Discom spent additional Rs 13K crore to buy more power than okayed in '23-24
CHENNAI: Tamil Nadu Power Distribution Corporation Limited (TNPDCL) purchased 82,906 MUs of electricity at a cost of Rs 55,754 crore in 2023-24 while Tamil Nadu Electricity Regulatory Commission (TNERC) had approved the purchase of only 73,730 MUs for Rs 42,575 crore. This resulted in an excess procurement of 9,176 MUs and an additional expenditure of Rs 13,179 crore.
According to the recent True-Up order given on April 30, the discom was allowed to purchase 40,686 MUs from central generating stations but managed to get only 37,661 MUs. On the other hand, it exceeded the limit in other areas. While TNERC had approved 1,961 MUs from independent power producers (IPPs) at Rs 1,094 crore, the discom purchased 4,236 MUs at Rs 2,938 crore — an additional expenditure of Rs 1,844 crore.
Similarly, in the case of power exchange purchases, TNERC had given permission for 4,428 MUs at Rs 4,170 crore. But the discom procured 8,606 MUs for Rs 7,953 crore. The commission has raised concern over the sharp rise in power purchase cost, saying it does not match the values approved in the previous tariff order. Responding to TNERC's queries, TNPDCL said the increase was mainly due to a revision in fixed charges by central generating stations and a hike in energy charges passed through by the generators.

Industries demand reduction in power tariff as consumer price index registers a decline
With the Consumer Price Index (CPI) for April 2025 declining compared with last April, industries in Coimbatore are demanding that the Tamil Nadu Power Distribution Corporation (TNPDCL) retain the electricity tariff for industries at the same level or reduce it. Based on the multi-year tariff revision introduced in 2022, industries will see 6% increase in power tariff from July 1. The Tamil Nadu Electricity Regulatory Commission (TNERC) order says that the control period under the multi-year tariff frame work shall be five years. The year preceding the first year of the control period shall be the base year where the Commission desires to fix multi year tariff. A formula based on Consumers' Price lndex (wholesale Price lndex (or) a quantum (Percentage / value) required to meet the Aggregate Revenue Requirement of the licensee shall be prescribed. Industry sources here said the All India Consumer Price Index for April 2025 is 3.48 % as against 4.83 % in April 2024. Since there is a decline in the CPI, the Commission and the TNPDCL should not implement the annual 6 % annual hike in tariff this year. They urged the TNERC also to issue orders to either retain the tariff or reduce it. Electricity consultants said if the CPI has reduced in April this year, the TNPDCL and the TNERC should not hike the tariff from July 1.

Madhya Pradesh To Hike Ladli Behna Payout, Opposition Flags Towering Debt
Bhopal: Madhya Pradesh Chief Minister Dr Mohan Yadav has announced that the monthly financial assistance for women under the Ladli Behna scheme will be increased to Rs 1,500 from Diwali, which is in October. Currently, around 1.27 crore women beneficiaries receive Rs 1,250 per month. The move is being seen as a continuation of the BJP's flagship welfare initiative launched ahead of the 2023 state elections. Speaking to the media, Dr Yadav said, "The announcement in our Sankalp Patra is of Rs 3,000. We made it with full confidence and will fulfill it. The scheme began with Rs 1,000, then we increased it to Rs 1,250. From Diwali, it will be Rs 1,500." The hike will place an additional burden of Rs 310 crore on the state exchequer every month, pushing the annual cost of the scheme beyond Rs 22,000 crore. When the scheme was launched in 2023, 1.29 crore women were enrolled. The number rose slightly to 1.31 crore in October 2023 but has now come down to 1.27 crore. The government has admitted in the state Assembly that while new names are currently not being added, existing names are being removed based on age and other eligibility criteria. BJP MLA Bhagwan Das Sabnani defended the move, saying, "The Chief Minister is committed to empowering women. The Congress earlier mocked the scheme, but now they are afraid because the government is consistently fulfilling its promises." Congress leader Shailendra Patel criticised the financial viability of the scheme, stating, "The economic condition of Madhya Pradesh is deteriorating. No one knows how much more they will borrow. The state is practically being run on God's mercy." Rising Debt Poses Fiscal Challenges The state budget for 2025-26 stands at Rs 4.21 lakh crore. However, the government has already borrowed Rs 9,500 crore this financial year, taking the total outstanding debt to approximately Rs 4.31 lakh crore. This marks a 115 per cent increase in the state's debt over the last five years. In 2019, the total debt stood around Rs 2 lakh crore.
