG MoU and establishing a framework for subsea power cable projects. According to the Ministry of Energy Transition and Water Transformation (Petra) secretary-general Mad Zaidi Mohd Karli, the updated APG MoU is key to improving cross-border electricity connectivity and boosting regional energy security. Prime Minister Anwar Ibrahim called for a clear and coherent financial framework to support Asia's transition to clean energy. KUALA LUMPUR : Prime Minister Anwar Ibrahim has stressed that Asia's energy transition must be based on equity and fairness, warning that a one-size-fits-all approach could deepen existing inequalities. Speaking at the launch of the Energy Asia 2025 conference today, Anwar said that equity must be at the heart of the energy transition, particularly in addressing the needs of poorer and vulnerable communities. 'Decarbonisation efforts that ignore the needs of the poor and vulnerable risk worsening inequality,' he said, adding that expanding access to affordable and reliable energy was essential for a just transition. Anwar also called it 'ridiculous' to expect nations to immediately abandon traditional energy sources while still working to meet growing energy demands. He said Asia must invest in improving efficiency and reducing emissions in its current energy systems, a formidable task given that fossil fuels still account for nearly 80% of global supply. Anwar also called for a clear and coherent financial framework to support Asia's transition to clean energy – one that builds investor confidence and attracts capital to renewable projects. He said Southeast Asia received just 2% of global clean energy investment in 2023, calling this a 'major gap' for a region with huge renewable potential. On Malaysia's energy transition efforts, Anwar highlighted initiatives like the Corporate Renewable Energy Supply Scheme which enables companies to source clean energy through the national grid using a third-party access model. He also pointed to green financing mechanisms such as the Green Technology Financing Scheme, designed to drive sustainable investment. Malaysia plans to phase out fossil fuels to raise the proportion of renewable energy to 70% by 2050. As of 2023, renewable energy made up 23% of the country's total power generation mix.
