GPSSA's four-day training for GCC delegates concludes today

Abu Dhabi - The four-day training organized by the General Pension and Social Security Authority (GPSSA) for GCC delegates from across pension and social security authorities entitled 'Insurance Kit – Customer Happiness' concludes today.
The training was held from 21 - 24 April at GPSSA's Abu Dhabi headquarters to enhance knowledge, experience and collaboration amongst delegates from across various pension and social security authorities in the GCC region.
During the training, GPSSA's trainers and experts highlighted three main areas, namely: future skills, professional skills and global benchmarks that measure efficiency and talent management, during which the UAE's experience in talent management was emphasized, since the UAE earned the first regional position and the 17th internationally in the Global Talent Competitiveness Index, GTCI (2024 Talent Ranking issued by the International Institute for Management Development). This resulted in the UAE outperforming countries such as the United Kingdom, United States of America, Canada, France and South Korea.
During an interactive presentation, the history of insurance and social security and the stages of development were emphasized in form of a cinematic documentary. The advantages and pivotal importance of insurance and social security in the lives of individuals were discussed, alongside supporting national strategies in GCC region which contribute to achieving stability in the lives of customers. This type of stability tops GCC leadership's agenda, which is why GCC citizens who do not work in their own-home-country but are employed in any of the GCC countries, are granted insurance and social security rights as if they were living in their own country.
Another interactive travel-themed presentation covered the journey of excellence in customer happiness, showcasing the UAE's pioneering experience in providing government services that meet future expectations. The attendees were offered the opportunity to navigate knowledge-based stations that highlighted some the most prominent systems and global models in government services, some of which included Emirates Programme for Excellence in Government Services, the Global Star Rating System for Services, the Government Excellence Model and the Telecommunications and Digital Government Regulatory Authority (TDRA).
Additionally, the stages of transitioning to proactive services and adopting some of the top artificial intelligence technology for service design were discussed, alongside GPSSA's proactive development services that align with the objectives of the UAE governments 2021-2025 strategy, which aims to turn the UAE into the best country in the world in providing government services through an innovative and customer-based approach.
The delegates praised the UAE's organizational capabilities and were presented with commemorative shields and certificates of participation. The workshop concluded with a group photo of all the attendees.

This 48.7 percent surge from 2023 cements the UAE as a top-tier destination for international capital, with greenfield projects playing a central role. Foreign investors backed 1,369 new greenfield ventures worth AED 53.3 billion, placing the UAE second globally in announced projects, trailing only the United States. Remarkably, nearly 37 percent of total FDI into the Middle East went to the UAE. Sheikh Mohammed bin Rashid Al Maktoum described the achievement as 'an international vote of confidence in the UAE's economy', adding that AED 37 of every AED 100 invested in the region now enters the UAE. He attributed the growth to a unified national development agenda under President Sheikh Mohamed bin Zayed Al Nahyan, underpinned by strategic policy clarity and government cohesion. ADVERTISEMENT The UAE's cumulative FDI stock has reached AED 994.9 billion, reflecting a compound annual growth rate of 10.5 percent since 2015. Software and IT services projects led greenfield values with 11.5 percent, followed by business services, renewable energy, oil and gas, and real estate. The Ministry of Investment, established in 2023 with Mohamed Hassan Al Suwaidi as minister, was credited with orchestrating this outcome through regulatory reforms and global outreach. Under its stewardship, clear legislation and incentives—including full foreign-ownership rights, a standard corporate tax of 9 percent, and streamlined licensing—have enhanced the investment environment. Global rankings reflect these advances: the UAE placed fifth in the 2024 Global Talent Competitiveness Index and third in the 2024 Stanford AI Index for AI talent attraction. The nation has also forged 21 Comprehensive Economic Partnership Agreements and 120 bilateral investment treaties, further easing entry for international investors. National strategy for the next decade envisions doubling cumulative FDI to AED 1.3 trillion by 2031, aligned with the National Investment Strategy 2031 which prioritises sustainable growth through sector diversification. Initiatives focus on attracting innovation and green investments while scaling existing operations. Despite a global slowdown in productive FDI—with global flows down 11 percent adjusted for conduit economies—the UAE has charted a positive 2.8 percent rise in greenfield projects, underscoring its resilience. Legal insight from White & Case points to ongoing sector-specific reforms that will deepen the FDI ecosystem, including possible relaxation of onshore investment restrictions and expansion of free zone offerings.

The General Pension and Social Security Authority (GPSSA) has launched an initiative to exempt small private sector employers, subject to federal pension laws, from additional charges incurred due to delays in registering insured employees or reporting terminated employee cases within legal deadlines. The initiative aims to strengthen the financial position of these companies, enabling them to reinvest in their operations, expand their businesses, and contribute more effectively to the GDP, GPSSA said. Mubarak Rashid Al Mansouri, Chairman of GPSSA, stated: 'The initiative embodies our ongoing commitment to fostering a supportive investment environment aligned with the UAE's vision to enhance economic growth and entrepreneurship. It also encourages private sector companies to prioritise Emiratisation as a core part of their strategies, helping them attract and retain Emirati talents. Additionally, it provides social security and financial stability for Emirati employees in the private sector.' Firas Abdul Karim Al Ramahi, Director General of GPSSA, emphasised that the initiative reflects the authority's approach to empowering the business sector, the backbone of the national economy, while alleviating financial burdens on small companies. The initiative allegedly targets approximately 1,906 private sector employers with 4 or fewer insured Emirati employees, ensuring support reaches the most needy and impactful segment. The exemption is said to cover additional charges accrued from January 2024 to April 2025 while charges outside this period will be handled flexibly on a case-by-case basis, considering individual circumstances. The authority affirmed that eligible small business owners will be directly notified of the exemption, in line with the 'Zero Government Bureaucracy programme, requiring no action on their part.

The programme targets 1,906 small private sector employers covered by federal pension laws who employ no more than four Emirati nationals. These businesses will receive waivers for penalties incurred between January 1, 2024 and April 30, 2025, the Emirates News Agency (WAM) said in a statement.
